General objective: QUAMED net...work: Quality medicines for all. - Specific objective: To improve in a sustainable way the performance of 6 public sub -Saharan African procurement centres (PC) through a technical support aimed at meeting international quality standards and a sensitization strategy aimed at their pharmaceutical market, in collaboration with the national regulatory authorities. - Results: The result 1 aims at continuing the QA support provided to the Southern public PC under the framework agreement FA3 -II but will increase its focus on the implementation of QA policies (training sessions and development of procedures) within these partners so that they develop their capabilities with the objective of complying with the QA requirements of international mechanisms and organisations.The result 2 is a pilot action -research which consists of developing and testing innovative strategies to make the supported PC sustainable and provide them with means to remain competitive despite their investment in quality. Strategies as certifications, quality marks, labels etc.. will be explored and tested with the following main steps: (a) Identification of the country and setting of study. (b) Identification of the partner(s) for implementation of the intervention(s) and the data collection. (c) Co -development of the intervention with the procurement center, the Ministry of Health and of the action research protocol. (d) Approval by the institutional review board of the ITM and the national ethical review committee. (e) Implementation of the intervention. (f) Data collection/ monitoring and evaluation. (g) Data analysis. (h) Adjustment of Intervention if required (i) Lessons learned and dissemination at national level and within the QUAMED network (j). International disseminationThe design of QUAMED as a long term network rooted in the South will also be explored as a support to this strategy. This will be developed with the regulatory authorities so that the possible gaps and discrepancies between the approaches of the 2 pillars of the pharmaceutical countries mechanisms are reduced. The result 3 consists of coordinating, managing and further developing QUAMED network. The partners of QUAMED have numerous requests and needs for technical support for the management of their respective quality assurance systems. In addition, the issue of poor quality medicines in low income countries and QUAMED response also needs to be further promoted in donor, stakeholders and scientific fora and meetings. -

General objective: Quality as...surance and joint curriculum development - Specific objective: Networking to strengthen training capacities in the field of international and public health at partner institutions by building on the specific educational expertise and comparative strengths of partners - Results: The network creates opportunities for collaboration, joint learning and mutual support in education based on the specific needs and interests of the different network partners and in function of their comparative strengths. This is done in general workshops and through subgroups of members who focus on specific aspects of quality assurance, educational exchange or e -learning. The network produces common reference frameworks /guidelines/tools for educational quality and quality assurance and facilitates the implementation of these guidelines/tools in member institutions. These initiatives eventually contribute to a quality improvement in postgraduate training at either micro or macro level in these institutions. Finally, as a network, it is also expected that a functional virtual communication system will be established for enhancing information sharing between network members in between workshops. At the end of this project also routine management of the network will be mature and functioning. The aforementioned results (mainly the developed tools for QA, but also the management aspects of networking) will contribute to the sustainability of the network.Joint curriculum development will result in delocalizing and adapting ITM curricula to local contexts -

