Unaccompanied and separated children leave their countries of origin for a variety of reasons. They may
be fleeing from persecution, armed conflict, exploitation or poverty. They may have been sent by members
of their family or decided to leave on their own – be it to ensure their survival, or t...o obtain an education or
employment. They may have been separated from their family during flight or may be trying to join parents
or other family members. Or they may have become victims of trafficking. Often it is a combination of
factors.

Action on behalf of unaccompanied and separated children should be guided by principles enshrined in international standards. The validity of these principles has been confirmed by experience and lessons learnt from conflicts and natural disasters in recent years. Migrant and displaced children are at heightened risk to the immediate and secondary impacts of COVID-19. They often live in cramped conditions with limited access to water, sanitation, and hygiene (WASH), may be in immig...ration detention or “left behind,” live with disabilities, unaccompanied or separated from their families, and can be hardest to reach with accurate information in a language they understand. Migrant workers and refugees can live in the most disadvantaged urban areas, where access to essential services is already limited. Refugee and migrant children may also be prevented from accessing essential services due to legal, documentation, linguistic or safety barriers. Further, the misinformation on the spread of COVID-19 exacerbates the xenophobia and discrimination that migrant and displaced children and their families already face.

Serious protection concerns in these shelters put at risk some highly vulnerable people due to their age, gender, disability, sexual orientation, or a combination of factors. Separated and unaccompanied children, single mothers or single-headed ...households, pregnant or lactating women and girls, families at risk of separation, and people with chronic illnesses have also been identified. Psychosocial distress and lack of privacy, electricity, water, sanitation and hygiene create a situation in which girls and boys face exploitation, abuse, aggression, and sexual and gender based violence.

We live in a world in which 28 million children have been driven from their
homes as a result of conflict, persecution and insecurity¹. If current trends
continue, more than 63 million children could be forced to flee by 2025², of
which over 25 million will cross borders and become refugees. At... least
300,000 of these child refugees will end up alone, separated from their
families³. Without a step-change in the provision of education for refugee
children, at least 12 million of them will be out of school by 2025⁴.

The report presents successful case studies from around the world, including the implementation of minimum protection standards for refugee children in Germany, cross border child protection systems in West Africa, and finding alternatives to the detention of migrant children in Zambia. Other countr...ies featured in the report include Afghanistan, Italy, Jordan, Lebanon, South Sudan, Vietnam, Uganda and the U.S. Each of the initiatives can be replicated in different contexts and inform child-focused actions and policy change at national, regional and global levels to be agreed in the framework of the Compact.

Sudan recorded the first COVID-19 case on 13 March 2020 and, at the beginning of July, the Federal Ministry of Health had confirmed that nearly 10,000 people had contracted the virus, including over 600 who died from the disease across the country. Although more than 70 per cent of the confirmed cas...es are in the Khartoum area, COVID-19 has spread throughout the country, with the highest numbers recorded in the central and eastern states. With extremely low testing capacity — around 800 samples per day, the lowest in the region — the official figures of confirmed cases likely underestimate the extent of the pandemic and the actual situation is unknown.
