Through INVEST, USAID accesses the expertise it needs to evaluate and execute blended finance approaches. This supports USAIDs focus on enterprise-led development, unlocking the potential of the private sector to move countries beyond the need for assistance. INVEST was designed to directly address operational challenges that usually inhibit USAID from working alongside the investment community. It ensures rapid procurementwithin four to six weeksso USAID can act within investors short timelines. It enables flexible, specialized project design and implementation. It provides access to partners with localized expertise in investment and development. And, it focuses on learning and adaptation to drive innovation in blended finance.

The Rajasthan Maternal and New...-born Health (MNH) Impact Bond is an innovative results-based financing mechanism that will use private investor capital to fund interventions aimed at improving maternal and new-born health in the state of Rajasthan, India. Specifically, the Development Impact Bond (DIB) will support the preparation for accreditation to national standards of private sector small health-care organizations (SHCOs) in Rajasthan. Achievement of the accreditation will result in better quality care, and in turn this is expected to reduce maternal and neonatal mortality. The DIB aims to prepare at least 360 SHCOs to apply for a combined quality certification from the Federation of Obstetrics and Gynaecological Societies of India (FOGSI) and the National Accreditation Board for Hospitals and Healthcare Providers (NABH).

The goal of Medicines, Technol...ogies, and Pharmaceutical Services (MTaPS), a new activity, is to strengthen low- and middle-income country health systems to ensure sustainable access to, and appropriate use of, safe, effective, quality-assured, affordable essential medicines and medicines-related services. This will be accomplished by using a systems strengthening approach to technical assistance, customized based on country context, Mission objectives, and technical feasibility. In furtherance of this purpose, specific objectives that MTaPS will work to accomplish through technical assistance include: 1) Strengthening pharmaceutical sector governance; 2) Increasing institutional and human resource capacity for pharmaceutical management and services, including regulation of medical products; 3) Advancing the availability and use of pharmaceutical information for decision-making; 4) Optimized pharmaceutical sector financing, including resource allocation and use; and 5) Improved pharmaceutical services including product availability and patient-centered care to achieve desired health outcomes.

STAR strengthens the pool of health professionals globally through field experience with developing country organizations, provides opportunities to diverse health professionals who mirror the populations USAID serves globally to build their skills and gain exposure to international health programs, and improves collaborative systems and long-term, sustainable partnerships for open exchange and utilization of information, knowledge, and educational resources to promote technical excellence and learning.

The project aims to create sustainable solutions that will help address Egypts growing population by increasing the use of family planning methods and promoting healthy timing and spacing of pregnancies. Project implementation is focused on the nine governorates of Upper Egypt and the slums of Cairo and Alexandria.

The main objectives of the mechanism's activities are to: -Enhance the monitoring component of the FP M&E centers of excellence (COEs) by providing 76 people with refresher training and 114 people with new M&E training-Increase the number and locations of COEs by adding 14 new COEs-Continue providing technical assistance (TA) to the FMOH in M&E of FP initiatives, and improve skills on TA previously provided through mentorship and coaching on HMIS use to 40 COEs-Support the FMOH to monitor the roll out and implementation of lessons learned from the FP symposium-Support the FMOH to monitor and evaluate the expansion of permanent methods of family planning, and -Support implementation of the FMOH's mHealth initiative by facilitating 12 mHealth technical meetingsThese activities align with CDCS DO2.

The Confederation of Ethiopian... Trade Unions (CETU) implements the FP/RH project under an Annual Program Statements (APS) to expand engagement of employers in promoting and supporting FP/RH services.The activity is implemented in 50 workplaces/factories/plantations located in Oromia, Amhara, and Afar regions. It focuses on improving availability and quality of sexual and reproductive health and maternal and child health services in the worksites. The capacity of local implementing organizations will be strengthened with USAID assistance, fostering a sustainable model for development. Through this implementing mechanism: -50 workplace-based project advisory committees will be established-50 workplace-based STI/HIV programs will be established-Families will be referred for MCH, FP, ANC, and labor and delivery services The award aligns with the Mission's CDCS DO2, IR2 and with USAID Forward priorities promoting local capacity development and research.

As follow-on technical assista...nce provider to the Urban Health Extension Program (UHEP), SEUHP will address demand-side barriers to improving health outcomes in urban and peri-urban centers. The UHEP, run by the Government, engages 5,000+ nurses to provide household-centered health promotion, disease prevention, and limited curative services to vulnerable groups and households. SEUHP will expand to include biomedical interventions at a household level. The service package comprises: referral for long and short-term family planning services, community-based immunization, HIV screening of pregnant women, ANC referrals and defaulter tracing, postpartum care, TB screening, and referrals. The program was launched in January 2014 with the presence of Ministry of Health and Regional officials. These activities complement those supported by PEPFAR, which targets high-risk urban population.

The Health Pooled Fund (HPF) i...s one of the Government of Ethiopia's preferred modalities for scaling up development partners' assistance in support of HSDP IV. UNICEF has been substantially involved in the implementation of the Health Sector Development Plan (HSDP IV) since the introduction of the Health Pooled Fund (HPF). Through this mechanism, USAID is contributing to the Health Pooled Fund. This activity is an effective and efficient way to achieve USAID objectives through ensuring the accessibility of effective health services at all levels of the health system. This activity supports HSDP IV implementation through monitoring and evaluation; the development of studies/research; development of standards, guidelines, and manuals; and promotion of policy dialogue workshops such as woreda-based planning and the Annual Review Meeting (ARM). The project also supports participation of Ministry staff in relevant seminars and study trips to enhance program excellence.

