The Monitoring and Evaluation ...to Assess and Use Results (MEASURE) Evaluation Phase IV Project builds on the decades-long commitment by the Bureau for Global Health to support health sector monitoring and evaluation and country health information system strengthening. The project is designed, in part, to further efforts of the U.S. Agency for International Development (USAID) to end preventable child and maternal deaths (EPCMD) by assisting partner governments and institutions to generate and make use of high-quality health systems data that can be used to guide decision-making on effective interventions. The strategic objective of the MEASURE Evaluation Phase IV Project is to enable countries to strengthen national, community, and facility-based systems to generate high quality health information that is used to inform decisions on policies, programs, and resource allocations at all levels of the health system.

This mechanism will implement ...advocacy activities targeting a range of HIV, health and education issues in 35 districts, funded from the FHP and PEPFAR accounts. The program will work with civil society organizations (CSOs), through existing community, district and national level structures, and with other USAID programs and will result in strengthening the citizens' voice, increasing demand for services and the promotion of country ownership. The key objectives are: 1) to ensure that communities in the selected districts can identify and articulate their needs and are able to demand quality services; 2) to ensure that the CSOs develop effective advocacy initiatives and are able to represent the communities' demands for better quality services; and 3) to build the technical and operational capacity of the CSOs to qualify them as potential direct recipients of future USAID funding.

The program aims to accomplish this through achieving the following six results: (1) increased user demand for data and tools; (2) increased individual and institutional capacity in monitoring and evaluation; (3)increased collaboration and coordination in obtaining and sharing health sector data; (4) improved tools, methodologies and technical guidance; (5) increased availability of data, methods and tools; and (6) increased facilitation of data use. MEASURE Evaluation Phase III is the Global Health Bureau's primary vehicle for supporting improvements in monitoring and evaluation in population, health and nutrition worldwide.

The Corridors of Hope II HIV/A...IDS Prevention Initiative (COH II) aims to decrease HIV transmission, morbidity, and mortality among the general population in seven of the highest-prevalence border and corridor communities in Zambia. The initiative engages local leaders and local governmental and nongovernmental organizations (NGOs) to play a central role in the project's design, implementation, and evaluation. Its primary strategy is to change community norms of sexual behavior, especially among groups at greatest risk. COH II's prevention services include behavior change communication and social mobilization interventions, diagnosis and treatment of sexually transmitted infections (STIs), expanded HIV counseling and testing services, and strengthened referral networks. All activities closely involve the border and corridor communities themselves to help change the key social norms affecting HIV transmission. The project also links women with organizations that help with legal protection and that assist aspiring women entrepreneurs. The program has seen broad successes in behavio change to decrease HIV risk.

The Time to Learn (TTL) projec...t will continue to assist the Ministry of Education (MOE) to improve reading outcomes in community schools in six target provinces in the following areas:-Policy development for the community school sector-Teacher training in the five major components of reading -Capacity building of community school managers in instructional leadership and management -Provision learning materials, and engagement of community members to support learning outcomes-Mitigating of the impacts of HIV/AIDS on teacher and student populations through the provision of HIV/AIDS prevention messages linked to guidance and counseling support, as well as referrals to social service providers -Scholarship Provision to orphans and vulnerable children for school fees, resources, and academic/psychosocial support to help students successfully completes their secondary education-Development of a transition strategy for local ownership and sustainability of interventions with the ministry of education

This new activity will work wi...th the Zambian government to re-energize civic participation among Zambians by boosting active membership and strengthening the ability of civil society organizations to engage with grassroots constituencies in the education, health/HIV, sustainable rural livelihoods, and environment sectors ($200,000 SL strengthens NGO ability to link policies with their impact on forests and communities). It includes strengthening the watchdog function of civil society organizations to minimize cases of mal-administration among service providers and corruption in service provision. The activity will increase and improve the engagement between citizens and government service providers in the above-mentioned sectors. This will require establishing and strengthening service delivery monitoring systems and processes that enable citizen/civil society-government engagement and result in increased participatory governance around service delivery, quality, and accessibility.

The project integrates two former USAID programs into one efficient supply chain that serves many of the world's most vulnerable and difficult-to-reach communities. The project is designed to meet today's critical global health challenges - eliminating HIV and AIDS, providing universal malaria coverage, and helping women meet their family planning and reproductive health needs. By bringing together advanced technical solutions, a team of highly qualified experts, and proven commercial processes and principles, USAID Global Health Supply Chain works to reduce costs and increase efficiencies in global and national supply chains. In addition to optimizing supply chains, the project is strengthening national supply chain systems and fostering collaboration among supply chain stakeholders worldwide.
