The communications and community participation component will finance production and distribution of print and audio-visual materials for worker and community use. It would also fund training for community support groups. The project management and evaluation component will finance baseline nutrition surveys of project areas, mid-term and final project impact and process evaluations; vehicles, equipment, training and incremental operating costs of the project monitoring and evaluation system.

The project's objectives are t...o improve the nutrition and health status of children under 6 years of age, with special emphasis on those 0-3 years old, and pregnant and nursing women. It will also help to improve the capacity of the Integrated Child Development Services (ICDS) to deliver services, including to tribal people, over the longer term. The project will comprise the following components: (a) service delivery, to increase the range, coverage and quality of nutrition and health services to target groups through improvements in the design and implementation of software systems, training for health and nutrition workers, provision of health referral services, and increasing the availability of medicines and equipment for maternal and child health; (b) communications, to provide innovative approaches and new messages to increase demand for the full range of project services and provide health and nutrition education; (c) community mobilization, to promote greater community ownership of ICDS services and involvement in meeting program objectives of better health and nutrition and women's and adolescent girls' development schemes; and (d) project management, monitoring and evaluation, to manage, monitor and evaluate the project and conduct operations research to test innovative activities and improve aspects of project design. The project will also include actions to strengthen ICDS among tribal populations.

Early Childhood Development

The development objective of t...he Early Childhood Development (ECD) Project is to improve quality and educability of children in poor Kenyan households. The project seeks to: (1) improve child cognitive and psycho-social development; (2) improve child health and nutrition; (3) increase school enrollment at the appropriate age; and (4) reduce dropout and repetition rates in lower primary school. An important collaborative objective is to improve the human capital potential specifically of poor and otherwise disadvantaged pre-schoolers. The project consists of two core components: (1) improving ECD worker training, performance, and supervision; and (2) community capacity building, mobilization, and parenting education. Three pilot interventions will test options to develop cost-effective, replicable models for: (1) improving the financing of ECD services in poor communities by way of community grants; (2) raising nutrition and health standards of pre-schoolers, including those in the particularly vulnerable first three years of life; and (3) smoothing the transition from pre-school to primary school.

Overall progress toward projec...t development objective remains Satisfactory. The project is implemented in all 52 Local Government Areas (LGAs) of
the three states - covering 1470 primary and secondary health facilities. There is significant improvement in service utilization particularly for skilled
delivery, family planning, and immunization. Quality of care has also improved over the last time of reporting. The Performance based financing (PBF)
component of the project is currently implemented in 26 LGAs. Compared with the last reporting, outpatient consultation, normal skilled delivery,
focused antenatal care, completely vaccinated child and family planning utilization show steady improvement both at the primary and secondary
health care level. In terms of quality of care, there was improvement in general in the three states. However, some the team in agreement is working
with the National Primary Health Care Development Agency (NPHCDA) to introduce quality improvement plan and management for some health
facilities in four (4) LGAs per state using the Safecare model. The progress in the decentralized facility funding (DFF) arm is also encouraging in most

Second, community support grants for child development will provide a) community support grants, which finance construction and operation of child care centers, or the production and marketing of weaning foods; and b) innovation grants, which support communities in implementing innovative ideas on improving the lives of children within their communities. Third, national program support for child development and nutrition will support program monitoring and evaluation; preventive program initiatives on micronutrients; early childhood development curriculum development; training; and information, education, and communications (IEC) for children's rights.

Child Development Project

The Child Development Project,... aims at implementing the coordinated efforts of the pilot area-based program in Yemen, and improve the health, and nutritional status of children under five, and the educational status of girls in primary schools, specifically, in those districts currently under-served in health, and educational aspects. The components are the following: 1) Community readiness program, to provide training in assessing needs, planning, and social mobilization, to improve the community involvement in project participation. 2) Health, to strengthen the districts' health care system, in addressing relevant diseases, such as respiratory, and childhood diarrheal diseases, in addition to safe-motherhood and immunization. Construction works related to water supply, and sanitation, will be included. 3) Nutrition, to provide counseling, and nutrition education for improving children's nutritional status, and further address growth monitoring, and micro-nutrient supplements. 4) Education, to expand the girls' access to quality primary education, through innovative community-based schools. Women teacher training, and educational materials will be provided. 5) Early Child Development (ECD) pilot, to identify models for future expansion, towards improving access to education, among children in difficult circumstances, supported by studies on child rearing, and ECD interventions.

Overall progress toward projec...t development objective remains Satisfactory. The project is implemented in all 52 Local Government Areas (LGAs) of
the three states - covering 1470 primary and secondary health facilities. There is significant improvement in service utilization particularly for skilled
delivery, family planning, and immunization. Quality of care has also improved over the last time of reporting. The Performance based financing (PBF)
component of the project is currently implemented in 26 LGAs. Compared with the last reporting, outpatient consultation, normal skilled delivery,
focused antenatal care, completely vaccinated child and family planning utilization show steady improvement both at the primary and secondary
health care level. In terms of quality of care, there was improvement in general in the three states. However, some the team in agreement is working
with the National Primary Health Care Development Agency (NPHCDA) to introduce quality improvement plan and management for some health
facilities in four (4) LGAs per state using the Safecare model. The progress in the decentralized facility funding (DFF) arm is also encouraging in most
