The purpose of the Health Poli...cy Plus (HP+) project is to improve the enabling environment for equitable and sustainable health services, supplies and delivery systems through policy development and implementation, with an emphasis on family planning and reproductive health (FP/RH), maternal and child health (MCH), and HIV and AIDS. The Timor-Leste Health Improve...ment Project (TL HIP) will support TL in improving the quality and impact of health services. Guided by the vision that health care quality can be significantly improved by applying proven health improvement methods, the TL HIP will assist programs to scale up evidence-based interventions to improve outcomes in Maternal Newborn Child Health, Nutrition, and Family Planning. The project will build on current strategies of the MoH and USAID successes including, Basic Service Package implementation, support to SISCas, assistance with guidelines and protocols, training, development and piloting of job aids( flip charts, flow-charts, instructional videos) and supportive supervision. TL HIP will complement the strengths identified by partner organizations throughout the Ministry of Health system. The project will support the National, District, Sub-district, and community levels, but will primarily be focused at the district level.

MCSP is reducing maternal and ...newborn mortality and morbidity in Burma by strengthening the midwifery profession. In collaboration with the Ministry of Health (MOH) and other partners, we promote best practices in maternal and newborn health care, and provide capacity building support to the Myanmar Nurses Midwives Association. We focus on evidence-based, high-quality interventions to reduce the leading drivers of maternal mortality in the country: postpartum hemorrhage, pre-eclampsia/eclampsia, and sepsis. MCSP also addresses the major causes of newborn death through improved neonatal resuscitation, prevention and management of pre-term birth, care for preterm/low birth weight newborns, and identification and management of newborn infections. and we work with the MOH to provide national technical assistance for malaria in pregnancy and integrated community case management.

Vision
The Maternal and Child ...Survival Program is a global, USAID Cooperative
Agreement to introduce and support high-impact health interventions
with a focus on 24 high-priority countries* with the ultimate goal of ending
preventable child and maternal deaths (EPCMD) within a generation. The
Program is focused on ensuring that all women, newborns and children most in
need have equitable access to quality health care services to save lives.
Intervention Areas
The Maternal and Child Survival Program supports programming in maternal,
newborn and child health, immunization, family planning and reproductive
health, nutrition, health systems strengthening, water/sanitation/hygiene,
malaria, prevention of mother-to-child transmission of HIV, and pediatric HIV
care and treatment.
*High-priority countries are Afghanistan, Bangladesh, Democratic Republic of Congo, Ethiopia,
Ghana, Haiti, India, Indonesia, Kenya, Liberia, Madagascar, Malawi, Mali, Mozambique, Nepal, Nigeria,
Pakistan, Rwanda, Senegal, South Sudan, Tanzania, Uganda, Yemen and Zambia.

The USAID Uganda Strengthening... Decentralization for Sustainability (SDS) Program is a six-year USAID-funded project that is at the core of an innovative strategy by USAID to improve the results of decentralization for delivering services to the community, particularly with regard to health, orphans and vulnerable children, and education. From 2010 to 2016, Cardno will work closely with 35 district governments in Uganda to develop strategies that improve capacity for delivering services, provide institutional capacity building to district and local governments in core governance and management areas, and to provide performance-based grants that fund health and social sector activities, reward districts for progress made on agreed benchmarks, and promote innovative strategies to improve service delivery at the local government level.

This activity aims to strength...en, organize and mobilize the private sector to provide Ugandans with the option of obtaining high-quality health services from private-for-profit (PFP) providers. The program's objectives are to: a) expand availability of health services by private providers; b) increase affordability of private health services and products; and c) improve quality of private health sector facilities and services. The program already supports 120 private providers in approximately 44 districts of Uganda targeting clients of PFP facilities as well as workplace sites. The project will facilitate partnerships and provide technical assistance to design and implement comprehensive workplace health programs that maximize accessibility to tuberculosis; maternal, newborn and child health; family planning; nutrition; and malaria prevention and treatment services.

SHRH will be a bilateral assoc...iate award under the Capacity Plus Leader with Associate award. Building upon the Uganda Capacity Program and continuing HRH interventions which were shown to produce higher level results, SHRH will further expand in the area of pre-service training capacity and performance based incentives. SHRH will develop the capacities of the central ministries, districts and professional councils to effectively and efficiently manage their HR for delivery of health services. It will work with USG implementing partners to ensure targeted HRH improvements at the service delivery level. Expected results in FY 2014 includes: scale-up of HR information system and recruitment plans in all 112 districts; comprehensive support for district level HRH to all USG implementing partners; and improved regulation and functionality of health professional councils. FY 2014 Global Health Program and PEPFAR funds support SHRH at $2,300,000 and $2,119,101 respectively.

This mechanism will implement ...advocacy activities targeting a range of HIV, health and education issues in 35 districts, funded from the FHP and PEPFAR accounts. The program will work with civil society organizations (CSOs), through existing community, district and national level structures, and with other USAID programs and will result in strengthening the citizens' voice, increasing demand for services and the promotion of country ownership. The key objectives are: 1) to ensure that communities in the selected districts can identify and articulate their needs and are able to demand quality services; 2) to ensure that the CSOs develop effective advocacy initiatives and are able to represent the communities' demands for better quality services; and 3) to build the technical and operational capacity of the CSOs to qualify them as potential direct recipients of future USAID funding.

