The Project aims to promote re...gional cooperation and sustainable economic growth in Mongolia. The purpose of the Project is to increase the efficiency and safety of domestic and international transit traffic between the PRC and Russia through Mongolia's north-south road transport corridor. The Project comprises five components: (i) construction of 428 km of a two-lane, asphalt concrete road between Choyr and the PRC border in Zamyn-Uud; (ii) implementation of a cross-border road transport facilitation plan; (iii) improvement of road safety; (iv) implementation of an area development program that includes (a) constructing four access roads totaling 34 km to connect Erdene, Orgon, and Saynshand; (b) establishing a pilot roadside station; (c) training local laborers on road construction and maintenance; and (d) enhancing stakeholder participation; and (v) technical assistance for awareness and prevention of HIV/AIDS and human trafficking on the north-south road corridor.

measures such as the installation of guardrails where necessary, road signs, pavement
markings, rest areas, and kilometer posts are proposed. Additionally, the Project road will be
designed to improve sight distances, providing drivers with more advance warning of obstacles
in the road or approaching vehicles. Strict enforcement of axle load limits for trucks traveling
along the Project road will also improve road safety, as well as extend the life of the road
surface. HIV/AIDS. Utilizing outputs developed under a previous ADB-funded TA in Mongolia,
the Project will include an HIV/AIDS/socially transmitted infection (STI) training and information
component. In the earlier TA, materials were created to inform the local residents and
construction workers of the dangers associated with HIV/AIDS/STI and their transmission. The
benefits of this earlier project will be transferred to the Western Road Project at very little

The overall project will expan...d the cargo handling capacity of PNG's largest sea port at Lae, the capital of Morobe province. The overall project will also help improve the livelihood of project-affected people and reduce the prevalence of HIV in Lae and surrounding localities. This involves financing (i) construction of port facilities including a tidal basin, a multipurpose berth, and terminal works; (ii) resettlement and livelihood improvement and social improvement for affected people; (iii) consulting services for project management, construction supervision, financial management, resettlement, and socioeconomic monitoring; and (iv) gender-responsive programs for HIV awareness and prevention. Current project implementation preconstruction activities are mostly complete, including the relocation of 3,200 people from the project site. As a result of input price increases, the devaluation of the US dollar against the kina, and design modifications, the total current project cost has increased from $154.0 million at appraisal in 2007 to $291.4 million in 2011. The current project rationale is valid and remains applicable. The current project scope has been revised to include some improvements to construction solutions. Additional financing is requested for 65% of the total overall project cost increase, the balance to be provided from government resources.

The GMS Northeastern Corridor ...(stretching from Thanh Hoa in northern Viet Nam through northern Lao PDR to Bangkok) is one of the corridors identified in the transport sectorstrategy study and links northeastern Lao PDR with northern Viet Nam and its seaports. Many of the corridor roads between Thanh Hoa and Bangkok are in good condition. Others are now being improved, including a 367-kilometer (km) stretch of Route 4 in the Lao PDR from the Louangphrabang area to the Lao PDR?Thailand border that is being upgraded under ADB?s Northern GMS Transport Network Improvement Project, approved in 2007. The section of the corridor between the coast through the provinces of Thanh Hoa in northern Viet Nam and Houaphanh in northeastern Lao PDR, however, needs to be improved to a higher, all-weather, international standard if the Northeastern Corridor is to deliver its full potential increase in traffic, trade, and economic development and give the northern region of the Lao PDR valuable yearround access to rapidly developing ports on the South China Sea. The proposed project will fill this key gap. It was accorded priority in the GMS transport sector study and is strongly supported by the governments of the Lao PDR and Viet Nam, which believe it will strengthen the economies of both countries and help reduce current high poverty rates in the project provinces on both sides of their border. The project is included in the GMS regional cooperation business plan for 2010?2012.Road maintenance and vehicle overloading are key issues affecting the sustainability of road projects in Viet Nam and the Lao PDR. Both governments have agreed to maintain theproject roads to the national standard. In Lao PDR, this will be done through the use of performance-based maintenance contracts. In Viet Nam, performance-based maintenancecontracts will also be used for the project road, subject to the successful outcome of ongoing pilot tests of these contracts. MOT will develop a program to control vehicle overloading of vehicles on the project road in Viet Nam. To address vehicle overloading in the Lao PDR, scales for weighing vehicles will be procured under the project, and checkpoints to control the overloading of vehicles will be established along the project roads.

The project will rehabilitate ...about 360 kilometers (km) of rural roads in five provinces (Kampong Cham, Kratie, Prey Veng, Svay Rieng, and Tboung Khmum) to paved condition. The rehabilitated roads will provide poor rural provinces with a disaster and climate-resilient, safer, and cost-effective rural road network with all-year access to markets and other social services. The proposed RRIP III will continue to support sustainability of this rural road network through: (i) a rural road maintenance regime in the Ministry of Rural Development (MRD), and (ii) a community-based road safety program. These initiatives have already been established by MRD through earlier ADB-financed projects, RRIP and RRIP II. The project will also support an HIV/AIDS and human trafficking awareness and prevention program (HHTPP). The feasibility study of the proposed project was completed through the ongoing loan for RRIP II.
