The target audience for this work is the various stakeholders involved in strengthening health systems and public health including management of emergencies (from prevention and preparedness to response and recovery) and other public health challenges in countries. This ranges from the donors, policy-makers and decision-makers at global, national and subnational levels to the implementing institutions and line managers of health system functions and services across the health system building blocks.

This guidelines is aimed at humanitarian and human rights actors engaged in protection work, and is intended to act as an easy reference to the minimum standards to be met and the recommended guidelines to be followed in such work.

Un cadrage méthodologique et des informations d’ordre pratique viennent illustrer les manières concrètes d’intervenir en ce domaine (section 3). En annexe se trouve une description des actions composant la matrice de base à utiliser en matière de renforcement des SPE. Cette description est complétée par quelques exemples de projets et d’expériences actuellement engagés par Tdh sur le terrain en différents lieux de la planète.
