How Title II Food Aid Works
U...SAID’s Food for Peace (FFP) Program works for a world free of hunger and poverty, where people live in dignity, peace, and security. FFP and its partners share one mission: to reduce hunger and malnutrition and assure that people everywhere have enough food at all times for healthy, productive lives. FFP is the work of farmers, businessmen, grain elevator operators, truckers, bargemen, freight forwarders, port operations, nongovernmental and international organizations, and government officials. Together they form an unbroken chain of humanity stretching from fertile fields in the United States to hungry families half a world away.
FFP is an expression of the compassion and goodwill of the people of the United States. FFP programs combat malnutrition, improve the livelihoods of vulnerable groups and mitigate the impact of disasters which are occurring with greater frequency.
1. Appropriations & Budgeting
USAID and State Department submit an annual budget to Congress. Congress reviews the budget request, determines the level of funding, and approves appropriations bills.
2. Proposal Submission/Appeal Issuance & Review
For development programs, Private Voluntary Organizations (PVOs) and International organizations(IOs) submit proposals based on FFP guidance. For emergencies, FFP often responds based on a proposal from a PVO or an appeal from an IO or a disaster declaration by the U.S. embassy in country.
USAID issues guidance that PVOs must follow when developing and implementing Title II programs. Since IOs (e.g. WFP) are not subject to U.S. regulations, they receive food aid according to a special agreement established with the U.S. government.
The Title II program is complemented by the Emergency Food Security program: it is designed to complement Title II and is used when Title II is either not appropriate or cannot arrive quickly enough for an effective emergency response.
3. Call Forward
USAID provides a list of eligible U.S. agricultural commodities, which FFP partners may request. Choosing from this list, and based on their local assessments of markets and needs, partners identify the types and amounts of commodities required and a schedule for delivery.
Once a Title II program is approved, partners order (“call forward”) commodities for delivery.
4. Procurement Invitation and Authorization
USDA procures the requested commodities by issuing tender to commodity suppliers and processors. All Title II commodities are purchased on the open market.
5. Shipment of Commodities
Through a tender process, working closely with USAID the partner arranges for the cargo to be shipped from the U.S. port to the recipient country.
In emergencies, USAID can tap into up to 100,000 tons of food that it has prepositioned in warehouses at the U.S. Gulf post and additional sites overseas to expedite response.
6. Program Implementation
Upon reaching its destination, the food is used in a variety of ways, and always for the people most vulnerable to the effects of hunger: children under age five, pregnant and lactating women, the elderly, and other vulnerable populations.
7. Program Closeout
At the end of the fiscal year, partners submit an “Annual Results Report,” which describes accomplishments for the year.

The Weekly Iron Folate Supplem...entation for Adolescent Girls (WIFS) activity will improve the micronutrient (iron) status of adolescent girls in and out of schools by providing weekly Iron Folic Acid supplementation and biannual deworming. The activity will reach a total 2.3 million adolescent girls in school through teachers, and out of school through the community health workers. The activity will increase the awareness of adolescent girls, teachers, and communities on the prevention of adolescent anemia, document the lessons learned, and disseminate findings for influencing national policy provisions for management and prevention of anemia. Through these interventions, WIFS will decrease iron deficiency anemia among adolescent girls (10-19 years) by 20 percent by the end of 2017.

HC3 is the flagship project fo...r behavior change in the Global Health Bureau. It is designed to complement and add value to behavior change activities supported by USAID Missions worldwide by responding to critical needs in technical leadership, capacity strengthening, research, and innovation. It focuses on the technical areas of family planning/reproductive health, HIV/AIDS, malaria, and maternal and child health. HC3 will focus on strengthening in-country capacity to implement state-of-the art health communication, including mass media, community-level activities, interpersonal communication, and new media. The project will provide tailored, capacity strengthening to a range of indigenous partners, including governments, NGOs, creative professionals, and academics, with activities to develop individuals, organizations, and national systems. HC3 will also provide technical leadership in health communication that includes professional exchange, analysis of emerging trends, and development and dissemination of technical and operational guidance. The project will be characterized by a strong focus on implementation science, emphasizing rigorous evaluation, documentation, and diffusion of effective practices.

