The intended purpose of this compendium is to provide program managers, organizations, and policy makers with a menu of indicators to better “know their HIV epidemic/know their response” from a gender perspective. The indicators in the compendium are all either part of existing indicators used i...n studies or by countries or have been adapted from existing indicators to address the intersection of gender and HIV. The indicators can be measured through existing data collection and information systems (e.g. routine program monitoring, surveys) in most country contexts, though some may require special studies or research.

Tuberculosis (TB) is the leading cause of death from a single infectious agent even if is largely curable and
preventable. In 2019 an estimated 2.9 million of the 10 million people who fell ill with TB were not
diagnosed or reported to the World Health Organization1. The Politi...cal Declaration adopted by the United
Nations General Assembly in September 2018 commits, amongst others, to diagnosing and treating 40
million people with TB. In order to achieve these ambitious targets, there is an urgent need to deploy
strategies to improve diagnosis and initiation of care for people with TB. One of them is systematic
screening for TB disease, which is included in the End TB Strategy as a central component of its first pillar
to ensure early diagnosis for all with TB.

In fragile, conflict-affected and vulnerable settings, delivery of quality health services faces significant challenges, including disruption of a routine health service organization and delivery systems, increased health needs, complex and unpredictable resourcing issues, and vulnerability to multi...ple public health crises. Despite the difficulty of addressing quality in such settings, the necessity for action is acute, given the significant health needs of the populations in these environments and the increasing numbers of people for whom such settings are home.

The core indicator set consists of 16 indicators that were considered essential and collectively able to provide information on T&CM inputs, processes and ou...tputs. A longer list of reference indicators is also available for countries that wish to monitor more indicators or that want to consider alternative metrics that would better suit each country’s T&CM situation, priorities and monitoring capacities.
Each core and reference indicator is accompanied by a set of metadata. This provides information on the indicator rationale, definitions, data elements (numerator, denominator and data disaggregation), frequency of measurement, and data sources. It is a guide towards more standardized data measurement as well as data interpretation.
