1. Strengthening the Capacitie...s of the Key Ministries (Appraisal: US$ 6.57 million; Additional Financing (AF): US$ 1.4
million; Actual: US$ 8.5 million): This component aimed to build capacity of the various national and local level
government units in developing and implementing HIV /AIDS interventions. For the Ministry of Public Health, support
was planned for information and education communications, voluntary counseling and testing, and surveillance
systems. For the key ministries (identified as Communication, Justice, National Defense and Reinsertion, Interior,
Education, and Social Action/Family), this component would support implementation of ministry -specific action plans
targeting priority vulnerable groups .
2. Strengthening the Social Fund for Grants and Micro -credits (Appraisal: US$ 8.87 million; AF: US$ 7.5 million;
Actual: US$ 16.4 million): This component aimed to support the activities of the Social Fund (FOSAP), which
provided grants to local NGOs for HIV/AIDS and population activities, as well as micro -credits to women and
women's associations for income-generation activities. Activities to be financed by the Social Fund included :
condom distribution; targeted information and education campaigns; income generation; psycho -medical and social support for people living with HIV/AIDS; care for HIV/AIDS orphans; voluntary counseling and testing; prevention of
mother-to-child transmission of HIV; and promotion of modern contraceptives .
3. Support to Social Marketing (Appraisal: US$ 4.04 million; AF: US$ 5.0 million; Actual: US$ 7.7 million): This
component aimed to support an established NGO (MASOCOT) in marketing condoms and rehydration salts, as well
as to expand the program to new products such as insecticide -treated bed nets and oral contraceptives .
4. Support to the Declaration of Population Policy (Appraisal: US$ 3.45 million; AF: US$ 0.1 million; Actual: US$ 3.13
million): This component aimed to support the Division of Population in implementing the National Population Policy .
Support would focus on prioritizing interventions with greatest impact on reproductive health and population growth
outcomes; building capacity of the Division of Population; conducting information and education campaigns; and
operational research.
5. Project Management (Appraisal: US$ 1.64 million; AF: US$ 6.0 million; Actual: US$ 7.18 million): This component
provided support for coordinating and managing the project through the project coordination unit .
Additional Financing for the original project was approved in May 2010, with the following revisions to the above
components:
1. Strengthening the Capacities of the Key Ministries : Support was increased to the health sector, in recognition of
its critical role in combatting HIV/AIDS, while other sector-specific support was reduced to three key ministries
(Education, National Defense, and Public Security ). In particular, support was increased in the health sector for
deployment of mobile teams to reach remote areas with maternal and child health services .
2. Strengthening the Social Fund for Grants and Micro -credits: Micro-credit activities were dropped due to lack of
results.
3. Support to Social Marketing: The social marketing activities were dropped as the activities were now being
supported by the Global Fund and KfW . A new results-based financing pilot was introduced in two regions to
improve maternal and child health outcomes . A performance purchase agency (Project Paper for the Additional
Financing, page 8) was contracted to implement a results -based payment program with local health centers, based
on delivery of a defined set of maternal and child health services . Upon verification of results (including through
random household checks), the health center would receive bonus payments .
4. Support to the Declaration of Population Policy : The geographic scope of this component was expanded to cover

strengthening its project management including human resource support and technical support
for TIs. The program management functions that are beyond the scope of targeted prevention
interventions, such as the integration and convergence of selected program elements including
treatment of sexually transmitted infections (STI), blood safety, facility-based integrated
counseling and testing, treatment services and prevention of parent to child transmission

