The programme aims to improve ...the quality of life of community members, especially vulnerable children, in Busia town, East Uganda. In this border town, children's safety is hampered by illegal trade, poor sanitation facilities and child neglect and abuse. The programme focuses on vulnerable population, such as youth, underaged mothers, street children and children involved in illegal trade. Parents, teachers, local politicians and other stakeholders are trained on child rights issues. Families livelihoods opportunities are being strengthened in order to ensure children's opportunities for education and to prevent children from child labor. Youth are trained for e.g. hairdressing, tailoring and bakery professions. Quality health services are promoted, especially to ensure services for pregnant women and children. Through community action, good quality and user friendly health care services are promoted. The programme benefits 38.000 people, 11.600 of them as primary beneficiaries. The main partner is World Vision Uganda that runs the implementation and accounts for the use of funding.

Pegase was founded in 2008 and... it is the key mechanism for the EU to support Palestinian state-building and the implementation of the Palestinian National Policy Agenda. The Pegase is a mechanism that provides support to selected windows of the Palestinian Authority?s budget complemented with technical assistance from the EU. The immediate objective of Pegase is to have better and more comprehensive public services with special regards to the most vulnerable Palestinians. The long-term overall objective is to strengthen efficiency and accountability of public institutions and to promote inclusive social development. The program contributes to the capacity building of the Palestinian Authority. The 2018 evaluation confirms the instrument?s effectiveness and its central role as a predictable and regular source of revenue for the Palestinian Authority.Since 2008 EU and its Member States have financed the mechanism with EUR 2.7 billion. Finland has contributed to Pegase since 2009 with a total of EUR 18 million. Finland's support in 2018-2019 was EUR 2.5 million and it was channeled to social security and East Jerusalem hospitals. This additional fund of EUR 3 million for 2020 will be allocated to the East Jerusalem hospitals. Funding will benefit the poorest Palestinians and those in need of specialized medical care. Most of the beneficiaries are from Gaza.

The Nordic Trust fund (NTF) o...f the World Bank is a knowledge and learning program on human rights. NTF started its operation in the year 2006 with funding from Norway Denmark Sweden Finland and Island. Total funding at the end of the year 2014 was 256 million USD of which the share of Finland was 465 million USD. Germany has also contributed 600.000 USD to support programs which they have chosen to be funded. There are two main components in NTF: knowledge sharing and grant support. NTF has during its lifespan granted support to programs studies has organized events/workshops to World Bank staff and produced literature on human rights.NTF Grant Programs are focusing and influencing on improving poor people's access to health education food and water; promoting the participation of indigenous peoples in decision-making and the accountability of governments to their citizens; supporting justice reforms fighting corruption and increasing transparency of governments.

1. Project: 11681 Right Based ...Empowerment Project #2. Project area and Country: Kayin State, Chin State, and Delta Ayarwaddy Region in Myanmar #3. Project justification: #All the villages in the region are vulnerable to and facing multiple hazards and suffer from on-going violence between the state and non-state groups. In Chin, Ayeyarwaddy, Kayin, Rakhine and Magwa, on average 42.2% of the households depend on unimproved sources of drinking water and unhealthy sanitation practices. The local populations suffer from food insecurity and lack of livelihood options. Local villages lack health services and schools that provide children a safe and inclusive learning environment. Local level civic participation is limited in particular by women, children and people with disabilities. #4. The main objective and the expected results:#The main objective of the Rights Based Empowerment Project is to contribute to the alleviation of poverty and the promotion of peaceful and inclusive societies for sustainable development in Myanmar. The project will focus on community empowerment and will increase the 130 targeted communities skills and capacity in risk management, while applying environmentally friendly measures. The targeted households will increase their access to sustainable and diversified means of livelihood, primary health care and WASH facilities, while children will access schools with improved learning environments. The project will enhance the local communities ability to claim their rights, encourage their direct participation in the decision-making processes and promote dialogue between the rights holders and duty bearers at all levels. At the end of the project, the right holders will play a more active role in household and village development. #5. Right-holders/ beneficiaries: 50,000 people in 130 villages (VDCs, Interest groups, Partner Households, Women groups and Youth groups) #Duty bearers: # Township, Village Tract and Village General Administration Authority/Office# Village level health volunteers, school teachers, school PTAs/SMCs# Township level Government line departments like education, health, WASH, livestock, agriculture, irrigation, police, judicial, basic physical infrastructure, and others# Relevant Union and State/Region level Government departments and committees#6. The humanitarian crisis in Lak...e Chad Basin area affects Nigeria Niger Cameroon and Chad. The situation in North Eastern Nigeria has deteriorated in 2016. In North-Eastern Nigeria 4.6 million people are facing food insecurity. 55 000 are in need of immediate assistance and 400 000 children under five years of age face severe acute malnutrition. The difficult food security situation is due to insecurity poor availability and high prices.The situation is particularly difficult in Adamawa Borno and Yobe states. The number of internally displaced persons has risen to 1.82 million more than half of these are children. In Borno state alone more than 1.4 million have been displaced due to the violent activities of the terrorist organization Boko Haram. According to the UN the humanitarian crisis in Nigeria is among the worst in Africa. UN OCHA estimates the funding needs to be 484 million USD. About 40% has been covered by November 2016.UNICEF has stepped up its activities to help more than 2 million people. Children women elderly and disabled require particular attention. The needs for UNICEF are 115 million USD with a funding gap of 75%.

