This Project is one of the mic...ro-projects of the Consulate General Donetsk in its consular district (5 regions of the Eastern Ukraine). This part of the country needs a special support, because of the war in the Donbass, the constant migration of internally displaced persons and the insufficient state support for people in need. The COVID-19 pandemic aggravated situation in the region. The Region AIDS center in Slavyansk was opened in 2016. The previous regional AIDS center was located in Donetsk (non-government controlled area). Despite the lack of equipment, the center has become one of the most important testing centers for COVID-19 in the Donetsk region. The center's capabilities allow 30-50 tests per shift, but the actual need is up to 300 per shift. Thanks to the project additional laboratory equipment has been purchased in order to cover this difference. This equipment will also be used for AIDS tests in the future.

Latin America and the Caribbea...n among the regions most affected by HIV, second only to sub-Saharan Africa. HIV prevalence ranges from 0.1 percent to 3.1 percent, with largely concentrated epidemics. This grant supports the 'Avanzada' project implemented by the COPRECOS LAC regional organization composed of 22 countries. The goal of the program is to establish and develop systems, infrastructure, and capacity to facilitate a strategic and well-coordinated program to prevent and control the transmission of HIV; and to strengthen strategies to reduce stigma, discrimination, and gender inequity, all of which have been well documented as fuelling the spread of HIV. The target population is military and police populations, their families, and local communities. Given the common barriers to addressing HIV/AIDS in the region, the primary rationale for addressing the epidemic in the military and police populations through a multi-country approach is efficient use of human and financial resources, such as common behaviour change communication (BCC) tools and use of existing networks of experience and best practice exchange.

1. Background and Summary: W...ith estimated HIV prevalence of less than 0.1% (2009 UNAIDS Country Brief), Bangladesh is a low HIV prevalence country. UNAIDS estimates about 12,000 people in Bangladesh to be living with HIV at the end of 2007. As of December 2008, a total of 1495 cases of HIV infection were confirmed, with 476 of them developing AIDS and 165 reported death cases (National HIV/AIDS Strategic Plan). The Sero Surveillance Report findings show that HIV infection rate is increasing among most-at-risk-population (MARP), particularly among injecting drug users (IDUs) with concentrated epidemic in Dhaka (7%), and among female sex workers (FSW) due to low level of condom use. Despite the low HIV prevalence in Bangladesh, several risk factors, including geographical location, high population mobility, a large number of migrant workers, poverty, and low level of awareness among young people threaten to hamper the continuing status of Bangladesh as a low HIV prevalence country. The HIV Joint Monitoring Mission organized by the World Bank and its key partners in February 2009 found that prompt and vigorous action is needed to strengthen the quality and coverage of HIV prevention programs, particularly amongst IDUs. HIV/AIDS Program in Bangladesh is part of the Health, Nutrition and Population Sector Program (HNPSP), which addresses the Millennium Development Goals and Poverty Reduction Strategy Paper (PRSP) through a pool of multiple funding and donor consortia. The main objectives of the Global Fund-financed HIV/AIDS Rolling Continuation Chanel (RCC) Program are: 1. Increasing the scale of prevention services for key populations at higher risk (IDUs, FSW, hijras (transgender population) and men having sex with men (MSM)); 2. Increasing the scale of the most effective activities conducted with the Global Fund Round 2 HIV/AIDS Program; and 3. Building capacity of partners in order to increase the scale of the national response to the HIV/AIDS epidemic. The Program objectives complement the continuation and scaling up of relevant interventions from the Global Fund-financed Round 2 HIV/AIDS Program (BAN-202-G01-H-00) in the major areas of behavior change communication (BCC) using mass media, HIV and AIDS information in formal and non-formal educational institutions, advocacy to create an enabling environment, and capacity building for implementers. The most important achievement... of the grant has been its contribution to the low-prevalence of HIV in Bangladesh. Many countries experienced explosive increase of HIV from the epidemic of Injecting Drug Users (IDU). To a large degree, due to the activities supported by the grant this did not occur in Bangladesh. IDUs and Female Sex Workers (FSWs) are the focus of the grant. At the end of Phase 1 of the RCC Grant (December 2011), the performance of the grant against its targets was considered satisfactory. The average performance on the Top 10 indicators was 96% (A2). All indicators rating was at 98% (A2). Out of 14 Service Delivery Area indicators, 6 were overachieved, 5 were between 90-100%; two indicators were slightly below 90% and one - 'Number of IDU and FSW reached through Peer Education' - was at 68% and rapidly catching up from the previous level of 50%. The underachievement was partially due to the discontinuation of a Sub-Recipient (SR) agreement in September 2011 with an entity that was ensuring the coverage of up to one-third of IDU targets. The discontinuation of this SR agreement followed an investigation by the Global Fund's Office of the Inspector General which found disturbing signs of fraudulent practices by the SR. The PR acted decisively in order to safeguard the Global Fund money and took over the direct implementation of IDU-related activities. As a result, the PR managed to maintain the expected return of the grant by avoiding the prolonged discontinuation of preventive activities for IDUs, while at the same time reducing further risk. Overall, it is expected that a good level of performance will be maintained throughout the time remaining until the end of Phase 1 (in November 30, 2012) and, pending the Phase 2 approval, beyond Phase 1.' --- 1. The Union of the Comoros which... consists of three islands namely; Ngazidja, Mwali and Nzwani has a low HIV/AIDS prevalence. The program seeks to strengthen the epidemiological surveillance system currently in place based around district health Centres. It will also ensure the continuation of certain effective interventions of the Global Fund Round 3 program, as well as scaling up the prevention activities for key populations at risk. The objective of the program is to better understand epidemiological profile of HIV in the Union of the Comoros and the socio-behavioral profile of target groups in order to maintain HIV prevalence below 0.05 percent. The program plans to target populations of sex workers, youth aged 10 to 24 in educational settings and outside school, and patients suffering from Sexually Transmitted Infection (STI). Moreover, the program will introduce STI/HIV education to 300 new schools by training and monitoring teachers and educating advisors. It will also help healthcare providers (i.e. doctors, pharmacists and paramedics) in both private and public sectors treat STIs using the syndrome based method.

