• Increasing uptake of new MDR-TB drugs, accelerating market entry of TB diagnostic commodities in development, and strengthening national systems required to deliver effective TB treatment
• Reducing the number of malaria treatments used unnecessarily to treat non-malaria patients, improving supply security by accelerating the market entry of synthetically derived artemisinin products, and reducing the price of quality-assured organophosphates for indoor residual spraying
• Ensuring a sustainable supply of quality-assured, affordable and effective contraceptive products, reducing prices of currently available products, and accelerating the time to market for new products
• Reducing the price of vaccines and vaccine cold chain equipment products, accelerating the market entry of vaccines from developing country manufacturers, and accelerating the market entry of cold chain equipment products
• Reducing the price of drugs and diagnostic algorithms for a hepatitis C virus (HCV) cure, and increasing the number of supply sources for HCV testing and treatment
• Conducting market assessments in commodity areas where public health or policy priorities may arise.

The UK will invest £3m from 2...013/14 to 2014/15 in the Global Medicines Regulatory Harmonization Initiative (GMRH) Trust Fund that is managed by the World Bank and supported and implemented by a range of technical partners including the WHO, the Gates Foundation, the New Partnership for Africa's Development (NEPAD) and regional economic communities such as the East African Community (EAC).
The Trust Fund will support regionally developed and approved plans to (i) strengthen the capacity of national medicines regulatory agencies to carry out their core functions, such as the effective registration of new products and monitoring of quality and (ii) work more collaboratively together to increase efficiencies and reduce transaction costs (for countries and pharmaceutical companies alike) in the regulation of medicines.
The programme will form part of DFID’s ‘access to medicines’ portfolio which aims to (i) accelerate access to safe, effective and affordable medicines and (ii) to enhance the value for money of DFID’s wider investment in health commodities. Results and performance will be monitored systematically on an annual basis in partnership with other funders and stakeholders.

Project Overview
The MSH-led,... USAID-funded program, Securing Ugandans' Right to Essential Medicines (Uganda SURE) aims to assist the Government of Uganda’s commitment to strengthen the national pharmaceutical supply system to ensure that the people of Uganda have access to adequate quantities of good quality essential medicines and health supplies.
To achieve this goal, SURE's objectives are to:
Improve Uganda's policy, legal, and regulatory framework to produce pharmaceutical supply chain stability and sustainability
Improve capacity and performance of central government entities to carry out their supply chain management responsibilities
Improve capacity and performance of districts, health subdistricts, and implementing partners in their supply chain management roles
SURE works on integrating Uganda's supply chain and establishing a pharmaceutical management information system that provides full transparency to minimize medicine stock-outs and waste.
At the national and local levels, SURE focuses its capacity building efforts on quantification and procurement, warehousing, distribution, financial management, and using management information systems.
SURE’s signature initiative—SPARS (supervision, performance assessment, and recognition strategy)—is a performance-based incentive program that reinforces capacity-building efforts and encourages not only individuals, but also health care facilities to improve pharmaceutical and financial management practices at all levels. SPARS is being rolled out nationwide.
The SURE team consists of MSH with its partners, Euro Health Group, Imperial Health Systems, and Makerere University.
