This may include, for example, synthesizing evidence and building consensus around SBC research agendas, designing and implementing high-priority SBC studies, and developing research utilization strategies and products tailored to end-users. Breakthrough-RESEARCH may also conduct performance and impact evaluations of SBC activities implemented through Mission bilateral or other central projects.

Project components
2.2.1 The p...roposed project will consist of 4 components, namely: road rehabilitation and safety improvements; transport and trade facilitation; social inclusiveness activities; and support to project management. The activities under each of the components and cost estimates are presented below:
2.2.2 Road rehabilitation and road safety improvement (UA 37.470): (i) Rehabilitation of Liwonde-Mangochi road (75 km) in Malawi; (ii) design review, pre-contract services and supervision of civil works; (iii) road safety audit; and (iv) compensation and resettlement.
2.2.3 Transport and trade facilitation (UA 11.480 million): (i) Construction of OSBP at the Malawi/ Mozambique border post, including installation of equipment and software, and project management related costs; (ii) Construction of OSBP at the Malawi/ Zambia border post, including installation of equipment and software, and project management related costs; and (iii) and Technical Assistance (TA) in establishing OSBP and capacity building activities in both Malawi and Zambia.
2.2.4 Social inclusiveness activities (UA 1.270 million): (i) In Malawi, the component activities will involve spot improvement of 100 km of feeder roads within the Liwonde-Mangochi road corridor; construction of 3 road side markets along the Liwonde-Mangochi; tree planting; road safety awareness campaigns; and HIV/ AIDs and STI sensitization; and (ii) In Zambia, the component activities will involve, road safety awareness campaigns; and HIV/ AIDs and STI sensitization.
2.2.5 Project management (UA 0.670 million): (i) In Malawi, the component activities will involve, support to Project Coordinator; financial audit; technical audit; and monitoring and evaluation (M&E) services; and (ii) In Zambia, the component activities will involve, support to Project Coordinator; financial audit; technical audit; and monitoring and evaluation (M&E) services.

The goal of the project is the... improvement of the living conditions and health of the population of the three villages of Togolokaye, Mopa and Poelnkaye, by promoting access to drinking water. The planned activities are as follows: the construction of two wells with hand pump and installation of one manual pump on an already existing well; the establishment of wells management committees; the realization of alternate pit toilets, which allow the reuse of organic wastes in agriculture; the realization of training and awareness courses on issues related to hygiene, health and environment; training for the cultivation of vegetables and honey production and the provision of technical means for the start of the activities.

The Health Capacity Developmen...t and Service Delivery initiative is a jointly agreed strategy between Australia and Papua New Guinea (PNG) to deliver better health (including HIV and AIDS ) and education outcomes by: investing more at the sub-national level where service delivery responsibility is concentrated, and engage more directly with lower levels of government, NGOs, churches and the private sector; working less through advisers and more through financing of services and delivery of infrastructure and essential drugs, including strengthening PNG systems to deliver these services; and promoting greater coherence across our entire program by ensuring our sector programs are working towards common outcomes and by measuring and reporting on these for the program as a whole. Expected outcomes from this initiative include: increased percentage of one year old children nationally vaccinated with 3 doses of pentavalent vaccine from 51 per cent in 2010 to 80 per cent and measles vaccinations from 50 per cent in 2010 to 80 per by 2015; increase the percentage of deliveries supervised by a trained nurse, midwife or doctor from 40 per cent in 2010 to 44 per cent in 2015; increase the percentage of HIV positive pregnant women who receive antiretroviral drugs to prevent transmission from 3.4 per cent in 2008 to 80 per cent by 2015; increase condom use by males and females at high risk from 40 per cent to 60 per cent; and increase the availability of essential medical supplies. The total value of this initiative is $235.0 million over four years, starting 2011-12.