Health Sector Support Project
|
The extension of basic quality... health services is the main objective of the Health Sector Support Project in Chad, to be achieved through the National Health Policy, as defined by the Ministry of Public Health (MOPH). To this end, the components will: 1) support the development of human resources in the areas of health care provision - particularly paramedicals - and management, through the provision of training, strengthening teaching capacity, and monitoring internships; 2) support district health services in under-served areas, through the consolidation of health services activities, with those under the Social Development Action, and the Health and Safe Motherhood Projects, allowing expansion of health services, and accessibility to health care. This will reinforce delivery of minimum, and complementary activities, supporting management, and supervisory capacities, and render those currently under-served health districts, operational; 3) Strengthen health financing, and management in support of the decentralization process. The central level capacity will be reinforced, to design sector reforms, translated into project-targeted areas. Community participation will be developed to achieve cost-recovery, and initiate innovative practices; 4) build the institutional capacity of MOPH, specifically, to support the pharmaceutical, and health communications policies. The AIDS control strategy will be strengthened, by supporting mobilization of civil society, and improving the epidemiological surveillance system, to limit HIV transmission risks; and, 5) assist the government in collecting socio-demographic data to improve, and monitor progress in the health, and population sectors. A health, nutrition, and population survey will be conducted by 2002, envisaged to contribute to the 2003 census.

Basic Education Sector Project

The objective of the Basic Edu...cation Sector Project for Burkina Faso is to assist the recipient in its efforts to implement the ten-year program. In addition, the Government of Burkina Faso (GoBF) has requested that the Bank supports the implementation of a targeted safety net program through school feeding program to mitigate dropout risks in a time of food crisis due to rising prices and exogenous shocks. The additional financing will provide the opportunity to target vulnerable areas which have been affected by recent flood and where children are likely to dropout from school and parents less willing to invest in children's schooling. The targeted intervention will support the program's objectives through a school feeding program intended for about 200,000 children, which will reduce considerably dropout and repetition rate, as it will increase gross intake rate in first grade in these areas. Additional activities are therefore necessary, and have been planned by Government. At present, the GoBF is unable to provide sufficient funding to finance the proposed activities, particularly school-based quality improvement and teacher support, as well as school feeding programs, whose impact on access and retention of poor children in primary school is high. Hence, additional financing from the Bank is essential to help consolidate and expand gains in order to meet the program development objectives.

Overall, the National Transpor...t Program Support Project seeks to reduce poverty and rural isolation, by improving access to markets, and services, particularly in rural areas, improve national food security, and, contribute to reduced consumer prices for basic consumption. The components are: 1) investments in road upgrading, and paving, specifically for a key road segment on the main east-west axis of the country, and, rehabilitation of existing paved roads. Civil works will rebuild the existing road alignment, raise the road to prevent flooding, and includes earthworks, pavement, and drainage works; 2) a pilot program for performance-based road management, and maintenance contract for unpaved roads, to ensure transit, and road maintenance. It should be noted that substantial technical assistance was provided in the establishment of the model contract; 3) to establish institutional capacity in support of a National Road Safety Program, through technical assistance, and training provision, including physical road safety signaling, mainly in urban areas; 4) to support the Rural Travel and Transport Program, ensuring access to markets, and economic/social goods and services, by the rural population; 5) to support institutional capacity building through training, consulting services, and operational practices; and, 6) to reduce HIV/AIDS risk incidence, through awareness, and education campaigns.