The fistula care project is de...signed to: 1)Strengthen the environment for services in the public and private sectors through partnerships that enhance programmatic, institutional and financial sustainability. 2)Enhance community understanding and practices to prevent fistula, improve access to treatment, reduce stigma and support reintegration of women and girls with fistula, including those whose fistula is deemed incurable, and those whose fistula is the result of sexual violence. 3) Reduce transportation, communication and financial barriers to accessing preventive care, detection, treatment and reintegration support. 4) Strengthen provider, health facility and system capacity to provide and sustain quality services. We will explore the feasibility of integrating genital prolapse prevention and treatment with fistula services. Access to, and availability of, affordable, quality family planning services will remain a key component of our work. 5) Strengthen the evidence base to improve fistula care and scale up application of standard monitoring and evaluation and indicators for prevention and treatment.

Using evidence-based best practices, the programs vision is to create a large, sustainable pool of talented global health professionals and responsive organizational and professional development programs. GHSI main areas of focus include: 1) the recruitment, placement, career development and mentoring of fellows and interns both in Washington DC and abroad; 2) implementation of a diversity initiative that creates opportunities for underrepresented populations in the field of global health; and 3) organizational development support for USAID staff in Washington, DC and USAID Missions and professional development opportunities for fellows and USAID staff.In Indonesia, the GHSI program supports three technical staff within the USAID/Indonesia health office - the Senior Infectious Disease and Science Advisor, the Senior Maternal Child Advisor, and the Global Fund Liaison.

How Title II Food Aid Works
U...SAID’s Food for Peace (FFP) Program works for a world free of hunger and poverty, where people live in dignity, peace, and security. FFP and its partners share one mission: to reduce hunger and malnutrition and assure that people everywhere have enough food at all times for healthy, productive lives. FFP is the work of farmers, businessmen, grain elevator operators, truckers, bargemen, freight forwarders, port operations, nongovernmental and international organizations, and government officials. Together they form an unbroken chain of humanity stretching from fertile fields in the United States to hungry families half a world away.
FFP is an expression of the compassion and goodwill of the people of the United States. FFP programs combat malnutrition, improve the livelihoods of vulnerable groups and mitigate the impact of disasters which are occurring with greater frequency.
1. Appropriations & Budgeting
USAID and State Department submit an annual budget to Congress. Congress reviews the budget request, determines the level of funding, and approves appropriations bills.
2. Proposal Submission/Appeal Issuance & Review
For development programs, Private Voluntary Organizations (PVOs) and International organizations(IOs) submit proposals based on FFP guidance. For emergencies, FFP often responds based on a proposal from a PVO or an appeal from an IO or a disaster declaration by the U.S. embassy in country.
USAID issues guidance that PVOs must follow when developing and implementing Title II programs. Since IOs (e.g. WFP) are not subject to U.S. regulations, they receive food aid according to a special agreement established with the U.S. government.
The Title II program is complemented by the Emergency Food Security program: it is designed to complement Title II and is used when Title II is either not appropriate or cannot arrive quickly enough for an effective emergency response.
3. Call Forward
USAID provides a list of eligible U.S. agricultural commodities, which FFP partners may request. Choosing from this list, and based on their local assessments of markets and needs, partners identify the types and amounts of commodities required and a schedule for delivery.
Once a Title II program is approved, partners order (“call forward”) commodities for delivery.
4. Procurement Invitation and Authorization
USDA procures the requested commodities by issuing tender to commodity suppliers and processors. All Title II commodities are purchased on the open market.
5. Shipment of Commodities
Through a tender process, working closely with USAID the partner arranges for the cargo to be shipped from the U.S. port to the recipient country.
In emergencies, USAID can tap into up to 100,000 tons of food that it has prepositioned in warehouses at the U.S. Gulf post and additional sites overseas to expedite response.
6. Program Implementation
Upon reaching its destination, the food is used in a variety of ways, and always for the people most vulnerable to the effects of hunger: children under age five, pregnant and lactating women, the elderly, and other vulnerable populations.
7. Program Closeout
At the end of the fiscal year, partners submit an “Annual Results Report,” which describes accomplishments for the year.

The fistula care project is de...signed to: 1)Strengthen the environment for services in the public and private sectors through partnerships that enhance programmatic, institutional and financial sustainability. 2)Enhance community understanding and practices to prevent fistula, improve access to treatment, reduce stigma and support reintegration of women and girls with fistula, including those whose fistula is deemed incurable, and those whose fistula is the result of sexual violence. 3) Reduce transportation, communication and financial barriers to accessing preventive care, detection, treatment and reintegration support. 4) Strengthen provider, health facility and system capacity to provide and sustain quality services. We will explore the feasibility of integrating genital prolapse prevention and treatment with fistula services. Access to, and availability of, affordable, quality family planning services will remain a key component of our work. 5) Strengthen the evidence base to improve fistula care and scale up application of standard monitoring and evaluation and indicators for prevention and treatment.