Since January 2010, DFAT and t...he New Zealand Aid Programme (MFAT) have been providing core funding support to WSB under a five year tripartite agreement, which expired on 31 December 2014. WSB is an NGO which has been operating in Vanuatu since 1989. WSB now employs over 150 people and produces high quality theatre, film and radio to encourage community discussion of critical social issues, including domestic violence, child abuse, corruption and environmental conservation. WSB produces the television series 'Love Patrol' which has screened in Australia, PNG, Solomon Islands, Vanuatu, Fiji, and also on the Australia Network, to raise awareness on sexual health issues, particularly HIV/AIDS. WSB also provides opportunities for out-of-school, unemployed youth considered to be 'at risk' through vocational training, sports facilities and literacy education. It also operates sexual and reproductive health clinics for youth in the two main urban centres of Port Vila and Luganville. Vanuatu has a young and rapidly growing population with an annual population growth rate of 4.1 per cent in urban areas. The Government of Vanuatu's (GoV) capacity to provide services and employment opportunities to urban youth is limited. Through the Australian bilateral aid program, WSB is one of two NGOs (the other being the Vanuatu National Women's Centre) that receives core funding support. This successful partnership has been in place since 2005. An independent mid-term review in December 2012 described WSB as a significantly effective organisation that delivers high quality results, on time, at a relatively low cost. In March 2014, the Quality at Implementation (QAI) Report for the WSB tripartite partnership gave strong scores for all related quality criteria, including five out of six for relevance, effectiveness and gender equality aspects.The expected outcomes of the design (2015 to 2017) are consistent with the draft Aid Investment Plan and align with GoV priorities.

The Australia - Non-Government... Organisations (NGO) Cooperation Program (ANCP) is a long-running program that subsidises the poverty reduction activities of accredited Australian NGOs. Australian NGOs supported through ANCP must demonstrate a strong level of Australian community support, and have been through a rigorous accreditation process. Through the ANCP, AusAID supports accredited Australian NGOs to implement their own international development programs. Under the Partnership agreements, Australia and the partnership NGOs are working more strategically on addressing issues such as child protection, gender, food security and climate change to accelerate the joint efforts of both government and NGOs. The ANCP also aims to enhance NGO effectiveness and accountability through a well-developed accreditation and reporting system, and to promote innovation in the sector through the ANCP Innovations Fund. The total value of this investment is $126.8 million to be expended during the 2017-18 financial year.

The Kaleidoscope Trust (Kaleid...oscope) is the co-founder and coordinator of The Commonwealth Equality Network (TCEN), the first civil society group to sustainably advocate on behalf of LGBT people within the Commonwealth diplomatic community, institutions and civil society. The grant will strengthen Indo-Pacific developing countries capacity to influence their own governments and enable them to implement the Commonwealth Equality Network's CHOGM 2018 Strategy, specifically to strengthen TCEN Indo-Pacific members' (1) understanding and awareness of approaches to advancing LGBT rights and engender a coordinated approach to ending discrimination; (2) lobby and influence their national governments and others for the four advocacy outcomes of the TCEN strategy, seeking support and information about the government's position on each; and (3) ability to advocate on the Commonwealth Heads of Government Meeting (CHOGM) strategy outcomes through participation meetings and through the civil society segment and associated dialogues with government mechanisms where possible. The total value of this investment is $0.3 million to be expensed during the 2017-18 financial year.

The Australia Indonesia Partne...rship for Justice aims to increase public access to better quality legal information and services, particularly for the poor and marginalised. It builds on strong relationships developed under a previous program of assistance, the Australia Indonesia Legal Development Facility, and work with national level law and justice institutions to transform high-level reform commitments made over the past ten years into real improvements in the sector. The Program targets priorities which Indonesia has identified as being of critical importance to the sector and for which assistance is likely to bring about sustainable impact. Key law and justice sector partners, most notably the Supreme Court, Attorney General's Department, Corruption Eradication Commission, the Ministry of Law and Human Rights, National Human Rights Commissions , and key civil society organisations (CSOs), are supported to achieve the following outcomes: (a) Improved judicial dispute resolution systems for marginalised groups, including the poor, marginalised women, people with a disability, and people living with HIV/AIDS; (b) Prosecutorial agencies better able to process corruption cases; (c) Increased public access to legal information, particularly relating to human rights and anti-corruption; (d) Improved framework and delivery of a formal legal aid system; and (e) Increased capacity of civil society organisations and national commissions to support Indonesian law and justice sector reform effort. The total value of this initiative is $59.3 million over 7 years, starting in 2009-10.