Background: Charles Kendal an...d Partners Ltd (CKP) has been contracted by DFID (on behalf of DPs) to manage the procurement oversight of Ministry of Health (and CMST) as well as to provide technical assistance (TA) for capacity development of CMST over a period of 24 months, including some short term TA to Ministry of Health (MOH). Following a more recent procurement assessment by CKP it became obvious that dedicated long-term TA for capacity development also needs to be provided to MOH in particular also to support:(a) The implementation and the outputs of the PIP by the MOH, and(b) To advise and assist the MOH Procurement Unit with day-to-day procurementFICA has been requested by the MOH to provide TA for 24 months to assist with improving the procurement function at MOH as outlined in the PIP with clear targets to be achieved and the respective timelines which allows to monitor and measure envisaged output (See Annex 1 TOR and Annex 2 PIP). Whilst the responsibility to reach these targets remains with MOH, the TA will support the implementation and the outputs of the PIP. -

Indicator 1 weerspiegelt de versterking van de organisatiecapaciteiten, waaronder ook dienstverleningaan leden en/of doelgroepen; indicator 2 institutionele organisatieversterking, rond de 2 componenten;nl.: uitbreiding en versterking van sociale dialoog per doelgroep/sector & versterking van intersyndicalebeleidsbeïnvloeding, en de rol vakbondsorganisaties binnen nationale overlegstructurenrond sectoroverschrijdende arbeidsthema's.Resultaat 14 refereert aan organisatieversterking van de partners binnen de werklijn Gezondheid. Background: De sociale determ...inanten die G3W gekozen heeft voor dit landenluik zijn: •Grootschalige mijnbouw,•Toegang tot gezondheidszorg,•Repressie van de sociale beweging.G3W wil hun doelgroep, de progressieve sociale beweging in de Filippijnen, expertise bieden over deze meest dringende sociale determinanten om zo de capaciteit van haar partners op het domein van deze gezondheidsvraagstukken te versterken.Geografische interventiegebieden zijn Palawan, Oost -Mindoro,Sorsogon, Zambales, Agusan del Sur, Eastern Samar, West -Negros, Capiz, Iloilo, South Cotobato enManila.Om dit programma te kunnen realiseren, werkt G3W samen met 4 partners, Advocates for Community Health of Advocates, Council for Health andDevelopment (CHD), Gabriela en IBON. Zij hebben nauwe banden met de basisbewegingen en hebben ervaring met netwerkvorming met andere verenigingen. IBON, een van hun partners, is een erkende actor in de onderzoekswereld. - General objective: Het nieuwe programma wil de progressieve sociale beweging in de Filippijnen verder versterken, en meer bepaald dat deel ervan dat in staat en bereid is de machtsverhoudingen in vraag te stellen om het recht op gezondheid te verdedigen. Onze contextanalyse en ervaring, en overleg met departners hebben grootschalige mijnbouw, repressie van de sociale beweging en toegang tot gezondheidszorg momenteel prioritaire thema s zijn geworden. Daardoor zijn ze ook mobiliserende kwesties. De progressieve sociale beweging waar onze partners deel vanuit maken, werkt reeds op een aantal thema s die met gezondheid te maken hebben, maar het ontbreekt haar vaak aan een benadering gebaseerd op het recht op gezondheid. Het ontbreekt dikwijls ook aan de bekwaamheid om te werken op specifieke sociale determinanten van gezondheid . Op basis van hun werk in specifieke provincies die bijzonder worden getroffen door het nationale beleid i.v.m. deze sociale determinanten van gezondheid, zullen de partners in staat zijn aan de progressieve sociale beweging een bijdrage te leveren op het vlak van essentiële informatie, actiemodellen en alliantiewerk over voormelde determinanten. - Specific objective: De specifieke doelstelling is: 'De progressieve sociale beweging in de Filippijnen wordt versterkt om het recht op gezondheid, vooral m.b.t. drie sociale determinanten van gezondheid, te bevorderen'. - Results: VR1: De partnerorganisaties zijn een referentie m.b.t. het recht op gezondheid voor de progressieve sociale bewegingVR2: De partnerorganisaties zijn bekwaam in geselecteerde provincies de gemeenschappen te mobiliseren voor nationale campagnes rond de drie sociale determinantenVR3: De politieke acties die door de partnerorganisaties worden opgezet, hebben een invloed op de publieke opinie -

Background: Le Rwanda accorde... une grande priorité au développement du Secteur de la Santé. La maîtrise de la croissance démographique et l'amélioration du développement des populations représentent un des quatre axes prioritaires de la Stratégie de Croissance Economique et de Lutte contre la Pauvreté 2008 -2012, ainsi qu'une des priorités de la Vision 2020 qui prévoit également d'améliorer la santé de la population. Pour mettre en œuvre cet axe, le Rwanda a développé un Plan Stratégique pour le Secteur de la Santé (Health Sector Strategic Plan) – HSSP3 couvrant les années 2013 -2017. L'approbation finale du HSSP III est liée à l'évolution des discussions concernant l'Economic Development