This volunteer sending program... supports 537 volunteer placements which contribute to the development objectives of 39 developing-country organizations in collaboration with 26 Canadian organizations. These placements (or assignments/exchanges) and partnerships strengthen the capacity of partner organizations from developing countries to achieve development results through the sharing of skills and knowledge related to program delivery, organizational management, and engagement in policy dialogue. Canadian Crossroads International (CCI) is focusing on three areas of development, all within a gender equality framework: (1) women's rights through increased political representation and reduced violence against women; (2) poverty reduction through increased access to resources and a stronger social economy; and (3) improved access to preventative care and treatment of HIV/AIDS and reduction of discrimination and stigma associated with this disease. An amount of $80,622 has been added to the total amount for each of the Volunteer Cooperation Agency programs for CIDA-led program evaluations.

This project is part of DFATD'...s International Aboriginal Youth Internships (IAYI) initiative. The internships focus on increasing the awareness, engagement, and participation of Aboriginal youth in international development, while providing them with opportunities to expand their employment skills or further their education. The Centre de solidarité internationale du Saguenay-Lac-Saint-Jean initiative offers 16 internships for Aboriginals in three countries (Burkina Faso, Senegal and Equator) in the fields targeted by the eight local partners, namely ancestral knowledge, maternal health and nutrition, sustainable agriculture, valorisation and transformation of non-timber forest products, adaptation to climate change, environmental education, HIV/AIDS prevention, family planning and reproductive health. The project contributes to increasing male and female Aboriginal youth's employability, providing them the skills and knowledge they need to secure employment or pursue their studies.

Africa remains the region most... affected by the AIDS epidemic and HIV/AIDS prevention remains a global health priority. This project supports the emergence of African HIV scientists able to lead high quality multidisciplinary HIV prevention and vaccine research to fight the biomedical, social and behavioral factors that underpin the epidemic. It will increase access to high-quality academic and professional trainings for doctoral and post-doctoral students in sub-Saharan Africa. Benefiting competitively selected students at a point in their careers when support is often lacking, it will facilitate the transition from research team member to research leader. The chosen institutions will also benefit, as funds to attract post-doctoral students are rare and hosting post-doctoral students can present a great opportunity for African universities and institutions. This project builds and strengthens the sustainability of the Global Health Research Initiative program entitled HIV/AIDS Prevention Trials Capacity Building Grants Phase 2 program. The program is co-funded by IDRC and Foreign Affairs, Trade and Development Canada (DFATD) with the goal of helping to create sustainable African capacity and leadership to conduct future HIV/AIDS prevention trials. In keeping with this goal, this project will support doctoral and post-doctoral awards in Africa.

This project supports the 2015... IAS (International AIDS Society) Conference. They are the largest open scientific conferences on HIV, and IAS 2015 is expected to bring together some 6,000 delegates from across the world for scientific and policy discussion, debate, and analysis. The 1996 Vancouver International AIDS Conference was a watershed in the history of the epidemic, it was there that the results of the first trials of HIV triple therapy, the beginning of the effective treatment era, began. It focuses on the latest HIV science and its applications for prevention, treatment, care, and implementation worldwide. Objectives of the conference include: (1) provide new insights into HIV persistence, reservoirs, vulnerability and determinants of disease progression; (2) develop strategic discussions around the increasing challenges of TB, viral hepatitis and chronic co-morbidities; (3) support research into treatment as prevention, the search for functional remission/cure and HIV vaccines; (4) review implementation research that addresses barriers to scaling up and integrating research and prevention in resource limited and policy constrained settings; and (5) highlight the situation of HIV in Canada and in the U.S. / a venir

This project supports the impl...ementation of Tanzania's National Multi-Sectoral Strategic Framework for HIV/AIDS. The Framework encompasses a wide variety of activities in prevention, care, treatment, and impact mitigation of HIV/AIDS. Canada's support through this project enables the Government of Tanzania to expand the level and scope of its expenditures on HIV/AIDS throughout all ministries, departments and agencies and all levels of government, with the majority of funding being provided for activities at the district level. CIDA is working in close collaboration with other donors and the Government of Tanzania to strengthen the effectiveness of its aid through: focusing on effective, transparent, and accountable country systems; increasing coordination and harmonization among donors; and reinforcing mutual accountability. This project fosters greater policy dialogue between CIDA, the Government of Tanzania, and partners, which helps to reinforce efforts for effective, focused aid and long-term development results. Continuous monitoring and evaluation of this project is undertaken in coordination with other donors. The results expected from this project include not only nation-wide progress in addressing HIV/AIDS, but also improvements in the Government of Tanzania's capacity to manage and administer these services, particularly in the areas of transparency, financial management, and accountability. These build on results achieved from CIDA's previous support to Canada's HIV/AIDS Program in Tanzania, which include 55% of mothers receiving antiretroviral (ARV) combination treatment to prevent mother-to-child transmission of HIV in 2008 compared to 34% in 2007.

