Through education, and skills ...development, the Human Resources Development Project will implement a program of capacity building, in order to re-dress, and develop a critical mass of trained human resources in Rwanda. The components will: 1) support the Community-Based Rehabilitation and Development Program (CSRDP), through classrooms rehabilitation, provision of equipment, and construction of new schools, through a participatory community approach, and, strengthen responsiveness of local governments via capacity building of key institutions in charge of decentralization; 2) raise the quality of education, through the School Quality Improvement Program, which include teacher training, provision of textbooks, and teaching materials, in addition to monitoring, and evaluation; 3) protect children, youth, and teachers through the HIV/AIDS prevention, and education component, in an effort to promote knowledge, through educational activities, and information dissemination. The Ministry of Education will expand AIDS management, and technical capacity, and, counseling, testing, and caring will be supported through non-governmental organizations, and health facilities; 4) strengthen capacities for educational management, reinforcing the system of decentralization, and inspections; and, 5) provide technical support, and, monitoring and evaluation for effective coordination.

Components (or Key Conditions ...in the case of DPLs, as appropriate):
(a) Community-based school rehabilitation and development program (CSRDP) (US$7.70 million appraisal;
US$7.68 million actual) to carry out a community-driven school rehabilitation and development program through : (i)
provision of grants to Community Development Committees (CDCs) to finance the construction, rehabilitation and
equipment of school infrastructure under sub -projects identified and proposed by Community -Based Groups; (ii)
provision of specialized training, including in project cycle management to CDCs, prefectoral and communal
administrations; (iii) provision of technical advisory services to CDCs in the preparation of the education components
of Community Development Plans; (iv) carrying out of M&E activities involving the beneficiaries; and (v) the Forum
for African Women Educationists (FAWE) girls' secondary school was added during the restructuring in June 2006.
(b) School quality improvement program (US$16.11 million appraisal; US$13.09 million actual) to raise the quality of
education training through (i) improving the quality of teacher training by providing pedagogical support, staffing,
facility rehabilitation, equipment and completion of construction of science faculty at the Kigali Institute of Education;
(ii) capacity building in curriculum development; (iii) improving the availability of textbooks and pedagogical material;
(iv) strengthening the examination/assessment system; and (v) improving the quality teaching in science and
technology.
(c) HIV/AIDS (US$3.29 million appraisal; US$1.81 million actual) to promote behavioral changes required for
effective HIV/AIDS prevention through: (i) sensitization activities among ministry officials, teachers and students; (ii)
curriculum development and teacher training drawing from the experience of other countries with HIV /AIDS; (iii)
development of dissemination strategy; (iv) strengthening HIV/AIDS program management at the Ministry of
Education (MINEDUC); and (v) counseling, caring and testing targeted to teachers and students .
Activities (ii) - (iv) were cancelled and funds reallocated during the restructuring in June 2006.
(d) Capacity building program, studies and development of a Sector Wide Approach (US$6.56 million appraisal;
US$9.66 million actual) including (i) strengthening capacities for educational management and planning; (ii)
reinforcing the system of decentralization and general inspectorate with logistics, training, office equipment and
transport; (iii) focused training and staff development in key tertiary education institutions; and (iv) studies to support
the development of the SWAp in collaboration with DFID .

MINE TOWNSHIP SERVICES PROJECT

Mine Township Services Project
|
The Mine Township Services Pro...ject is intended to facilitate the completion of the privatization of ZCCM (Zambia Consolidate Copper Mines) by supporting the provision of efficient and reliable water supply services, wastewater services and solid waste management in five mine townships during a transitional period following the privatization. There are three project components. The first and second components will be implemented through the AHC Mining Municipal Services (AHC-MMS) and the third component through the Ministry of Local Government and Housing. The first component consists of a) Performance Based Management Contract, which will be managed between the AHC-MMS and the private operator; b) Production Costs Support and Start-up Costs, the monies to finance the AHC-MMS's operation and maintenance support which include computer equipment for finance and engineering activities; and c) Rehabilitation Works, which include rehabilitation of water mains and water and wastewater treatment plants. The second component will provide support to employees of AHC-MMS and their families, and increase the awareness of HIV/AIDS throughout the community. The third component will support the preparation of a permanent system for the delivery of urban development in the selected Copperbelt towns and cities by acting as demonstration project for the use of private sector contracting to achieve sustainable results.