The project reduces children's... vulnerabilities to abuse and exploitation from harmful work and unsafe migration in Benin, Burkina Faso, Cote d'Ivoire, Mali, Niger, and Togo. In West Africa, 8 million children aged 5-14 years of age are involved in economic activities with 6 million of them working in hazardous conditions. Children engaged in labor are working from 10 to 20 hours a day. The magnitude of child rights violations throughout West Africa is among the most severe in the world. The project strengthens child protection systems to become effective and sustainable. Children, families and communities know how to prevent or reduce harmful effects of child labour or unsafe migration. In addition, children and care providers have improved access to services (e.g. health, education and justice). The beneficiaries of this project are the most vulnerable working children. The project is implemented by African Movement of Working Children and Youth (AMWCY) and ENDA TM - Environment and Development Action in the Third World.

The Tajikistan Country Program...me aims to impact in increased justice, strengthened human dignity, and peace in Tajikistan. Tajikistan suffers from a health care system that is not addressing the needs of mothers and children, and from a lack of jobs, driving people to massive labour migration. The Country Programme in Tajikistan will focus on the rights of mothers and children to health through improving rural health care, and the rights of children to an adequate living standard by creating better opportunities for sustainable income for the parents. This is to be done by developing the network of in-country partners who will continue the work in the future and have the capacity to advocate for the rights of the vulnerable. Fidas partners in the Programme are Stichting Assistance International (SAI) and Central Asian Partnerships (CAPS).#The Programme will focus primarily on rural communities in Khatlon, southern Tajikistan, an area that is mostly affected in Tajikistan. Rural women and community health workers will be provided with trainings in Mother Child Health. To create income opportunities the Programme will work directly with communities to demonstrate and create sustainable business models. Local partners will be responsible on teaching cross cutting themes to groups of men and women in the villages. Partners will take more ownership on the implementation of the Programme and will become stronger and competent organizations. The Programme will also train around 1500 relevant officials and responsible people on making a lasting, systematic change in Tajikistan.#The Programme has a positive impact directly in the lives of 10 100 people and indirectly around 55 000 peoples lives. By the end of the Programme period, dozens of communities are reached by these activities. The partners can now take their strong and sustainable role in reaching out to communities on the issues of health and livelihood and speaking out for the rights related to this.

The aim of the support is to respond to the humanitarian and development needs of Syrian refugees in Turkey. The EU committed to a decision of three billion euros additional funding for the Facility by the end of 2018. The EU budget will cover two billion euros and one the Member States will cover one billion euros. Finland is accordingly obliged to participate the funding with a share of 14 404 791 euros in the years 2019-2023.

