The goal of PROGRESS is to imp...rove access to family planning among underserved populations through research and research utilization. To achieve this goal, PROGRESS developed a workplan consisting of four legacy areas. The legacy areas comprise the key organizing structure for identifying and implementing activities, monitoring performance, and assessing achievement of desired outcomes. The legacy areas: 1. Maximizing human resources by task-shifting and addressing medical barriers to family planning services 2. Expanding service delivery options within and beyond the health sector 3. Expanding the family planning method mix for home, community, and lower-level provider use 4. Increasing in-country capacity for research and research utilization.

HC3 is the flagship project fo...r behavior change in the Global Health Bureau. It is designed to complement and add value to behavior change activities supported by USAID Missions worldwide by responding to critical needs in technical leadership, capacity strengthening, research, and innovation. It focuses on the technical areas of family planning/reproductive health, HIV/AIDS, malaria, and maternal and child health. HC3 will focus on strengthening in-country capacity to implement state-of-the art health communication, including mass media, community-level activities, interpersonal communication, and new media. The project will provide tailored, capacity strengthening to a range of indigenous partners, including governments, NGOs, creative professionals, and academics, with activities to develop individuals, organizations, and national systems. HC3 will also provide technical leadership in health communication that includes professional exchange, analysis of emerging trends, and development and dissemination of technical and operational guidance. The project will be characterized by a strong focus on implementation science, emphasizing rigorous evaluation, documentation, and diffusion of effective practices.

RESPONDs objective is to reduc...e unmet need for family planning service by increasing contraceptive choices, access and use of Family Planning/Reproductive Health (FP/RH) services. The project will cover 110 districts of Tanzania, reaching about 7 million women of child bearing age. It supports both the Government of Tanzania goal of reducing maternal mortality and the U.S. Government development objective of improving broad based socio-economic development. Activities will include: provision of FP/RH services, promoting new FP technologies in selected regions and districts, support to post abortion care, addressing gender based violence, and integrating FP into HIV services. Expected results include serving over 500,000 FP/RH clients and producing over 2 million Couple Years of Protection in the next year.

The Timor-Leste Health Improve...ment Project (TL HIP) will support TL in improving the quality and impact of health services. Guided by the vision that health care quality can be significantly improved by applying proven health improvement methods, the TL HIP will assist programs to scale up evidence-based interventions to improve outcomes in Maternal Newborn Child Health, Nutrition, and Family Planning. The project will build on current strategies of the MoH and USAID successes including, Basic Service Package implementation, support to SISCas, assistance with guidelines and protocols, training, development and piloting of job aids( flip charts, flow-charts, instructional videos) and supportive supervision. TL HIP will complement the strengths identified by partner organizations throughout the Ministry of Health system. The project will support the National, District, Sub-district, and community levels, but will primarily be focused at the district level.

Through the USAID-funded North...ern Uganda Health Integration to Enhance Services (NU-HITES) project, Plan International is leading a team of world class experts to: 1) Increase the communities use of quality health services at facility and community level, particularly by women, girls, and children; and 2) Strengthen systems for effective and sustainable delivery of quality health services in 15 districts in Northern Uganda. The project will invest heavily in community-owned health services and systems, creating sustainable positive momentum that will ultimately result in increased economic and political stability and the improved well-being of the populations of Northern Uganda for years to come.

The Project goal was the impro...ved and sustained health and nutrition status of northern Uganda population through a district-based integrated package of quality health services, including system strengthening, integrated services for HIV/AIDS, tuberculosis, malaria, maternal, newborn and child health, reproductive health and family planning, and nutrition, for the fulfillment of the health sector’s contribution to the National Development Plan and Millennium Development Goals (MDGs). This program contributed to reduced mortality and morbidity and further prevent occurrences of infectious diseases in the target area.

LTMs objective is to increase ...access to long term and permanent FP in Uganda. The LTM activity will: 1) Expand to include other reproductive health services (two new outreach teams will be added to the existing 24 teams in areas with high unmet need and high client demand). The teams will provide 12,663 FP services, leading to 15,183 Couple Years of Protection; 2) Integrate HIV testing and cervical cancer screening in 16 districts. 15,120 integrated services will be provided; 3) Strengthen the national health system by embedding 75 dedicated providers (DPs) at hospital-level public or Private Not-For-Profit (PNFP) health facilities. The DPs will serve a cluster of 3 surrounding Health Center IVs and IIIs in the public and PNFP sectors. These FP champions will provide services and improve the ability of host facilities to sustainably provide services - mentoring, improving stock management, integrating FP into activities, and engaging district leadership.

The programs objectives are to: a) expand availability of health services by private providers; b) increase affordability of private health services and products; and c) improve quality of private health sector facilities and services. The program already supports 120 private providers in approximately 44 districts of Uganda targeting clients of PFP facilities as well as workplace sites. The project will facilitate partnerships and provide technical assistance to design and implement comprehensive workplace health programs that maximize accessibility to tuberculosis; maternal, newborn and child health; family planning; nutrition; and malaria prevention and treatment services.

The USAID Uganda Strengthening... Decentralization for Sustainability (SDS) Program is a six-year USAID-funded project that is at the core of an innovative strategy by USAID to improve the results of decentralization for delivering services to the community, particularly with regard to health, orphans and vulnerable children, and education. From 2010 to 2016, Cardno will work closely with 35 district governments in Uganda to develop strategies that improve capacity for delivering services, provide institutional capacity building to district and local governments in core governance and management areas, and to provide performance-based grants that fund health and social sector activities, reward districts for progress made on agreed benchmarks, and promote innovative strategies to improve service delivery at the local government level.

The purpose of this activity i...s to secure services to support the design and implementation of a comprehensive, integrated investment in regional health, HIV/AIDS and nutrition assistance. This is one of three upcoming USAID Uganda activities for comprehensive regional health and HIV/AIDS programs to replace current programs that are ending in 2015.The activity purpose, which is increased utilization of health services, will be achieved through realizing measurable progress in the following five key results areas:-Increased availability of and accessibility to health services;-Improved quality of health services;-Increased availability of resources for public sector health services;-Improved organization and management of service delivery; and-Increased adoption of healthy behaviors and positive child development practices by communities in focus areas and target population groups.

SHRH will be a bilateral assoc...iate award under the Capacity Plus Leader with Associate award. Building upon the Uganda Capacity Program and continuing HRH interventions which were shown to produce higher level results, SHRH will further expand in the area of pre-service training capacity and performance based incentives. SHRH will develop the capacities of the central ministries, districts and professional councils to effectively and efficiently manage their HR for delivery of health services. It will work with USG implementing partners to ensure targeted HRH improvements at the service delivery level. Expected results in FY 2014 includes: scale-up of HR information system and recruitment plans in all 112 districts; comprehensive support for district level HRH to all USG implementing partners; and improved regulation and functionality of health professional councils. FY 2014 Global Health Program and PEPFAR funds support SHRH at $2,300,000 and $2,119,101 respectively.

This mechanism will implement ...advocacy activities targeting a range of HIV, health and education issues in 35 districts, funded from the FHP and PEPFAR accounts. The program will work with civil society organizations (CSOs), through existing community, district and national level structures, and with other USAID programs and will result in strengthening the citizens voice, increasing demand for services and the promotion of country ownership. The key objectives are: 1) to ensure that communities in the selected districts can identify and articulate their needs and are able to demand quality services; 2) to ensure that the CSOs develop effective advocacy initiatives and are able to represent the communities demands for better quality services; and 3) to build the technical and operational capacity of the CSOs to qualify them as potential direct recipients of future USAID funding.
