Adjusting health financing for people fleeing conflict: policy guidance for countries in Europe

This policy paper outlines key health financing policy actions for countries to ensure universal access to health services and financial protection for people fleeing conflict. It focuses on three policy areas – granting entitlement and ensure access to the full range of needed health services for people fleeing conflict, making additional funding available and strengthening purchasing arrangements. Policy guidance is illustrated using country examples from Europe. The paper’s recommendations are relevant to all countries in Europe

8 March 2022 A very large number of people from Ukraine are fleeing the country and entering the European Union (EU) countries bordering Ukraine (Hungary, Poland, Romania, Slovakia) and the EU-neighbourhood country of the Republic of Moldova. Those fleeing Ukraine - mainly women and children - are currently dispersing into communities, but as more people congregate at border crossings it is likely that they will also need to be housed in reception centres

Communication providing operational guidelines on external border management EU-Ukraine borders

European Commission's Directorate-General for European Civil Protection and Humanitarian Aid Operations ECHO (2022) CC

2 march 2022 Today, the Commission is proposing to activate the Temporary Protection Directive to offer quick and effective assistance to people fleeing the war in Ukraine. Under this proposal, those fleeing the war will be granted temporary protection in the EU, meaning that they will be given a residence permit, and they will have access to education and to the labour market. At the same time, the Commission is also putting forward operational guidelines intended to help Member States' border guards in managing arrivals at the borders with Ukraine efficiently, while maintaining a high level of security. The guidelines also recommend that Member States set up special emergency support lanes to channel humanitarian aid and recall the possibility of granting access to the EU on humanitarian grounds
