Thailand has been severely imp...acted by the HIV and AIDS epidemics in the last three decades. In terms of morbidity and mortality, HIV is the most significant infectious disease in Thailand. This Program aims to strengthen and scale-up the sustainable effective and comprehensive HIV services for youth aged 12-24, female sex workers (FSW), men who have sex with men (MSM [including transgender persons]), prisoners, intravenous drug users (IDUs) and migrant workers (MWs). The goal is to achieve reduction in HIV infections by integrating effective HIV and AIDS strategies and interventions into programs at the local administrative organization, province-based and central sector level that cover youth aged 12-24, FSWs, MSM (including transgender persons), prisoners, IDUs, and MWs, children infected/affected with HIV and AIDS and other vulnerable children. This is a consolidation of the Round 10, Round 8 and Rolling Continuation Channel (RCC) Round 1 HIV grants under dual-track financing.

Thailand has been severely imp...acted by the HIV and AIDS epidemics in the last three decades. In terms of morbidity and mortality, HIV is the most significant infectious disease in Thailand. Injecting drug use has been widely recognized as an important driving vector for HIV transmission and this Program is currently the only large-scale HIV prevention one targeting injecting drug users (IDU) in this country. This is a stand-alone Single Stream of Funding (SSF) Round 8 HIV grant under dual-track financing. This Principal Recipient (PR) focuses on IDUs, extend HIV prevention coverage to a greater number of IDUs in Thailand through strategic expansion of its service delivery outlets and reaching out to a greater number of IDUs to distribute essential commodities and encourage healthier behaviors through targeted behavior change strategies as well as referral to other prevention, diagnostics and treatment services. The goal is to reduce new HIV infections by providing universal access to HIV prevention services in selected provinces for IDUs.

Thailand has been severely imp...acted by the HIV and AIDS epidemics in the last three decades. In terms of morbidity and mortality, HIV is the most significant infectious disease in Thailand. HIV prevention practices in Thailand have been recognized as global good practices. However, prevention efforts slowed in recent years as a result of government decentralization processes, adverse policy changes and increased emphasis on AIDS treatment. The goal of the Program is to reduce new infections by providing universal access to HIV prevention services in selected provinces for most at risk populations (MARPS): female sex workers (FSW), men who have sex with men (MSM), Injecting Drug Users (IDU) and migrant workers (MW). This is a stand-alone single stream of funding (SSF) Round 8 HIV grant under dual-track financing. This Principal Recipient (PR) focuses on migrant workers' program delivering HIV prevention services for documented and undocumented migrant workers from Myanmar, Lao PDR and Cambodia.

Since the HPS began four years... ago, almost 39,000 training courses or other educational opportunities have been provided to developing country health workers, with women accounting for over half of the participants and the vast majority (91%) of tested trainees showing improved skills or performance. 133 developing country institutions have improved medical equipment, ICT or health information management systems; and partnerships have contributed towards the development, review or update of 410 national and institutional strategies and professional standards. These successes have been due to good project management of the scheme by DFID’s implementing partner; strong partnerships between UK institutions and their counterparts in developing countires; and over 48,000 of UK health professional days spent volunteering (Developing countries, unspecified 202208-101 Health Partnership Scheme (HPS) 2010 to 2017 p.1)

Activities under the initiative include: core funding support to the School and Centre for Children with Special Needs; the Ministry of Education's inclusive activities; improving disability related services of the Ministry of Health including infrastructural developments to the rehabilitation centre and the mental health facility; and strengthening the Ministry of Women Youth Social Affairs as the lead GoK division in the disability sector. The total value of the initiative is $2.5m over 5 years, starting 2011-12.

Uniquely among southern Africa...n countries, Madagascar has a low prevalence of HIV. The program supported by this grant aims to maintain the prevalence of HIV to less than one percent among the general population and to improve the quality of life of people living with HIV. The program will focus on key populations most at risk of HIV infection in 152 vulnerable communities in eight regions. Grant funds will be used to organize communication/informational campaigns addressing stigma and discrimination; to support an existing helpline number and the creation of a website for hard-to-reach key populations, such as non-identified gay men; to provide HIV and sexually transmitted infection prevention services and materials to prisoners; and to organize regular training for health professionals receiving or working directly with key populations. The program targets commercial sex workers and their clients; men who have sex with men; prisoners; injecting drug users; marginalized youth; people living with HIV; and pregnant women.

Nigeria has one of the largest... HIV and AIDS epidemics in the world, with more than 3.5 million people living with HIV. The program supported by this grant aims to develop six centers of excellence to provide services to pregnant women and their families. In addition, the program is providing voluntary counseling and testing services to 18,000 women, antiretroviral therapy to approximately 1,000 HIV-positive women to prevent mother-to-child transmission of HIV, and ongoing antiretroviral therapy to pregnant women and their families. The program also is improving the quality of care through the training of health care workers; conducting operational research to identify best practices in the prevention of mother-to-child transmission of HIV; and establishing an educational campaign to promote awareness of mother-to-child transmission of HIV.

In 2007, Ukraine received furt...her Global Fund support to strengthen both prevention and treatment of HIV and AIDS. Prevention activities, which as of 2009 included opioid substitution therapy and treatment of opportunistic infections, have come under a Round 6 grant to the International HIV/AIDS Alliance in Ukraine. Alliance Ukraine and over 100 subrecipients work to reduce HIV transmission and AIDS-related illness and death in Ukraine through interventions focused on most-at-risk populations. The program, implemented by the International HIV/AIDS Alliance in Ukraine (as distinct from its sister organization in the UK), seeks to ensure universal access to HIV prevention services, focusing in particular on injecting drug users, female sex workers, men who have sex with men, prisoners, street children and vulnerable young people up to 24 years of age. Scaled-up harm reduction and other prevention services are now available to vulnerable populations including heretofore hidden and stigmatized groups. Program implementers are creating a supportive environment for a sustainable and efficient response to HIV and AIDS in Ukraine, as well as strengthening the national monitoring and evaluation system to measure the effectiveness of their interventions.