The Country Programme in Kenya... has 5 components: Nairobi Street Children, Kakamega Children with Disabilities, Maasai Girls, Psycho-Social Support and Care (PSS), and Environment. The Programme is contributing towards the fulfilment of beneficiary rights to health, education and adequate standards of living and empowerment of the partner, Full Gospel Churches of Kenya (FGCK). The main beneficiary groups are children, youth, women, parents, teachers and poor farmers. The programme is supporting around 7300 direct beneficiaries and around 70 700 indirect beneficiaries. The Programme is working in different areas including the slums of Nairobi (Kawangware, Riruta, Waithaka), suburbs of Kakamega town and adjacent areas, and villages in Nyanza, Narok, Tangulbei, Loglogo, Chamari, Kasikini, Duke, Diririsa, Kadzandani, and Bilisa and Odole (among others). All these areas are remote and marginalized. The problems affecting these communities include poor access to education (lack of schools, low school enrolments, low school retention, poor transition rates, high illiteracy rates for parents and youth), poor access to health (child and spousal abuses, child-headed households due to parental deaths, drug abuse, sexual violence on girls, limited medical services for children with disabilities, high maternal death rates) and poor access to adequate standards of living (high unemployment rates, high illiteracy levels, poverty and marginalization). The communities also experience food and water shortages caused by perennial droughts. The pastoral communities experience deadly community conflicts caused by political incitement, historical issues, and conflict over resources. #The Programme is currently providing educational support to community schools (providing facilities, materials, trainings) and children, promoting health and psycho-social resources (guidance, counselling, child protection) for children, youth and families and promoting household livelihoods through entrepreneurship (trainings in income generating activities, savings and loaning services, extension services to farmers), building the capacity of Full Gospel Churches of Kenya leadership (management trainings, development of policies and manuals, setting up of partner in Income Generating Activities) and promotion of advocacy for the partner (sensitizing partner on advocacy, assisting partner to set up an advocacy strategy).

IOM's (International Organizat...ion for Migration) project aims to support and fill the gaps of the national and local actors of Morocco Egypt Tunisia Yemen and Libya in migration management with a focus on improving health and protection to migrants. IOM will implement in each country a range of activities such as direct assistance to migrants in need of medical and humanitarian assistance assistance to national authorities to respond to and manage the health needs of migrants and their host communities in migrant-dense areas and capacity building of governmental and non-governmental health structures to deliver quality ?migrant-friendly? health care services. Priority is given to the most vulnerable migrants including victims of trafficking women victims of sexual and gender based violence and unaccompanied and separated children. In addition IOM will enhance the regional dialogue and cooperation on migration issues.The project is continuation to project that started in 2015. During the project more than 56 000 migrants have been assisted more than 300 government officials non-governmental actors and health care practitioners have been trained on migration and thousands of migrants have been sensitized on health issues. Finland's support for project (2018-2020) is 2 600 000 Euros.

Ministry of Health has increased capacity to steer manage and coordinate the health sector The Somali diaspora experts particularly the Finnish Somali diaspora experts are the actors in the capacity building efforts. They train the local health professionals and participate in developing strategies plans standards and curricula for health sector. Particular attention is given to women's and child health. In the long term the project is expected to contribute to better health outcomes for Somaliland population and especially the health outcomes for women and children.The first Finnish funded MIDA project was initiated already in 2008. The project has been evaluated twice and the findings suggest that the project has significantly strengthened public health institutions? ability to provide quality services in Somaliland. The findings and recommendations of evaluations have been duly notified in the planning of the Finnsom IV phase: For example the project now focuses on the more remote regions in Somaliland where service provision is poorer than in the capital Hargeisa. Similarly following the recommendations the length of the assignments of diaspora experts has been increased for Phase IV.To support the implementation of the project the National Institute for Health and Welfare (THL) also implements tailored trainings for the Ministry of Health.The duration of the Phase IV is four years from March 2017 until August 2020. The budget for the project is 4 300 000 Euros. Somalia is considered an LDC country.

In 2018 the International Fede...ration of the Red Cross and Red Crescent Societies IFRC together with the Finnish Red Cross (FRC) will implement operations in Syria and Bangladesh. In Syria the operation is implemented together with Syrian Red Crescent (SARC) and food assistance will be provided to 127 million people hygiene kits for 107 million people and NFIs for 400 000 people. FRC contributes to the Syria operation with financial support and human resources. In Bangladesh FRC will be leading a secondary level emergency hospital with support from other national societies. Direct support includes provision of medical supplies medicines and human resources. The hospital will serve approximately 5 400 patients each month altogether 48 600 patients during next 9 months. MFA funding for the operations is 1 000 000 euros for Syria and 1 800 000 euros for Bangladesh.

The project contributes to the... enhancement of PwDs through maximizing their physical and mental activities, increased access to regular service opportunities, and becoming active contributors to the community & society at large in Dessie and Kombolcha, in Amhara Region, using Community Based Rehabilitation (CBR). The project will adopt a holistic approach and provide services that encompass health, education, training, advocacy, disability awareness, IGAs. The project seeks to ensure active participation and inclusion of PwDs in the community. School teachers will be trained in sign language, special need education and inclusive education. PwDs will be empowered through economic strengthening schemes & psycho-social support mechanisms. This include introduction of small business management training, provision of startup money, educational support, provision of appliances follow-up and counseling, etc. The project will strengthen major stakeholders of CBR projects and build the capacity of project personnel and the pertinent stakeholders of CBR in the project catchment area through short-term trainings. The direct beneficiaries of the project are the approximately 300 PwDs (children, young people, adults) and indirect beneficiaries approximately 12.000 persons in the area. The project is implemented in close cooperation with the state and with other non-governmental organizations working in the field. The implementing agency is the Ethiopian Evangelical Church Mekane Yesus / North Central Synod Development and Social Services Commission (EECMY-DASSC-NCS) in Dessie.

