MEASURE EVALUATION IV

Measure Evaluation IV
|
The Monitoring and Evaluation ...to Assess and Use Results (MEASURE) Evaluation Phase IV Project builds on the decades-long commitment by the Bureau for Global Health to support health sector monitoring and evaluation and country health information system strengthening. The project is designed, in part, to further efforts of the U.S. Agency for International Development (USAID) to end preventable child and maternal deaths (EPCMD) by assisting partner governments and institutions to generate and make use of high-quality health systems data that can be used to guide decision-making on effective interventions. The strategic objective of the MEASURE Evaluation Phase IV Project is to enable countries to strengthen national, community, and facility-based systems to generate high quality health information that is used to inform decisions on policies, programs, and resource allocations at all levels of the health system.

The current COVID-19 situation... has a strong negative impact on the vulnerable population groups in the remote regions of Kyrgyzstan. The village communities Ak-Suu, Tup and the city of Karakol are about 350-400 km away from the capital Bishkek. The corona virus cases were officially reported in all of these locations in April 2020. Accordingly, several security measures have been taken by the government, including the introduction of a state of emergency in several parts of the country. The introduction of the state of emergency in the country blocked almost all business activities and resulted in many people losing their income. Those who were employed in the low-wage sector are particularly affected. At the same time, the government, with the support of international donors and the private sector, took measures to supply the vulnerable population groups with the most important foods. These measures have been criticized in part because of their lack of transparency and delays. In this context, there is a great need among women, disabled people and children in the above-mentioned places for drugstore items that they cannot currently afford due to the lack of sources of income. The supply of personal care items reduces the risk of infection for various diseases, including the corona virus.

HEALTH INFORMATION SYSTEMS
|
Health Information Systems
|
The Health Information Systems... (HIS) project supports USG efforts to strengthen the Ministry of Health's (MOH) capacity to build sustainable health information systems within Haiti. This allows for the Government of Haiti to effectively manage program resources (both host country and donor) and monitor patient outcomes, as well as ensure effective systematic use of health data. Last year HIS assisted the MOH to strengthen their capacity to manage the DHIS-2 platform. This included linking the various information systems to facilitate data analysis and informed resource and management planning. The tuberculosis (TB) tracker was rolled out in order to capture patient level data of tuberculosis patients.

Health Leadership Project (HLP...) Activity
more
|
HLP will strengthen the GOH as... steward of the health sector, increasingly in control of its own financial and human resources, over a coordinated system that is less reliant on external partners for equitable delivery of quality health services. In essence, the Project will enhance the capabilities of Haitian partners to direct their own development and reduce dependence on outside sources. In order to achieve this goal, close collaboration with the GOH, relevant USG entities and implementing partners, and international stakeholders is needed. HLP is expected to build upon the successes of recent support for strengthening governance, human resources for health, health financing and advocacy for greater domestic resource mobilization for the health sector. The HLP implementer will conduct activities within two interrelated objectives: Support the GOH in increasing its ability to finance the health sector through more effective and efficient use of existing resources and by mobilizing additional resources, Support the GOH in improving planning and oversight of the health workforce.

Support for Coalition for Epid...emic Preparedness Innovations (CEPI) - Funding of multilateral institutions with a priority on promoting developing countries
more
|
Huge
Many organisations operat...e within the end-to-end space of vaccine funding and R&D implementation. However, a number of critical gaps have been identified, which CEPI was designed to fill.
First, CEPI will advance vaccines against known threats through proof-of-concept and safety testing in humans and will establish investigational vaccine stockpiles before epidemics begin—”just in case”.
Second, we will fund new and innovative platform technologies with the potential to accelerate the development and manufacture of vaccines against previously unknown pathogens (eg: within 16 weeks from identification of antigen to product release for clinical trials)—”just in time”.
Third, CEPI will support and coordinate activities to improve our collective response to epidemics, strengthen capacity in countries at risk, and advance the regulatory science that governs product development.

|
The purpose of this Activity i...s to support the Government of Indonesia (GOI) to sustain and increase efficiency in financing for health to improve financial protection, equitable access to quality health services, and health outcomes in USAID priority areas of HIV, Tuberculosis (TB), and Maternal and Newborn Health (MNH). The USAID Health Financing Activity has two objectives: 1) Improved sustainability of GOI financing for health. USAID seeks technical assistance to support Indonesian institutions to conceptualize, conduct and apply the necessary health financing analyses and tools needed to drive health sector reform. The Contractor will work with GOI counterparts to gather and improve the availability of quality data, perform analyses, present results, and advise on systems implications and policy options to improve the quality of current GOI health spending, increase GOI spending in the health sector, and improve JKN performance on critical indicators of cost, quality, and access. Collaborating and working directly with Indonesian universities and think tanks (Centers of Excellence) along with GOI stakeholders under this objective is intended to increase the store of technical knowledge and leadership ability within the Indonesian health system. 2) Strategic health purchasing mechanisms and capacities improved. There is substantial opportunity to improve health financing efficiency through refinement of health care purchasing methods and strengthening the way GOI agencies are organized to do this work. The USAID HF Activity will provide technical assistance to support the GOI in designing, implementing, monitoring and improving health care service delivery models, including provider payment mechanisms with the aim of contributing toward the achievement of better health outcomes and stabilizing cost per member enrolled in JKN. Based on assessing the results of current purchasing mechanisms, refinements to current approaches should be made or alternative purchasi
