The SDC negotiates programme c...ontributions as part of institutional partnerships. For the assessment and negotiation of programme contributions, which is based on the NGO's overall programme, the organisation is required to have a long-standing track record and have successfully undergone the admission procedure. Programme contributions are an investment in the competences and capacities of the NGOs and in the relevance of their programmes.

HEALTHCARE IN THE GREAT LAKES ...REGION: TAKING HEALTHCARE TO THE PEOPLE

Healthcare in the Great Lakes ...region: taking healthcare to the people
more
|
Despite the political and huma...nitarian crisis Burundi is experiencing, the SDC remains committed to providing help directly to the people. In the health sector it aims to strengthen treatment capacity in health centres and district hospitals so that these can provide accessible, good-quality care. The SDC programme covers both Burundi and Rwanda.

Democratic management of healt...h facilities
The healthcare support programme established by the SDC in Burundi also includes neighbouring Rwanda, within the framework of a regional project. Set up by the Swiss Tropical and Public Health Institute, it helps to build and renovate facilities, buy equipment and train large numbers of medical and administrative staff. The programme has benefited almost 200 health centres and regional hospitals in Burundi and Rwanda and, indirectly, some 2.5 million inhabitants.
The idea is not only to ensure the population receives better healthcare but also to make sure that health facilities are run in a professional, even democratic manner. In other words, the more local communities are involved in managing health facilities, and the more access they have to transparent information, the easier it is for them to have access to healthcare.
Health insurance
But the men, women and children requiring treatment need to be able to pay for it. With the Swiss Tropical and Public Health Institute, the SDC is helping to set up basic healthcare funding arrangements which are favourable to the majority.
In Rwanda, the SDC's advocacy contributed to the introduction of basic health insurance for the population in the early 2000s. Since then, the SDC has been striving to help the poorest people to pay their annual premiums (approx. CHF 4 per person). In 2015, more than 17,000 households benefited from subsidies. In Burundi, some 14,000 families were able to obtain a healthcare card thanks to the SDC.
The challenge now is for the whole population to be covered by this basic health insurance. The insurance membership rate today ranges from 19% to 77% in areas where the SDC is active. The healthcare support programme that has been set up is trying to make all Burundians and Rwandans aware of the benefits of these insurance schemes. At the same time the SDC takes part in the regular assessment of these schemes, together with the national authorities and local beneficiary committees, in order to improve their day-to-day running.

The humanitarian operation in ...Sudan is one of the largest in the world. According to the 2015 Humanitarian response Plan, 5.4 million people are in need of humanitarian assistance in different parts of the country, particularly in Darfur, South-Kordofan and Blue Nile State. In Darfur, fighting in 2014 has led to the displacement of 430'000 persons. That is more than in any single year since the height of the conflict in 2004. This phase of the project will be implemented in the wider region of Jebel Mara in Central Darfur. The current phase of the project runs for 19 months and will further build the capacity of IDPs, Host Communities and Public Institutions in the fields of WASH and Basic Health Services.

SDC plans to support health se...rvices and management improvement, and address the role of the hospital as a place for practical training and clinical research. The project would focus primarily on improving health care and look for synergies between St. Francis Hospital, the Ifakara Health Institute and the Tanzanian Training Centre for International Health, and the Swiss institutions that support them (SDC, Novartis Foundation, SwissTPH and Solidarmed). During the entry proposal period, SDC and partners will have an opportunity to explore which organisational option would best serve these objectives. Refurbishment of the pediatric ward will also be undertaken and equipment provided.

RESERVOIR, TRANSMISSION CYCLE ...AND MOLECULAR EPIDEMIOLOGY OF RIFT VALLEY FEVER VIRUS
more
|
Rift Valley fever (RVF) is a z...oonotic disease causing devastating outbreaks which large economic losses to poor African countries. RVF virus (RVFV) is transmitted by various mosquito species but also by blood or aerosols. It is crucial to understand the mechanisms driving the transmission cycles to establish effective countermeasures. In south Tanzania RVF has not been described although there exist a high seroprevalence. We hypothesize the occurrence of an endemic low level transmission cycle of low-pathogenic RVFV strains Aims: -Characterization of the enzootic transmission cycle of RVFV -Identification and characterization of RVFV strains in Tanzania RVF antibody and virus will be analysed in ruminants, rodents and mosquitoes to characterize the local enzootic cycle. We hypothesize that low-pathogenic RVFV circulate in rodents and that these may contribute to maintain the enzootic cycle in non-epidemic periods. They may be well adapted to their vectors and vertebrate hosts without causing severe disease. These strains may contribute to enzootic maintenance of RVFV and may act as an outbreak source when transferred to new insect vectors or vertebrates. Properties of isolated RVFV strains will be compared to highly pathogenic strains and their ability to suppress IFN-â induction will be monitored. Laboratory rodents and sheep will be inoculated with endemic and epidemic RVFV strains and the differences in pathogenesis in these animals will be analysed
