The goal of the project is to ...expand quality education suitable for the needs of national development. The objectives of the project are to: (i) improve the quality of public secondary education; (ii) improve access to public secondary education particularly for girls and students from poor and disadvantaged groups and districts; and (iii) develop the institutional capacity of central and local governments and local communities to sustain and deepen the school improvement process. Background: Ce projet s'inscri...t dans le mandat d'Handicap International qui vise à l'inclusion des personnes handicapées et des personnes vulnérables notamment en prévenant les incapacités d'une meilleure façon. A la suite des besoins analysés par HI (voir Section 5 – Théorie du Changement) et dans le Cadre stratégique commun (CSC) pour le Burundi (pp. 16-37), le présent projet contribue à l'atteinte de la cible stratégique commune 4 pour le Burundi en « assurant/améliorant la qualité, la disponibilité et l'accessibilité aux soins de santé pour tous (préventifs, curatifs, réadaptatifs et de promotion de la santé) », via l'approche 4E, qui consiste à sensibiliser le Ministère de la Santé Publique et de la Lutte contre le Sida (MSPLS) à la prise en compte des groupes à vulnérabilités spécifiques (très vulnérables, handicapés, enfants, des personnes souffrant de troubles mentaux et/ou détresse psychologique) ainsi que le renforcement des structures d'implication des groupes cibles dans l'orientation et le fonctionnement des services de santé.

It also provides support to the Ministry to rationalize the rules for recruiting, posting, promoting and training nurse midwives.Activities include: training nursing teachers and supervisors in pedagogy and midwifery; providing teaching and learning aids to public sector nursing institutes; repairing nursing institutes; strengthening the Bangladesh Nursing Council so it can enforce standards at nursing training institutes; supporting the installation of a nursing management information system at the Directorate of Nursing Services; and supporting training and supervision of community skilled birth attendants.The project works with the Directorate of Nursing Services, the Bangladesh Nursing Council and the Human Resource Development Unit of the Ministry of Health and Family Welfare./ Ce projet vise à améliorer la santé néonatale et maternelle chez les femmes, les filles et les garçons pauvres. This initiative aims to improv...e the skills of 200 primary health workers and 4,500 midwives to deliver healthy babies, benefiting more than 50,000 women and 100,000 children in a country with one of the highest maternal mortality rates in the world. This project also strengthens the skills of health specialists and officers to deal with emergency birthing situations, and contributes to building the institutional capacity of the two local partners, the Federal Ministry of Health and St. Paul's Hospital Millennium Medical College. This project seeks to reduce the incidence of illness and death in mothers during childbirth and in the period just before and just after, by enhancing the teaching and clinical skills of key frontline workers in the Ethiopian health system involved in maternal and newborn health. / Cette initiative renforce les compétences de 200 travailleurs de la santé en matière de prestation de soins de santé primaire et de 4 500 sages-femmes à mettre au monde des bébés en santé. Plus de 50 000 femmes et 100 000 enfants profiteront de cette initiative mise en oeuvre dans un pays où le taux de mortalité maternelle est l'un des plus élevés au monde. Ce projet renforce aussi les compétences des spécialistes de la santé et des agents de santé à intervenir de manière efficace dans le cas d'accouchements d'urgence. Il contribue de plus à développer la capacité institutionnelle de deux partenaires locaux, soit le ministère fédéral de la Santé et le Collège médical Millenium de l'Hôpital St. Paul. Ce projet vise à réduire la mortalité et la morbidité chez les mères au moment de l'accouchement et durant la période périnatale, en renforçant les compétences cliniques et pédagogiques des travailleurs de la santé de première ligne du système de santé éthiopien qui travaillent dans le domaine de la santé des mères et des nouveau-nés.