An estimated $15 million for d...eploying short-and long-term specialist advisory resources, providing targeted technical assistance, and mainstreaming gender equality in the four areas of CIDA focus in Tanzania. CIDA aims to collaborate with the Government of Tanzania, civil society and other donors to identify, manage and effectively implement technical assistance that will improve aid effectiveness across all CIDA programming areas. Types of technical needs that would be supported could include: gender-sensitive strategic planning; evidence-based policy research and development; policy dialogue; monitoring and evaluation; public expenditure tracking; public consultations; targeted/special audits; strengthened procurement and audit systems; gender budgeting; strengthened intergovernmental linkages; budget consultations; donor coordination; research and analysis; and communications. Technical assistance may also include the provision of resources for studies, workshops and training for the Government of Tanzania or civil society partners engaged in CIDA programming areas.

Partners include local civil society organizations, national and local governments and various networks and associations. Cuso International also delivers a public engagement program in Canada designed to deepen understanding amongst Canadians and create opportunities for informed action on international development issues. Cuso International works in the following sectors: Education, with a particular focus on the inclusion of women and girls in educational options; HIV and AIDS, with a particular focus on the vulnerability of woman and girls, and the rights of people to have access to services; Participation and Governance / Access to Justice, by aiming to empower poor and marginalized groups, especially women, to fulfill rights of access to basic services, and by ensuring access to justice for women and children; Youth Social and Economic Inclusion, by creating opportunities for training and employment for young women and men facing poverty, underemployment and social exclusion; Protecting Environments; Managing Natural Resources, by strengthening community-level governance mechanisms, including the participation of women in community decision-making, aimed at better local management of natural resources; Gender Equality, by incorporating GE as a crosscutting theme throughout all programming components, and through local GE capacity building activities with partners. This project represents Canada...'s support to the annual International AIDS Conference for 2016, held in Durban, South Africa. The five-day conference convenes over 20,000 delegates drawn from a diverse and voluntary pool of academics, activists, planners, and practitioners worldwide. Under the Conference theme “Access Equity Rights Now†three thousand presentations, papers, and workshops explore the evidence and chart way forward for ending AIDS. As part of the conference theme, there will be a focus on global targets for diagnosing, treating, and reducing transmission of 90 percent of people living with HIV/AIDS. The cross-cutting themes of gender equality, human rights, and innovation will be front and centre, as will be the most vulnerable populations such as young women and girls. This grant will allow IDRC's A...sia Regional Office program staff to organize a series of public policy dialogues and debates around major economic, political, and social issues in the region. Regional issues in the spotlight Since 2001, IDRC's New Delhi office has sponsored a lecture series featuring eminent scholars, policymakers, grassroots workers, and development researchers. This project will support the 2015-16 series at venues in New Delhi and other parts of Asia. The funds will enable program staff to invite scholars from within the region to New Delhi. Lecture series objectives The lecture series aims to provide a forum for IDRC partners to share their research findings, new ideas, and project experience with their peers, Delhi-based donor representatives, academics, policymakers, IDRC staff, and other invited guests. It also helps facilitate and promote stakeholder participation in articulating Asia's public policy issues. 108012 Doctoral Awards to Strengthen Sub-Saharan Africa Leadership in HIV Prevention Research Africa remains the region most affected by the AIDS epidemic and HIV/AIDS prevention remains a global health priority. This project supports the emergence of African HIV scientists to lead high-quality, multidisciplinary HIV prevention and vaccine research to fight the biomedical, social, and behavioral factors that underpin the epidemic. Training and leadership It will increase access to high-quality academic and professional training for doctoral and post-doctoral students in sub-Saharan Africa. Participating students will be selected through a competitive process. The program will benefit them at a point in their careers when support is often lacking, facilitating the transition from research team member to research leader. The chosen institutions will also benefit. Funds to attract post-doctoral students are rare and hosting post-doctoral students can present a great opportunity for African universities and institutions. Addressing HIV/AIDS in Africa This project is part of the Global Health Research Initiative program entitled, HIV/AIDS Prevention Trials Capacity Building Grants Phase 2. IDRC and Foreign Affairs, Trade and Development Canada (DFATD) co-fund the program with the goal of helping to create sustainable African capacity and leadership to conduct future HIV/AIDS prevention trials. In keeping with this goal, this project will support doctoral and post-doctoral awards at three institutions in Africa.

This is the second project in ...a series that provides support to the Government of Mozambique's efforts to achieve the goals and objectives of its Health Sector Strategic Plan. The project forms the cornerstone of CIDA's support for the achievement of development objectives in health in Mozambique. Through this project, CIDA works in close collaboration with other donors and the Government of Mozambique to strengthen the effectiveness of its aid. Efforts are focused on effective, transparent, and accountable country systems; increasing coordination and harmonization among donors; and reinforcing mutual accountability. Sector support projects such as this one also help foster greater policy dialogue between CIDA, government, and partners, which helps to reinforce efforts for effective, focused aid and long-term development results. Continuous monitoring and evaluation of this project is undertaken in coordination with other donors. The project aims to achieve not only nation-wide progress in the health sector, but also progress in other areas. It aims to achieve improvements in the Government of Mozambique's ability to manage and administer its health sector, particularly improvements in transparency, financial management, and accountability. These improvements are an important factor in ensuring that the Government of Mozambique can maintain the progress achieved through this project.