and Poverty Reduction Strategy (EDPRS) 2013 -2020, afin de faire coïncider les objectifs des deux documents. Le nouveau Programme Indicatif de Coopération (PIC) a été conclu entre le Rwanda et la Belgique en mai 2011. Conformément à la division du travail opérée par le Gouvernement du Rwanda entre les différents donateurs, le PIC 2011 -2014 porte sur 3 secteurs d'interventions prioritaires : la Santé, l'Energie et la Décentralisation. Pour le secteur santé, nous constatons que le Rwanda est fortement dépendant de l'aide.L'appui belge dans le secteur de la santé se réalise sous l'approche portefeuille : la Belgique réalise des projets/programmes (MINISANTE IV, Ville de Kigali), de l'aide budgétaire (5 millions en appui du HSSP II et 9 millions en appui au HSSP III), y compris un appui au renforcement des capacités au travers du Capacity Development Pooled Fund. En effet, le renforcement des capacités est transversal à tous les secteurs de concentration du PIC. Les faiblesses capacitaires des Rwandais sont un des grands problèmes qui entravent le Développement du Rwanda. Le Capacity Development Pooled Fund (CDPF) est un fonds multi -bailleur qui vise à rationnaliser les financements liés au renforcement des capacités dans le secteur de la santé. Il doit participer au financement des besoins identifiés par le Human Resources for Health Strategic Plan 2011 -2016 qui guide le développement des capacités dans le secteur de la santé. Le fonds finance partiellement ces besoins (environ 2%). La présente intervention concerne un financement du pooled fund en deux ans de 2 millions d euros - General objective: La vision du CDPF est de fournir un basket fund via le CDPF, qui permet des financements communs pour le développement des capacités comme défini par le Public Sector Capacity Building Secretariat, à tous les niveaux (individuel, organisationnel, institutionnel) du secteur de la santé en appui à la réalisation du HSSP. - Specific objective: En décembre 2011, le steering committee du CDPF a validé un Plan d'action de trois ans pour mettre en œuvre une partie du Human Resources for Health Strategic Plan (HRH SP). Background: Le Rwanda accorde... une grande priorité au développement du Secteur de la Santé. La maîtrise de la croissance démographique et l'amélioration du développement des populations représentent un des quatre axes prioritaires de la Stratégie de Croissance Economique et de Lutte contre la Pauvreté 2008 -2012, ainsi qu'une des priorités de la Vision 2020 qui prévoit également d'améliorer la santé de la population. Pour mettre en œuvre cet axe, le Rwanda a développé un Plan Stratégique pour le Secteur de la Santé (Health Sector Strategic Plan) – HSSP3 couvrant les années 2013 -2017. L'approbation finale du HSSP III est liée à l'évolution des discussions concernant l'Economic Development and Poverty Reduction Strategy (EDPRS) 2013 -2020, afin de faire coïncider les objectifs des deux documents. Le nouveau Programme Indicatif de Coopération (PIC) a été conclu entre le Rwanda et la Belgique en mai 2011. Conformément à la division du travail opérée par le Gouvernement du Rwanda entre les différents donateurs, le PIC 2011 -2014 porte sur 3 secteurs d'interventions prioritaires : la Santé, l'Energie et la Décentralisation. Pour le secteur santé, nous constatons que le Rwanda est fortement dépendant de l'aide.L'appui belge dans le secteur de la santé se réalise sous l'approche portefeuille : la Belgique réalise des projets/programmes (MINISANTE IV, Ville de Kigali), de l'aide budgétaire (5 millions en appui du HSSP II et 9 millions en appui au HSSP III), y compris un appui au renforcement des capacités au travers du Capacity Development Pooled Fund. En effet, le renforcement des capacités est transversal à tous les secteurs de concentration du PIC. Les faiblesses capacitaires des Rwandais sont un des grands problèmes qui entravent le Développement du Rwanda. Le Capacity Development Pooled Fund (CDPF) est un fonds multi -bailleur qui vise à rationnaliser les financements liés au renforcement des capacités dans le secteur de la santé. Il doit participer au financement des besoins identifiés par le Human Resources for Health Strategic Plan 2011 -2016 qui guide le développement des capacités dans le secteur de la santé. Le fonds finance partiellement ces besoins (environ 2%). La présente intervention concerne le financement de l expert technique en santé publique pour le suivi du CDPF pour une durée de deux ans. - Specific objective: La vision du CDPF est de fournir un basket fund via le CDPF, qui permet des financements