The program financed by this grant supports the National Strategic Plan to Control HIV/AIDS and complements other national initiatives. Target populations include sex workers, men who have sex with men, youth and the general population. Among the activities funded are counseling services for 15-to-34 year-olds, peer-to-peer counselor trainings, HIV and AIDS and sexually transmitted infection education programs and condom distribution.

The overall goal of the progra...m supported by this grant is to contribute to the reduction of the burden and socio-economic impact of HIV and AIDS in Guinea. The program is targeting the general population; vulnerable groups such as youth, pregnant women commercial sex workers, mobile populations and miners; and people infected with or affected by HIV and AIDS, in particular people living with HIV and AIDS and AIDS orphans. Despite low HIV prevalence of ...0.34 percent, India is home to the third largest number of people living with HIV in the world. The HIV epidemic in India continues to be concentrated, with six high prevalence states -- Andhra Pradesh, Maharashtra, Karnataka, Tamil Nadu, Manipur and Nagaland -- which contribute to 68 percent of the national HIV burden. There is evidence to suggest a stabilization of the epidemic in these states, but pockets of infection have begun to emerge in a number of other states. In addition, HIV prevalence among key populations, specifically women who sell sex, men who have sex with men, and people who inject drugs, continues to be much higher than among the general population. The program supported by this Rolling Continuation Channel grant continues and builds on the work of implementing the prevention of parent-to-child transmission of HIV and voluntary testing and counseling services carried out under the expiring program supported by a Round 2 Global Fund grant in high prevalence states. The grant has been consolidated with a Round 3 grant that finances HIV/TB collaborative programs in high prevalence states and integrates components of a Round 6 grant, which focuses on low prevalence states.

The Kiribati Health initiative... provides supports Kiribati on a number of development challenges: a) highest number (68%) of Violence Against Women cases out of 9 other Pacific countries conducting the same study; b) 70% of Tuberculosis cases are in South Tarawa; c) Increases in infant mortality rate as a cause of pneumonia, diarrhoea and malnutrition; d) South Tarawa suffers from severe overcrowding. This has resulted in the spread of communicable diseases, an increase in youth crime; alcohol consumption and domestic violence. Funding of this initiative is used to help Kiribati achieve its health-related Millennium Development Goal targets. The total value of this initiative is $4.0 million over 8 years, starting 2009-10.

While less than 100 cases of H...IV infection have been officially reported in Kosovo, the country is regarded as vulnerable to an HIV epidemic due to its high rates of poverty and unemployment, increasing drug use and high-risk sexual behavior, particularly among young Kosovars and other vulnerable groups. Commercial sex and human trafficking represent additional epidemiologic risks, as does a significant population of stigmatized men who have sex with men. The program supported by Kosovo's Round 7 grant, nearing the end of its first phase, focuses on HIV prevention among these high risk populations. With Global Fund support, the Minstry of Health is scaling-up delivery of a range of comprehensive HIV-prevention services through a network of community based nongovernmental organizations. The grant has allowed the creation of drop-in centers and outreach programs, including a drop-in center for men who have sex with men and intensive outreach to hard-to-reach sub-groups, including provision of safer-sex kits and peer education. The program is also offering condoms through outreach activities for vulnerable youth.

