Conference of the Parties (COP) to the UNFCCC, and the GEF Council agreed to a Memorandum of Understanding (MOU) in 1996. This agreement placed the GEF under the guidance of the COP, as Article 11 of the Convention states that the Financial Mechanism “shall function under the guidance of and be accountable to the Conference of the Parties, which shall decide on its policies, program priorities and eligibility criteria related to this Convention.”
The yearly COPs have provided an opportunity for Parties to update and renew their guidance to the GEF. To date, there have been 145 UNFCCC COP decisions and 526 paragraphs that offer guidance to the GEF (see Table 1). In addition, the Conferences of the Parties serving as the meeting of the Parties to the Paris Agreement (CMA) have issued 40 decisions and 115 paragraphs as guidance to the GEF (see Table 2). Key areas of Convention guidance have included: the GEF’s role as an operating entity of the Financial Mechanism, including the Paris Agreement; the GEF’s institutional and procedural reform; transparency and access to GEF funds; country engagement and empowerment; reporting on greenhouse gas (GHG) inventories; support for technology transfer; and ongoing programming in mitigation and adaptation.

s dedication to utilising digital technologies and AI to enhance healthcare delivery, facilitate data-driven decision-making, and bolster the resilience of the healthcare system. Although AI integration in Tanzania’s health sector is still in its infancy, a growing number of initiatives are highlighting its potential in clinical care, research, and system management. The Ministry of Health, in collaboration with partners including the President’s Office (PORALG), Fondation Botnar, MUHAS, UDOM and PATH, has spearheaded this initiative with the aim of using AI to minimise errors, improve clinical outcomes and boost the efficiency of the health system.

La décentralisation des capacités de laboratoire constitue une stratégie transformative pour combler
ces lacunes. En rapprochant les examens diagnostiques des points de prestation de soins, les États
Membres de l’Union Africaine peuvent détecter les épidémies plus tôt, réagir plus efficacement et
renforcer la confiance du public dans les systèmes de santé.
Ce document propose un cadre global pour aider les États Membres à concevoir, mettre en œuvre
et pérenniser des réseaux de diagnostic décentralisés. Il met l’accent sur l’équité, l’appropriation
nationale, la collaboration multisectorielle et l’intégration avec les autres fonctions du système de santé.
De plus, il souligne l’importance du maintien des normes de qualité dans les contextes décentralisés,
en recommandant la mise en place de dispositifs de contrôle qualité adaptés, de mécanismes de
supervision ciblés et l’harmonisation avec les cadres nationaux d’assurance qualité.
Africa CDC, l’OMS et leurs partenaires restent déterminés à soutenir les États Membres à travers une
assistance technique, des plateformes de coordination et la mobilisation de ressources. Ensemble,
nous pouvons bâtir un écosystème de diagnostic résilient, réactif et inclusif, protégeant la santé de