The project contributes to the... reconstruction of the Haitian health system through the development of a critical mass of human resources with the necessary skills, knowledge and practical experience to adequately respond to the country s needs in terms of maternal and perinatal health. It aims to strengthen the clinical capacity building of health professionals including graduates, interns and residents in obstetrics and gynaecology, as well as current practitioners, to provide maternal and neonatal care that meets international standards, with a view to decrease mortality and maternal and neonatal morbidity in Haiti. Some project activities include: (i) producing and disseminating clinical guidelines on the management of obstetric and neonatal complications; (ii) strengthening the capacity of four universities (State University of Haiti, Notre Dame, Quisqueya and Lumière) to offer internship placements; and (iii) training 360 graduates, interns and residents, as well as 160 current health practitioners in emergency obstetric and neonatal care. / Le projet contribue à la reconstruction du système de santé haïtien à travers le développement d une masse critique de ressources humaines ayant les connaissances, les compétences et l expérience pertinente nécessaires pour répondre de manière satisfaisante aux besoins du pays en matière de santé maternelle et périnatale. Il vise à renforcer les capacités cliniques des professionnels de la santé (diplômés, stagiaires et résidents en obstétrique et gynécologie et autres professionnels) d offrir des soins de santé maternelle et périnatale conformes aux standards internationaux afin de diminuer la mortalité et morbidité maternelle et néonatale en Haïti. The project aims to establish ...24-hour comprehensive emergency obstetrical and neonatal care services in hospitals in Southern Sudan. It is designed to improve women's access to care to reduce maternal and newborn mortality and morbidity. The project covers at least eight hospitals and is expected to benefit 150,000 women and children. An estimated 210 hospital personnel are being be trained in all aspects of obstetrical and neonatal care services, including clinical and training guidelines. The project is expected to staff the hospitals adequately and provide them with access to appropriate drugs, supplies, equipment and facilities for 24-hour emergency obstetrical and neonatal care services. This project is part of Canada's Maternal, Newborn and Child Health commitment. / Le projet vise à offrir des soins obstétricaux et néonatals d'urgence 24 heures sur 24 dans les hôpitaux dans le Sud du Soudan. Cette initiative est conçue afin d'améliorer l'accès des femmes aux soins de santé pour réduire la mortalité des mères et des nouveau-nés ainsi que la morbidité. 150 000 femmes et enfants bénéficieront du projet. This project aims to reduce ma...ternal and newborn deaths by increasing women's access to qualified midwives in South Sudan. It places 45 United Nations (UN) volunteer midwives in health facilities in all 10 states of South Sudan (30 international and 15 national midwives). The UN midwives facilitate about 150,000 safe deliveries, provide at least 300,000 women with prenatal care, and mentor more than 1,000 midwifery and nursing students studying at Canada-supported and other health sciences training institutes in South Sudan. This project is part of Canada's maternal newborn and child health commitment. / Ce projet vise à réduire le nombre de décès chez les mères et les nouveau-nés en augmentant l'accès des femmes à des sages-femmes qualifiées. Il soutient le déploiement de 45 sages-femmes des Nations Unies (ONU) au sein d'établissements de santé dans 10 États du Soudan du Sud (30 sages-femmes internationale et 15 nationaux). The goal of the project is to ...improve the health of mothers and newborns by assisting Tanzania's Ministry of Health in training 1,300 non-physician health professionals to improve their ability to provide quality obstetrical care. The project provides training to 96 senior instructors, who in turn train local trainers in the towns of Mbeya, Tanga, Moshi, and Mwanza. The medical training schools owned and funded by the Ministry of Health provide training to clinical officers, midwives and assistant medical officers to teach them to: (i) identify patients who require referral; (ii) provide emergency obstetrical care; and (iii) conduct caesarean sections. As a result, 576 clinical officers, 576 administrative medical officers, 40 obstetrics professionals and 96 midwives are expected to have increased skills in emergency surgical and obstetrical care contributing directly to reducing illness and death in mothers and newborns in rural Tanzania. The Canadian Network for International Surgery works with the Mbeya Medical Training School, Kilimanjaro Christian Medical Centre Medical Training School, Tanga Medical Training School, Bugando Medical Training School, and the Ministry of Health And Social Development to implement this project. This project is part of Canada's maternal, newborn and child health commitment. The maximum CIDA contribution to this project includes $10,000 for monitoring purposes. / Ce projet aide le ministère de la Santé de la Tanzanie à former 1 300 professionnels de la santé (qui ne sont pas des médecins) pour qu'ils puissent offrir des soins obstétricaux de meilleure qualité afin d'améliorer la santé des mères et des nouveau-nés. Less than one-third of Nigeria...n women receive skilled care during delivery. This project will aim to reduce maternal and perinatal deaths by improving vulnerable women's access to healthcare services during and after childbirth.Access to care in NigeriaIn Nigeria, only 65% of women receive antenatal care during pregnancy. In areas of the country with the highest maternal and perinatal death rates, there are stark disparities in access to health care. For example, less than 10% of pregnant women in Sokoto and Kebbi States receive antenatal care and less than 5% have skilled care during delivery. For the most part, women's reasons for not accessing maternal health services include a lack of money to pay for health services, lack of transportation, perceptions about the negative attitudes of health workers, and lack of permission from husbands and other family members.Understanding the problemThis project will provide insight into the issue by identifying the supply and demand factors that influence improved access to maternal health care services in Nigeria, particularly for rural women. With this base, the project will develop an implementation plan to expand the work to six geo-political zones in Nigeria. The goal? To strengthen the availability and use of maternal primary health care services by vulnerable women.Maternal HealthThe Innovating for Maternal and Child Health in Africa program is a seven-year $36 million initiative funded by Global Affairs Canada (GAC), Canada's International Development Research Centre (IDRC), and the Canadian Institutes of Health Research (CIHR).