Uniquely among southern Africa...n countries, Madagascar has a low prevalence of HIV. The program supported by this grant aims to maintain the prevalence of HIV to less than one percent among the general population and to improve the quality of life of people living with HIV. The program will focus on key populations most at risk of HIV infection in 152 vulnerable communities in eight regions. Grant funds will be used to organize communication/informational campaigns addressing stigma and discrimination; to support an existing helpline number and the creation of a website for hard-to-reach key populations, such as non-identified gay men; to provide HIV and sexually transmitted infection prevention services and materials to prisoners; and to organize regular training for health professionals receiving or working directly with key populations. The program targets commercial sex workers and their clients; men who have sex with men; prisoners; injecting drug users; marginalized youth; people living with HIV; and pregnant women.

In 2009 there were 220,000 peo...ple living with HIV in Mexico where HIV prevalence among adults stands at 0.3 percent (UNAIDS Report on the Global AIDS Epidemic 2010). The epidemic is concentrated among men who have sex with men, with a growing incidence among people who inject drugs. The primary focus of the program supported by this grant is to reduce HIV transmission through the development and implementation of prevention strategies for populations most affected, which include transgendered individuals, transsexuals and transvestites as well as men who sleep with men and people of both sexes who inject drugs (mainly heroin). Additional program objectives are to ensure the timely screening of HIV infection, and decrease stigma and discrimination against most-at-risk populations using a human rights framework. This is the first Global Fund grant to be implemented in Mexico.

Regarding child nutrition: The UPPR nutrition component distributes surplus IFA tablets and MNP sachets among the beneficiaries. This included daily one IFA tablet for pregnant women (during 4 - 9 month pregnancy) and lactating mothers (up to the first six months); two IFA tablets per week for all adolescent girls and women of child bearing age (15 - 49 years); and 60 MNP sachets for 60 days for children age between 7-24 months. The intended outcomes of the r...esearch are:
• New knowledge about the design and implementation of policies to strengthen health systems and that promote health, health equity and reduce poverty; and
• Strengthened evidence informs policy and management changes that contribute to health and health system improvements for poor and marginalised groups.
In order to achieve their aims, the programme will work towards 4 main outputs:
• The formation of a functioning research consortium (consisting of northern and southern partners)
• Production of a coherent body of high quality, policy relevant new research evidence
• Increased capacity amongst developing country partners to: lead credible and more sustainable Health Policy and Systems Research Groups; be able to conduct high quality research; and inform policy development
• Effective dissemination of new evidence to research users and policymakers to facilitate research uptake

Funding under this proposal su...pports the design and delivering of a strategic malaria initiative to assist East Asia and Pacific developing countries. This initiatives supports progress against Millennium Development Goals, specifically MDG6 to combat HIV/AIDS, malaria and other diseases and drive progress towards a 75 per cent reduction in malaria cases and deaths by 2015. The funding will support technical advice, goods and services to: plan and deliver the Malaria 2012: Saving Lives in the Asia Pacific conference; establishment of an Asia-Pacific Leaders Malaria Alliance to undertake high level advocacy; and catalyse a multi donor trust fund to address malaria and other health threats in the Asia Pacific region. The total value of this initiative is $20.0 million to be expensed during the period 2012-13 to 2014-15.

The Regional Malaria and Other... Communicable Disease Threats Trust Fund (RMTF) was set up in December 2013 with the specific remit to support developing member countries to develop multi-country, cross-border, and multisector responses to urgent malaria and other communicable disease issues.
Expectations of solid results by the end of 2017—when the first round of financing for the fund expires—are high, with ambitious targets set for each of its six components:
• Strengthened regional leadership
• Increased financing for malaria and other communicable disease threats
• Better access to quality drugs and commodities
• Better use of information and communication technologies
• Improved national capacity to detect and treat drug-resistant malaria and other disease threats
• Inclusion of malaria and communicable disease prevention in large commercial and development projects

Funding under this initiative ...provides emergency response and recovery support in the aftermath of Cyclone Evan, December 2012. The objective of the initiative is to minimise the short and long term economic, social and environmental impacts of Cyclone Evan and assist Samoa reduce the potential impact of future cyclones and other natural disasters. The program includes both emergency life-saving relief as well as recovery assistance, specifically: purchase of emergency supplies; funds to Samoan Red Cross to allow immediate relief to those most in need; funds to the Government of Samoa's national recovery plan for Cyclone Evan earmarked budget support for meeting education and health sector needs; recovery training programs in carpentry and hospitality through the Australia Pacific Technical College (APTC) working with the Government's housing programs and provide hospitality training to those people temporarily unemployed due to resort closure; and program management and technical support. The total value of this initiative is $8.1 million over 3 years, starting 2012-13.