million; Actual: US$ 8.5 million): This component aimed to build capacity of the various national and local level
government units in developing and implementing HIV /AIDS interventions. For the Ministry of Public Health, support
was planned for information and education communications, voluntary counseling and testing, and surveillance
systems. For the key ministries (identified as Communication, Justice, National Defense and Reinsertion, Interior,
Education, and Social Action/Family), this component would support implementation of ministry -specific action plans
targeting priority vulnerable groups .
2. Strengthening the Social Fund for Grants and Micro -credits (Appraisal: US$ 8.87 million; AF: US$ 7.5 million;
Actual: US$ 16.4 million): This component aimed to support the activities of the Social Fund (FOSAP), which
provided grants to local NGOs for HIV/AIDS and population activities, as well as micro -credits to women and
women's associations for income-generation activities. Activities to be financed by the Social Fund included :
condom distribution; targeted information and education campaigns; income generation; psycho -medical and social support for people living with HIV/AIDS; care for HIV/AIDS orphans; voluntary counseling and testing; prevention of
mother-to-child transmission of HIV; and promotion of modern contraceptives .
3. Support to Social Marketing (Appraisal: US$ 4.04 million; AF: US$ 5.0 million; Actual: US$ 7.7 million): This
component aimed to support an established NGO (MASOCOT) in marketing condoms and rehydration salts, as well
as to expand the program to new products such as insecticide -treated bed nets and oral contraceptives .
4. Support to the Declaration of Population Policy (Appraisal: US$ 3.45 million; AF: US$ 0.1 million; Actual: US$ 3.13
million): This component aimed to support the Division of Population in implementing the National Population Policy .
Support would focus on prioritizing interventions with greatest impact on reproductive health and population growth
outcomes; building capacity of the Division of Population; conducting information and education campaigns; and
operational research.
5. Project Management (Appraisal: US$ 1.64 million; AF: US$ 6.0 million; Actual: US$ 7.18 million): This component
provided support for coordinating and managing the project through the project coordination unit .
Additional Financing for the original project was approved in May 2010, with the following revisions to the above
components:
1. Strengthening the Capacities of the Key Ministries : Support was increased to the health sector, in recognition of
its critical role in combatting HIV/AIDS, while other sector-specific support was reduced to three key ministries
(Education, National Defense, and Public Security ). In particular, support was increased in the health sector for
deployment of mobile teams to reach remote areas with maternal and child health services .
2. Strengthening the Social Fund for Grants and Micro -credits: Micro-credit activities were dropped due to lack of
results.
3. Support to Social Marketing: The social marketing activities were dropped as the activities were now being
supported by the Global Fund and KfW . A new results-based financing pilot was introduced in two regions to
improve maternal and child health outcomes . A performance purchase agency (Project Paper for the Additional
Financing, page 8) was contracted to implement a results -based payment program with local health centers, based
on delivery of a defined set of maternal and child health services . Upon verification of results (including through
random household checks), the health center would receive bonus payments .

The overall objective of the N...ational Health Development Program Project (NHDP) is to improve the health status and well-being of the population, particularly women and children, by strengthening all levels of the national health system, including health services and facilities, and management structures and processes. The project components are four. The first provides basic minimum packages of cost-effective integrated preventive and curative health services in health centers and secondary health care in the regional hospitals; and rehabilitates, constructs, equips, and furnishes health centers and regional hospitals. The second component strengthens institutional capacity at the central, regional, and local levels by financing operating costs and technical assistance for financial management, equipment and furniture. Professional managers will be trained, and an information system will be established to monitor the program. This component also assists community management and financing, uses a monitoring system, adopts a legal and regulatory framework for private sector participation, and introduces a service delivery system. The third component improves human resources management at both the central and regional levels by financing consultants and graduate medical training and improving motivation and working conditions. Component four focuses on activities to improve hygiene, to space births, and to prevent STDs/AIDS.

National Aids Control Project
|
The project will support the G...overnment's efforts in controlling the Human Immunodeficiency Retroviruses / Acquired Immunodeficiency Syndrome (HIV/AIDS) epidemic in order to preserve human capital development and to minimize the reversal of health improvements. The ultimate objective of the project is to slow the spread of HIV in India in order to further reduce morbidity, mortality and the impact of AIDS. The project will have a multi-pronged strategy and will consist of the following components : a) promoting public awareness and community support with a primary focus on sexual transmission, behavioral change and condom promotion through mass media communications nationally and through NGOs to reach risk behavior groups in 12 states and union territories; b) improving blood safety from a current 30 percent to 90 percent of the blood supply, and enhancing the rational use of blood and the share of voluntary donations; c) building surveillance and clinical management capacity to monitor the spread of the epidemic and to strengthen the skills of health staff and social workers in managing and counseling HIV/AIDS persons; d) controlling sexually transmitted diseases by improving clinical services and case management and training private practitioners in metropolitan areas; and e) strengthening the management capacity for HIV/AIDS control through the formation and support of organizational structures at the national and state level.

treatment of sexually transmitted infections (STI), blood safety, facility-based integrated
counseling and testing, treatment services and prevention of parent to child transmission