communs pour le développement des capacités comme défini par le Public Sector Capacity Building Secretariat, à tous les niveaux (individuel, organisationnel, institutionnel) du secteur de la santé en appui à la réalisation du HSSP. - Results: En décembre 2011, le steering committee du CDPF a validé un Plan d'action de trois ans pour mettre en œuvre une partie du Human Resources for Health Strategic Plan (HRH SP). General description: Le progr...amme est un un appui institutionnel à l'ensemble de la pyramide sanitaire dans les domaines de gestion, planification et monitoring-évaluation du système de santé en termes de régulation et d'établissement de normes et standards ainsi que dans les domaines du renforcement de ses propres capacités. La contribution belge est de 5 millions d'euros. -- General purpose : Améliorer la santé des populations rurales des régions médicales de Diourbel,Fatick,Kaffrine,Kaolack et Thiès par le renforcement durable du système de santé, qui est un des 4 objectifs sectoriels du PNDS 2009-2018. -- Specific purpose : Contribuer à l'amélioration de la gouvernance du secteur de santé, 4ème objectif sectoriel du PNDS 2009-2018. --Results: Remarque introductive : nous devons signaler que ce rapport est assez complet et réfléchi, amenant les réflexions ci-dessous. On doit néanmoins paradoxalement relever qu'il ne permet pas de s'informer sur ce qui a été atteint pour les différents résultats visés au-delà de ce qui indiqué ci-dessous.Output 1: Le cadre institutionnel et organisationnel du niveau central du MSAS est amélioré. Le rapport indique un niveau d'atteinte faible.Output 2: Le processus de planification ascendante et participative et son suivi/évaluation sont améliorés. Satisfaisant.Output 3: La gestion des ressources (humaines, financières, matérielles et techniques) au niveau central est améliorée. Différent suivant les services.Output 4: Le cadre institutionnel et organisationnel des 5 RM ciblées est amélioré. Faible.Output 5: Le processus de planification ascendante et participative et son suivi/évaluation sont améliorés au niveau des cinq régions. Satisfaisant.Output 6: La gestion des ressources (humaines, financières, matérielles et techniques) au niveau central est améliorée. Différent suivant les services.Remarques générales: le rapport est assez critique sur les résultats atteints de l'intervention qui peut-être globalement considérée comme un échec par rapport aux objectifs fixés en démarrage. La faute incombe majoritairement à l'absence de réforme du Ministère sénégalais qui aurait dû être décidée avant le début de l'intervention. Les résultats non liés directement à cette réforme ont pu progresser mais les autres résultats n'ont pas atteints les cibles prévues. A posteriori, le démarrage de l'intervention aurait certainement dû être conditionné à l'adoption de la réforme par la partie sénégalaise. En outre, l'intervention aurait certainement dû être mieux formulée, notamment avec des indicateurs et des cibles plus réalistes. Les discussions sur le niveau des per diem (diminution), la concurrence des autres bailleurs à ce niveau (per diem plus élevés), ont également nuit à la mise en oeuvre de l'intervention et aux relations avec la partie sénégalaise. On note également qu'une majorité du personnel formé a été finalement recrutée par d'autres bailleurs. Du côté positif, on relève la volonté claire de l'intervention

Background: This project buil...ds on the currently running FICA supported project to improve quality of first aid in Southern Africa through the introduction of AFAM. The currently running project focuses on developing the preventive guidelines and illustrations within the African First Aid Manual (AFAM) package and on introducing AFAM in the Malawi and the Southern African Red Cross Societies.As this project concerns the mapping of first capacities in the Southern African region, research will be conducted in all 10 countries of the SADC: South Africa, Angola, Botswana, Lesotho, Malawi, Mozambique, Namibìa, Swaziland, Zambia and Zimbabwe.More specifically it concerns a baseline for the 10 countries containing the following information:- Listing of existing Iaws and regulations concerning FA at national (governmental) Ievel: accreditation systems, FA laws on compulsory training for certain categories of professions, laws on FA trained people in enterprises, etc.- Overview of existing FA actors and trainings in the country and their coverage (both for the general population and for the private sector).