In Somalia Save the Children will support the most vulnerable families in 14 drought and conflict affected internally displaced peoples (IDP) camps and host communities in Baidoa by addressing their urgent basic needs to prevent further food insecurity malnutrition poor health and gender-based violence (GBV). MFA funding for the operations in 2018 is 1 200 000 euros (900 000 EUR in Somalia 300 000 EUR in Iraq).

Syria's hospital and health in...frastructure have been destroyed during 7 years of war. The remaining capacity cannot meet the populations needs in health or physical rehabilitation. Additionaly the lack of essential medicins for conditions that would be treatable e.g. diabetes and renal diseases cause additional health complications and deaths that would be otherwise preventable. 3-year project funded by EU DEVCO leaded by the Danish Red Cross with the Syrian Arab Red Crescent SARC and Finnish and German Red Crosses as partners aims to support and improve the quality of life of persons belonging to particularly vulnerable groups such as persons with disabilities with chronic diseases or persons traumatized by the war. The main objective of the project is to improve access to basic heathcare by rehabilitating clinics renewing and improving their equipement and improving the physical and psychosocial wellbeing of persons suffering the conflict. The project will strengthen the populations coping mechanisms through support with experts psychosocial support and physiotherapy to persons in need. The community will also be involved. The project will be implemented in Homs Aleppo Idlib Dara'a and Deir Ez-Zor. The number of direct beneficiaries during the three years is over 785 000. The total budget of the project is 6 300 000 of which the share of the Finnish Red Cross is 2 431 030.

Biosafety and biosecurity rela...ted projects aim at building capacity in developing countries to prevent the spread of infectious diseases. This project aims at preventing unintentional and intentional spread of infections diseases by supporting biosecurity projects in the developing countries. The existence and outbreaks of diseases that are dangerous to life place great strains to the national healthcare systems. Efforts to identify microbes that cause infectious diseases are vital to any nation?s public health system. The Finnish Centre for Biothreat Preparedness (BUOS)/Centre for Military Medicine will administer and implement biosecurity project that will strengthen the know-how of making diagnosis of infectious diseases in Tanzania.This project is a 5-year extension for a project begun in 2014 and will terminate in the end of 2018. The project totals 750 000 Euros. The project can be seen as a national commitment of Finland for inter alia Global Health Security Agenda BTCW and the biological component of the Global Partnership of G7.Local expertise detection abilities and developing of biosecurity know-how reduces potential biothreat. The project strengthens capacity in Tanzania but also builds global security.The goal of the ICI-programme is to further strenghten the capacity reached during the first phase and strive towards sustainable and reliable management of biothreat surveillance and to ensure independent and sustainable continuity of the activities. The Tanzania Veterinary Laboratory Agency belonging to public health sector continues as the main collaborator.

The Daryeel Mobile Health Clin...ic ?project aims at providing preventive and basic health care services to rural areas outside of Afmadow town in Jubaland Somalia. The project is executed by the Finland-Somalia Association (FSA) with partner NGO SAHDA and the Jubaland Ministry of Health. The project is a continuation of the Maternal and Child Health Services Clinic ?project that the FSA has ran since 2011 in Afmadow town. Based on an agreement with the Jubaland Ministry of Health the FSA has been asked to switch its foces to more remote villages through a mobile clinic. The mobile clinic is to start its operations in 2018 depending on permission from the Ministry of Foreign Affairs of Finland. With this application the project plan is to continue the Mobile Health Clinic through 2019-2020 a total of three years.The main development problem that the project aims to solve is the poor access to preventive and basic health care in the Afmadow area in Jubaland Somalia. The project aims to take health services close to remote communities where it is difficult to get access to basic healthcare and where travelling is a challenge. By curing and providing basic health services in remote locations the project contrib-utes to creating a healthier community and society with people who are able to work for their own livelihoods. In this context the project contributes significantly to achieving the UN?s Sustainable Development Goals. The development impact that the project strives for is to increase the wellbeing of the communities in the project area and to decrease the number of diseases and illnesses.The mobile clinic concept includes three core outputs:1. Supporting existing healthcare by providing health services in suburbs nearby villages and towns2. Providing supportive services in first aid family reproductive services and interventions reducing infectious diseases in the target villages3. Reducing travelling for health services from the towns as well as building the competence of the local community in health particularly by giving tools and knowledge to local midwives.