This mechanism will support de...livery of comprehensive HIV/AIDS and health services at the workplace. This activity's target population is the Uganda Police Force, private guards from security companies with a national coverage, Uganda Wildlife Authority Staff including game rangers and park wardens, other national park staff, staff in selected hotels under Uganda Hotel Owners Association, their families and surrounding communities. With $500,000 in FY 2015 GHP funds, this activity will support MNCH interventions that include: support for police barracks and outposts outreaches to mobilize women for ANC/PNC, supporting skilled attended delivery, and immunization outreach activities and provision of both long term and short term family planning services. The activity will also support targeted nutrition and water and sanitation activities among the target population for better health outcomes.

Its reproductive health challenges can be addressed with proven, preventable, and for the most part affordable, low-tech interventions under the most challenging conditions. USAID/Yemen MCHIP-will strengthen the Ministry of Public Health and Population's (MoPHP) reproductive and child health systems performance and address improving health seeking behavior at both the household and facility levels of health institutions. Y-MCHIP is divided into a field support Phase I which conducted various assessments, including a needs and gap analysis on maternal, nutrition, and child health as well as family planning/reproductive health care services at the household and at both governmental and private facility service levels.

MCSP is reducing maternal and ...newborn mortality and morbidity in Burma by strengthening the midwifery profession. In collaboration with the Ministry of Health (MOH) and other partners, we promote best practices in maternal and newborn health care, and provide capacity building support to the Myanmar Nurses Midwives Association. We focus on evidence-based, high-quality interventions to reduce the leading drivers of maternal mortality in the country: postpartum hemorrhage, pre-eclampsia/eclampsia, and sepsis. MCSP also addresses the major causes of newborn death through improved neonatal resuscitation, prevention and management of pre-term birth, care for preterm/low birth weight newborns, and identification and management of newborn infections. and we work with the MOH to provide national technical assistance for malaria in pregnancy and integrated community case management.

Vision
The Maternal and Child ...Survival Program is a global, USAID Cooperative
Agreement to introduce and support high-impact health interventions
with a focus on 24 high-priority countries* with the ultimate goal of ending
preventable child and maternal deaths (EPCMD) within a generation. The
Program is focused on ensuring that all women, newborns and children most in
need have equitable access to quality health care services to save lives.
Intervention Areas
The Maternal and Child Survival Program supports programming in maternal,
newborn and child health, immunization, family planning and reproductive
health, nutrition, health systems strengthening, water/sanitation/hygiene,
malaria, prevention of mother-to-child transmission of HIV, and pediatric HIV
care and treatment.

This new activity will work wi...th the Zambian government to re-energize civic participation among Zambians by boosting active membership and strengthening the ability of civil society organizations to engage with grassroots constituencies in the education, health/HIV, sustainable rural livelihoods, and environment sectors ($200,000 SL strengthens NGO ability to link policies with their impact on forests and communities). It includes strengthening the watchdog function of civil society organizations to minimize cases of mal-administration among service providers and corruption in service provision. The activity will increase and improve the engagement between citizens and government service providers in the above-mentioned sectors. This will require establishing and strengthening service delivery monitoring systems and processes that enable citizen/civil society-government engagement and result in increased participatory governance around service delivery, quality, and accessibility.

This activity will work with t...he Zambian government (GRZ) to develop and implement national strategies and plans that address challenges faced by the health sector, including the shortage of human resources, limited management and leadership skills among staff, inadequate coordination and integration of health programs, and weak public financial management systems. ~The activity will provide technical assistance to the GRZ to build the capacity of health managers and providers at all levels of the health system to plan, implement, monitor, and evaluate programs. ~The activity will also strengthen the capacity of community structures, such as Neighborhood Health Committees, to enhance community-level participation in the health sector. ~Additionally, this activity will support the implementation of community-level nutrition interventions to address chronic malnutrition in targeted districts, and safe motherhood interventions that support the Saving Mothers, Giving Life endeavor.

The Strengthening Health Outco...mes through the Private Sector (SHOPS) project is USAID's flagship initiative in private sector health. It works to involve nongovernmental organizations and for-profit entities in addressing the many health needs of people in developing countries. SHOPS focuses on increasing availability, improving quality, and expanding coverage of essential health products and services in family planning and reproductive health, maternal and child health, HIV and AIDS, and other health areas through the private sector. Note: Follwoing the May, 2013 termination of USAID activities in Bolivia, the SHOPS project is no longer providing thecnical assistance in Bolivia.

This project will improve acce...ss to and quality of Maternal, Newborn and Child Health services focusing on care at birth and child immunization. Activities will include:-Service delivery in the Lake Zone - care at birth. Inservice - Zonal Health Resource Centers- rolling out of BEmONC, mentoring at the facility.-Strengthening of pre-service training institutions to develop local human resources.( Strengthening the skills and competencies of graduating nurses and midwives). -Introduction of new vaccines (e.g. measles 2, rubella) and strengthen the immunization platform nationally.-Strengthening the local government's accountability for maternal and child health services and engagement of civil society by focusing on gender. -Development of an electronic health information management system. -Development of a National standardized Intergrated Community Health Worker cadre to support health promotion in MNCH continuum of care.- Improve health metrics-eHMIS- Improve real time reporting and monitoring of key indicators of the recently launched MNCH scorecard so that achievements from the sharpened one plan are tracked on a quarterly basisResults will include improved quality of care at birth to promote achievement of national target of 80 percent skill birth attendance and reduction of maternal and neonatal deaths; and sustained high immunization rates for children in Tanzania.