The project is designed to meet todays critical global health challenges eliminating HIV and AIDS, providing universal malaria coverage, and helping women meet their family planning and reproductive health needs. By bringing together advanced technical solutions, a team of highly qualified experts, and proven commercial processes and principles, USAID Global Health Supply Chain works to reduce costs and increase efficiencies in global and national supply chains. In addition to optimizing supply chains, the project is strengthening national supply chain systems and fostering collaboration among supply chain stakeholders worldwide.

PHSP will provide technical as...sistance to 203 private for-profit health facilities to provide high-impact primary health services. Tuberculosis (TB) and malaria funds will expand and enhance PPM-DOTS and malaria treatment; and MCH/FP/RH funds will be used to ensure better access and quality of maternal and child health and FP/RH services in the urban setting. USAID will complete a rapid assessment to investigate the potential for various levels of private facilities to deliver MCH services; increase access to integrated FP services; initiate youth friendly FP services and expand diagnosis and treatment for TB. The activity will also ensure the flow of TB, malaria and FP commodities to private facilities and ensure private facilities are included as part of the integrated supportive supervision led by the Regional Health Bureaus to improve health services.

Our efforts focus on facilitating the nationwide rollout and institutionalization of first-generation reforms (such as health facility boards and revenue retention and utilization) that increase domestic resources for health and improve governance. Were also refining and scaling-up second-generation reforms, including community-based health insurance (CBHI); and exploring new third-generation interventions to further enhance HCF reforms.

The Workplace Wellness Program... Global Development Alliance will leverage private-sector resources to improve the reproductive health and nutritional status of young women in the garment industry. The U.S. government will leverage funding and in-kind support from the private sector, including major international clothing companies, to improve garment workers' knowledge about their health-care rights and health needs. This project will also increase factory workers' access to quality healthcare. U.S. government diplomatic and democracy and governance activities will complement this project by improving labor relations and labor rights by leveraging the influence of international clothing companies.

The Evidence Project uses impl...ementation science—the strategic generation, translation, and use of evidence—to improve family planning policies, programs, and practices. Led by the Population Council in partnership with INDEPTH Network, International Planned Parenthood Federation, PATH, Population Reference Bureau, and the project’s University Resource Network, the five-year project (2013–2018) is investigating which strategies work best in improving, expanding, and sustaining family planning services. It is also evaluating how to implement and scale up those strategies. Critical to the Evidence Project is translating this knowledge and working with stakeholders to apply the evidence and to build capacity in using implementation science to improve policies, programs, and practices.

The Workplace Wellness Program... Global Development Alliance will leverage private-sector resources to improve the reproductive health and nutritional status of young women in the garment industry. The U.S. government will leverage funding and in-kind support from the private sector, including major international clothing companies, to improve garment workers' knowledge about their health-care rights and health needs. This project will also increase factory workers' access to quality healthcare. U.S. government diplomatic and democracy and governance activities will complement this project by improving labor relations and labor rights by leveraging the influence of international clothing companies.

The Evidence Project uses impl...ementation science—the strategic generation, translation, and use of evidence—to improve family planning policies, programs, and practices. Led by the Population Council in partnership with INDEPTH Network, International Planned Parenthood Federation, PATH, Population Reference Bureau, and the project’s University Resource Network, the five-year project (2013–2018) is investigating which strategies work best in improving, expanding, and sustaining family planning services. It is also evaluating how to implement and scale up those strategies. Critical to the Evidence Project is translating this knowledge and working with stakeholders to apply the evidence and to build capacity in using implementation science to improve policies, programs, and practices.

The United States Agency for I...nternational Developments (USAID) Bureau for Global Healths flagship Maternal and Child Survival Program (MCSP) focuses on 25 high-priority countries with the ultimate goal of preventing child and maternal deaths. The Program is introducing and supporting high-impact, sustainable reproductive, maternal, newborn and child health (RMNCH) interventions in partnership with ministries of health and other partners. MCSP places a greater emphasis on key cross-cutting issues such as innovation, e/mHealth, equity, quality, gender, public-private partnerships and involvement of civil society, community approaches, health systems strengthening, and behavior change interventions. While maintaining a focus on technical, high-impact interventions; the Program works toward sustainable scale-up to include the health systems that deliver these interventions. In addition to contributing to high-level technical and policy dialogue at the global level, the Program provides tailored technical assistance to help countries meet specific priorities and contextual needs of local RMNCH programs.

Systems for Health supports th...e Government of Ghana to scale-up evidence-based, high-impact interventions aiming to end preventable child/maternal deaths, reduce unmet need for family planning, improve the nutritional status of pregnant women/young children, and gender equity. Working with the Ghana Health Service (GHS) Regional and District Health Management Teams in 5 regions, the project improves the technical and organizational performance of existing facilities, expands coverage of Community-based Health Planning and Services (CHPS) zones, strengthens the interaction between GHS staff and community volunteers, and provides quality assurance for health interventions. Health worker training and service delivery will include point-of-use water treatment and promotion of hand-washing with soap. The project will strengthen health systems, support national policy change, build CHPS facilities (with construction of facility borehole and latrines), and encourage service integration.