- of FA needs in the country: based on the information of the FA actors and their coverage, determine (estimate) the remaining needs in FA training of the general population and specific target groups overview also includes specific needs for FA trainings as identified by government and/or Red Cross or other actors (e.g. hot spots' for accidents, specific target groups such as remote communities, specific sectors such as mine industry, etc.)- Overview of the FA capacities (and needs) of the national Red Cross society: FA policy, strategy and plan of action, cooperation agreements in the field of FA (Including with government}, accreditation (if applicable), number of people trained annually (general public and private sector), number of FA trainers, geographical coverage, training facilities, training courses and materials, etc.- Overview of FA plans and cooperation agreements of the national Red Cross society with partners in order to identify the gaps, with attention in relation to FA didactics and materials (with of course needs and opportunities in relation to the use of AFAM and the use of a 'national version of the AFAM based South African Red Cross handbook).- Qualitative and quantitative data on the above components that will enable the formulation of SMART indicators for a follow-up project. -

Background: MakCHS -SPH offer...s Master programmes in Public Health, Nutrition and Health Services Research, as well as undergraduate training in Environmental Health Sciences. New academic programmes have been developed to cater for a growing need of professionals in more areas of public health, e.g. Disaster Management. Today nearly all district health officers have received Master of Public Health Training. MakCHS -SPH also runs short courses to meet the needs of those who need specific skills to work more efficiently. These include Health Services Management, Leadership and Management, Research Methods, Public Health in Complex Emergences. Another form of training is through work -based fellowship programs e.g. the HIV/AIDS Fellowship Programme funded by US Centres for Disease Control and Prevention (CDC) which aims at enhancing leadership and management for HIV/AIDS programs in Uganda.A health systems research partnership was established in 2008, involving MakCHS -SPH, MoH, ITM, and two participating districts. This research initiative was referred to by the acronym DAHPU (District Action for Health Policy in Uganda). DAHPU was established in the two districts (Arua and Masindi) in 2009. It was anticipated that policy makers would benefit from DAHPU by learning from action research in health systems integration and optimization at district level to strengthen capacity for effective and equitable health care delivery. Workshops were conducted and work plans developed in both districts. By 2010 it was evident that engagement and understanding of the action research process was poor at local level. - General objective: Capacity Strengthening for Health Systems Research and Health Policy Development in Uganda - Specific objective: Strengthen capacity and involvement of MakCHS -SPH's in capacity building for the Uganda Health System and providing evidence and knowledge base for rational health policies and practices - Results: 1: A critical mass of health systems managers is trained at district, central and programmatic levels.2: Faculty of MakCHS SPH and MoH receives doctoral degree training to enhance their teaching and research capacities3: Research is undertaken in critical areas of Maternal and Child Health and Nutrition (MCHN) via an Evidence -Based Research Centre 4. A platform for collaboration amongst Universities in Uganda and South -South exchanges is established -

Background: De geselecteerde ...geografische interventiegebieden van G3W zijn Palestina/Cisjordanie (Ramallah, Hébron, Bethléem), Jérusalem Est en Gaza (Rafah, Beit Hanoun, Jabalya, Al Nusirat), de doelgroep bestaat uit reeds georganiseerde en/of actieve jongerengroepen (ongeveer 1400 in de 3 regio's). Lokale partnerovereenkomsten werden afgesloten met Health Work Committees (HWC) en Union of Health Work Committees (UHWC), allemaal werkzaam in de gezondheidssector. - Specific objective: 'Les jeunes à Jérusalem, en Cisjordanie et à Gaza jouent un rôle actif dans le mouvement social Palestinien pour promouvoir le droit à la santé et en particulier lesdéterminants sociaux de la santé suivants:•bien -être psycho -social à travers une conscience accrue de l identité nationale et sociale•cohésion sociale à travers la participation communautaire•renforcement de l autonomie à travers la participation à la prise de décisions' -