1. Strengthening the Capacitie...s of the Key Ministries (Appraisal: US$ 6.57 million; Additional Financing (AF): US$ 1.4
million; Actual: US$ 8.5 million): This component aimed to build capacity of the various national and local level
government units in developing and implementing HIV /AIDS interventions. For the Ministry of Public Health, support
was planned for information and education communications, voluntary counseling and testing, and surveillance
systems. For the key ministries (identified as Communication, Justice, National Defense and Reinsertion, Interior,
Education, and Social Action/Family), this component would support implementation of ministry -specific action plans
targeting priority vulnerable groups .
2. Strengthening the Social Fund for Grants and Micro -credits (Appraisal: US$ 8.87 million; AF: US$ 7.5 million;
Actual: US$ 16.4 million): This component aimed to support the activities of the Social Fund (FOSAP), which
provided grants to local NGOs for HIV/AIDS and population activities, as well as micro -credits to women and
women's associations for income-generation activities. Activities to be financed by the Social Fund included :
condom distribution; targeted information and education campaigns; income generation; psycho -medical and social support for people living with HIV/AIDS; care for HIV/AIDS orphans; voluntary counseling and testing; prevention of
mother-to-child transmission of HIV; and promotion of modern contraceptives .
3. Support to Social Marketing (Appraisal: US$ 4.04 million; AF: US$ 5.0 million; Actual: US$ 7.7 million): This
component aimed to support an established NGO (MASOCOT) in marketing condoms and rehydration salts, as well
as to expand the program to new products such as insecticide -treated bed nets and oral contraceptives .
4. Support to the Declaration of Population Policy (Appraisal: US$ 3.45 million; AF: US$ 0.1 million; Actual: US$ 3.13
million): This component aimed to support the Division of Population in implementing the National Population Policy .
Support would focus on prioritizing interventions with greatest impact on reproductive health and population growth
outcomes; building capacity of the Division of Population; conducting information and education campaigns; and
operational research.
5. Project Management (Appraisal: US$ 1.64 million; AF: US$ 6.0 million; Actual: US$ 7.18 million): This component
provided support for coordinating and managing the project through the project coordination unit .
Additional Financing for the original project was approved in May 2010, with the following revisions to the above
components:
1. Strengthening the Capacities of the Key Ministries : Support was increased to the health sector, in recognition of
its critical role in combatting HIV/AIDS, while other sector-specific support was reduced to three key ministries
(Education, National Defense, and Public Security ). In particular, support was increased in the health sector for
deployment of mobile teams to reach remote areas with maternal and child health services .
2. Strengthening the Social Fund for Grants and Micro -credits: Micro-credit activities were dropped due to lack of
results.
3. Support to Social Marketing: The social marketing activities were dropped as the activities were now being
supported by the Global Fund and KfW . A new results-based financing pilot was introduced in two regions to
improve maternal and child health outcomes . A performance purchase agency (Project Paper for the Additional
Financing, page 8) was contracted to implement a results -based payment program with local health centers, based
on delivery of a defined set of maternal and child health services . Upon verification of results (including through
random household checks), the health center would receive bonus payments .
4. Support to the Declaration of Population Policy : The geographic scope of this component was expanded to cover

The Project5 will contribute t...o three of the five strategies of the National AIDS control

institutional strengthening component. The two other components, namely, the provision of care, treatment and support to people living with HIV and AIDS (PLWHA) and strategic information
systems (SIMS), including disease surveillance, will be supported by the national budget, with
technical and financial support from other donors. The main support of the Project will go
towards the scale up of HIV prevention interventions, with a focus on the high impact and costeffective
targeted prevention interventions for population groups at high risk, and IEC including
behavior change and demand generation. The Project will also support DAC/NACO to further
strengthening its project management including human resource support and technical support
for TIs. The program management functions that are beyond the scope of targeted prevention
interventions, such as the integration and convergence of selected program elements including
treatment of sexually transmitted infections (STI), blood safety, facility-based integrated
counseling and testing, treatment services and prevention of parent to child transmission

Components (or Key Conditions ...in the case of DPLs, as appropriate):
(a) Community-based school rehabilitation and development program (CSRDP) (US$7.70 million appraisal;
US$7.68 million actual) to carry out a community-driven school rehabilitation and development program through : (i)
provision of grants to Community Development Committees (CDCs) to finance the construction, rehabilitation and
equipment of school infrastructure under sub -projects identified and proposed by Community -Based Groups; (ii)
provision of specialized training, including in project cycle management to CDCs, prefectoral and communal
administrations; (iii) provision of technical advisory services to CDCs in the preparation of the education components
of Community Development Plans; (iv) carrying out of M&E activities involving the beneficiaries; and (v) the Forum
for African Women Educationists (FAWE) girls' secondary school was added during the restructuring in June 2006.
(b) School quality improvement program (US$16.11 million appraisal; US$13.09 million actual) to raise the quality of
education training through (i) improving the quality of teacher training by providing pedagogical support, staffing,
facility rehabilitation, equipment and completion of construction of science faculty at the Kigali Institute of Education;
(ii) capacity building in curriculum development; (iii) improving the availability of textbooks and pedagogical material;
(iv) strengthening the examination/assessment system; and (v) improving the quality teaching in science and
technology.
(c) HIV/AIDS (US$3.29 million appraisal; US$1.81 million actual) to promote behavioral changes required for
effective HIV/AIDS prevention through: (i) sensitization activities among ministry officials, teachers and students; (ii)
curriculum development and teacher training drawing from the experience of other countries with HIV /AIDS; (iii)
development of dissemination strategy; (iv) strengthening HIV/AIDS program management at the Ministry of
Education (MINEDUC); and (v) counseling, caring and testing targeted to teachers and students .
Activities (ii) - (iv) were cancelled and funds reallocated during the restructuring in June 2006.
(d) Capacity building program, studies and development of a Sector Wide Approach (US$6.56 million appraisal;
US$9.66 million actual) including (i) strengthening capacities for educational management and planning; (ii)
reinforcing the system of decentralization and general inspectorate with logistics, training, office equipment and
transport; (iii) focused training and staff development in key tertiary education institutions; and (iv) studies to support
the development of the SWAp in collaboration with DFID .