The project managed by the IOM... (International Organization for Migration) aims to support and fill the gaps of the national and local actors of Morocco Egypt Libya Tunisia Yemen and Sudan in jointly managing migration flow with a focus on improving health and protection to vulnerable migrants.In each target country the IOM will implement a range of activities such as direct assistance to migrants in need of medical and humanitarian assistance assistance to national authorities to respond to and manage the health needs of migrants and their host communities in migrant-dense areas and capacity building of governmental and non-governmental health structures to deliver quality health care services. Priority is given to the most vulnerable migrants including victims of trafficking women victims of sexual and gender based violence and unaccompanied and separated children. In addition IOM will enhance the regional dialogue and cooperation on migration issues.The project is now in its third phase with previous phases having begun in 2015 and 2018 respectively. Since 2015 migrants government officials non-governmental actors and health care practitioners have been assisted and trained on migration and health issues. Finland's support for the third phase running from 2020 to 2023 is 3 500 000 Euros.

Somalia has one of the highest... maternal- and child mortality rates in the world. Long-lasting conflict has damaged the health sector and due to shortage of professional staff and low financial resources especially the most vulnerable people continue to struggle to receive quality healthcare. Since maternal healthcare services are not widely available majority of women don?t receive any professional healthcare during pregnancy and delivery which contributes to the high rates of maternal and infant mortality. Maternity Clinic and Training project has supported FinSom Maternity Clinic together with the local partner VMDSO in Afgoye Somalia since 2012. The Clinic provides maternal healthcare for thousands of women and treats about 20 000 outpatients annually. The Clinic is the only one in the area operating free of cost and open 24/7. In addition to maternal health services the project aims to increase the awareness of health-related issues in the local community such as FGM HIV/AIDS provide support for the victims of gender-based violence through counseling and organize training to traditional birth attendants. Long-term goal of the project is to improve women's health in Afgoye and ensure women's access to quality maternal healthcare. Main beneficiaries of the project are the women receiving maternal healthcare and counseling at the Clinic and their children. Furthermore all the outpatients receiving care at the Clinic and people participating to the awareness raising are beneficiaries of the project. This includes vulnerable groups such as IDPs and disabled women. The results of the previous project phases show that the Clinic is providing vital source of quality care both to expectant mothers and other members of the community. Raising awareness about health has been successful and majority of pregnant women and mothers treated at the Clinic report negative attitude towards FGM. The continuation phase invests further to increase the capacity of local partner Clinic's health personnel TBAs and volunteers through training so that in the future they could take over the management of the project and secure other sources of funding.

Daryeel Mobile Health Clinic I...I is a continuation project which promotes health services in southern Somalia. The project continues its work in the rural areas through a mobile clinic and simultaneously focuses on capacity building of local partner to ensure the sustainability of the project to raise awareness of female genital mutilation (FGM) and to improve equal rights of people with disabilities (PWD) to basic health care services. The Mobile Health Clinic 2018-2020 provides primary health care in rural areas outside and inside of Afmadow town in Jubaland Somalia. The project is implemented in cooperation with the Finland-Somalia Association FSA a local partner SAHDA and the Ministry of Health of Jubaland. The Mobile Health Clinic strengthens the area's healthcare and access to basic services. The project aims to bring health services close to communities where access to and travel to health services is difficult. The project provides free primary healthcare services such as consultations medicines midwifery kits and mosquito nets. The project strengthens the local partner's capacity in healthcare and local disease prevention and in project management through trainings and continuous capacity building from Finland by health care and project management experts. The project serves the whole population crossing the clan borders and reaches especially women and children under five. The continuation project 2021-22 continues to promote the health of women children and communities. As a result: 1. The health of remote communities especially of women and children has improved through the services of mobile health clinic. 2. The awareness of the impacts of female genital mutilation has increased amongst village midwives.3. The awareness of the staff and village midwives on health and disability has increased and they reach basic health care more easily.4. The sustainability of the project is ensured through trainings technical support networking and dissemination of information of mobile health clinic's work and achievementFSA has a long experience in health projects in Somalia. The sustainability of the projects has been ensured.
