As the conflict in South Sudan enters its fifth year in 2018, the humanitarian crisis has continued to intensify and expand, on a costly trajectory for the country’s people and their outlook on the future. The compounding effects of widespread violence and sustained economic decline have further diminished the capacity of people to face threats to their health, safety and livelihoods. People in need of assistance and protection number 7 million, even as more than 2 million have fled to neighbouring countries.

The entry for each species includes the Latin binomial, author(s), common Myanmar and English names, range, medicinal uses and preparations, and additional notes. Of the 472 species, 63 or 13% of them have been assessed for conservation status and are listed in the IUCN Red List of Threatened Species (IUCN 2017). orst humanitarian crisis of our time. Hundreds of thousands of people - adults and children alike - have been killed. Two thirds of all Syrians have lost their homes and their livelihoods. Millions of Syrians have been uprooted from their home communities and forced to flee within their country or to neighbouring countries. The consistent spill-over has drawn global attention not just to the humanitarian crisis facing both local communities and national governments but also to the economic and social strain. The bloodshed wreaked by the different parties continues. The suffering deepens. Approximately half of the Syrian refugees and displaced persons are children and young people who suffer from a double-vulnerability: as children and as migrants or refugees.

The key message of this paper, building on recent reports by the IMF and SDSN (IMF, 2019b; SDSN, 2018) is that the governments of Low-Income Developing Countries (LIDCs) will require a substantial increase in fiscal (budget) revenues, far beyond what they can achieve by their own fiscal reforms. For this reason, SDG financing will require substantial international cooperation to enable the LIDCs to finance their SDG fiscal outlays. One important source of increased revenues should be the globally coordinated taxation of ultra-high-net worth assets. Today’s ultra-rich should help to pay for the survival and basic needs of the world’s poorest people.