Project activities include: (1) developing a new curriculum for nurses and clinical officers; (2) obtaining the equipment required and improving the ability of the faculty members and administrative staff at the training institutes to teach and manage the midwifery and nursing programs; (3) mentoring of students and health care providers by international and national UN volunteer midwives during clinical practice to ensure the application of their skills; (3) training given by doctors working in health facilities to encourage a team approach in the provisions of midwifery and obstetric services; and (4) improving the ability of the Ministry of Health to manage and regulate the education of midwives and the ability of South Sudan's national and state-level Nursing and Midwifery Associations to advocate and promote their professions.The project is implemented in partnership with the Canadian Association of Midwives (CAM). CAM will provide direct peer to peer mentoring support and technical expertise from practicing Canadian midwives and midwifery educators. In addition, the Canadian Midwifery Regulators Consortium will help to strengthen regulatory and licensing frameworks for the midwifery profession, and the Society of Obstetricians and Gynecologists of Canada will provide technical expertise in the updating of the curriculum and training modules in obstetrics and gynecology for doctors and medical officers./ Le projet vise à accroître la disponibilité des fournisseurs de soins de santé qualifiés, particulièrement les sages-femmes, afin de réduire la mortalité maternelle et infantile au Soudan du Sud. This project aims to address T...anzania's critical need for reducing maternal and newborn deaths. It will build on the country's comprehensive emergency obstetrical and newborn care strategy by implementing proven intervention strategies: training on emergency obstetrical care and post-training mentorship and support. Maternal and newborn mortality in TanzaniaTanzania has placed a priority on improving access to obstetrical and neonatal care in health facilities. This is currently a major barrier to reducing deaths. Few healthcare workers are trained to offer emergency obstetrical care, so timely access to services for safe birthing is a challenge. There is also insufficient support and mentorship from senior staff, lack of motivation to participate in training courses, and limited equipment to support obstetrical interventions. To reduce some of these gaps, associate clinicians, midwives, and nurses need training and skills upgrading. This will help meet the demand for life-saving emergency obstetrical procedures for mothers and their newborns. This promising training approach is often referred to as task shifting and forms part of the Tanzanian Ministry of Health's comprehensive emergency obstetrical and newborn care strategy. Toward improved health on a national scaleThe project will rank barriers and highlight factors that support a national scale-up process. With better access to skilled care and emergency services, the project aims to improve maternal and newborn health outcomes throughout Tanzania. High numbers of women and adol...escent girls continue to die in Niger and Benin while giving birth. The challenge is how to address the problem. This project aims to improve the poor quality of maternal and adolescent health care services to find a lasting solution to the unnecessary deaths. Maternal and adolescent health According to the latest World Health Organization and United Nations Population Fund (UNFPA) reports, both countries have made insufficient progress toward meeting maternal mortality reduction targets. In Niger, 553 women die for every 100,000 live births, while the figure in Benin is 405. Niger also has the world's highest rate of adolescent pregnancy with 51% of women aged 20 to 24 giving birth before age 18. Low-cost reforms for improved results Laboratoire d'e¿tudes et de recherche sur les dynamiques sociales et le de¿veloppement local (LASDEL), an experienced research organization based in both countries, will lead the project. Researchers will draw lessons from 20 years of reform efforts and from users' and health workers' experiences at the local level. LASDEL will also identify health system innovators to implement and test low-cost and locally developed reforms, with the goal of improving the quality of maternal and adolescent health services. Evidence shows, for example, how heads of local facilities have influenced their colleagues' positive behaviour changes without waiting for internationally driven performance management incentives. Local leaders and innovators The project will strengthen capacity and leadership among innovators and young researchers to continue to advocate for reforms and implement them. LASDEL will build on its years of experience in research and policy engagement to strengthen its own institutional capacity. It aims to become a centre of research excellence to improve public services in Niger, Benin, and across the sub-region. The timing for this research is right, given the opportunity to work with the Niger and Benin governments as they plan to address the Sustainable Development Goals. In particular, the Government of Niger is keen to support this initiative. It has launched a program to address bottlenecks and transform dysfunctional systems to improve service delivery. It will work closely with LASDEL during implementation.
