EU Policies Contribute to Abuse of Migrants in Libya
This report documents severe overcrowding, unsanitary conditions, malnutrition, and lack of adequate health care. Human Rights Watch found violent abuse by guards in four official detention centers in western Libya, including beatings and whippin...gs. Human Rights Watch witnessed large numbers of children, including newborns, detained in grossly unsuitable conditions in three out of the four detention centers. Almost 20 percent of those who reached Europe by sea from Libya in 2018 were children.

Sixty-four mayors in nine regions across Senegal are now budgeting locally for family planning—a transformation in prioritizing access to contraceptives for women there. Mayors only recently obtained the authority to budget for family planning due to a change in national law in 2014. Advocates act...ed quickly and strategically to capitalize on this new authority: from 2014 to 2017, 64 mayors budgeted a total of 73.8 million West African CFA francs (XOF), about US $125,000. Although many are seemingly small amounts, typically about $2,000, these commitments reflect important, first-time contributions from these local leaders—and a strong indicator of growing local ownership for family planning.

• Health care practitioners hold information about patients that is private and sensitive.
• The National Health Act (Act No. 61 of 2003) provides that this information must not be given to... others, unless the patient consents or the health care practitioner can justify the disclosure.
• Practitioners are responsible for ensuring that clerks, receptionists and other staff respect confidentiality in their performance of their duties.
