The program is entirely funded... by government resources and has the largest coverage of
all the INAS social protection schemes. In 2008, the program reached 143,455 households,
with a total of 287,454 beneficiaries (International Poverty Centre for Inclusive Growth
2010; Government of Mozambique 2010). The Government of Mozambique estimates that
in 2009, 172,000 households benefited from the scheme. The targeted beneficiaries
included the following:
1) The elderly (aged 55 and over for women or 60 and over for men) who are
recognized as being permanently unable to work and who live alone or are heads of
destitute households. This group accounts for 93% of direct beneficiaries in 2008.
2) The disabled who are recognized as permanently unable to work and who live alone
or are heads of destitute households; 6 percent of direct beneficiaries in 2008.
3) The chronically ill who suffer from a chronic disease recognized by the medical
services (with the exception of HIV/AIDS and tuberculosis), who are unable to work
and live alone, or are heads of destitute households. This group comprises 1 percent
of direct beneficiaries in 2008.
4) Malnourished pregnant women.
In addition, monthly transfers are provided to indirect beneficiaries, based on the number
of dependents in the household, up to a maximum of four dependents. UNICEF and Save the
Children (2009) estimate the number of indirect beneficiaries
(i.e. non-targeted individuals who live in the same household as targeted individuals)
to be around 200,000. According to a recent study carried out by INAS, more than half of the direct beneficiaries (60 per cent)
are caring for at least one orphaned child, or an estimated 73,000 vulnerable children - i.e. 19.6% of 372.000 or 172.000+200.000 beneficiaries, direct and indirect

Mainly as a consequence of one... of the most severe HIV epidemics in the world, there are 1 million orphaned children in Zimbabwe; 60% live in the poorest households in the country.
Zimbabwe has been at the forefront of the response to the epidemic for the last decade, starting with the original National Action Plan; this new plan incorporates best practice from around the world including addressing child protection and household poverty in an integrated manner.
The Child Protection Fund is an innovative partnership between the Government of Zimbabwe and donors, DFID (United Kingdom), SIDA, (Sweden), the Netherlands and the EC, that will support the implementation of the NAP II. Already USD 45 million of the needed USD75 million has been mobilized. Government has also committed approximately USD 20 million. The aim is to reach 55,000 of the poorest HHS with the first national scale cash transfer programme for child protection and 25,000 children with critical child protection services and access to justice.

El centro será construido dentro del centro de salud de Ndavela y contará además del personal de salud del propio centro con los componentes de asistencia y apoyo psicológico y social además de asesoramiento jurídico y policial. Además la asitencia a víctimas de violencia se completa con el apoyo al fortalecimiento de la única casa-refugio existente en la provincia. Toda la actuación vendrá acompañada de un trabajo de sensibilización continuo en las instituciones públicas, organizaciones locales y comunidad

Liberia Grants Solicitation an...d Management Program (LGSM) supports service delivery, training, and related activities aimed filling the gaps in Liberias health system, and assisting vulnerable populations in four areas: Orphans and Vulnerable Children (HIV/AIDS), Youth (Reproductive Health), Maternal and Child Health (Family Planning), and Nongovernmental Organization Capacity Building in Health and Social Welfare (Social Services). Managed by World Learning, the Liberia Grants Solicitation and Management (LGSM) program is a $13.2 million USAID Cooperative Agreement that contributes to the joint objective of the Liberian Ministry of Health and Social Welfare (MOHSW) and USAID: to improve the health status of the population of Liberia.

The Community-Based Orphans an...d Vulnerable Children (CUBS) project in Nigeria provides support and coordination for scaling up of HIV activities using community-based responses to identify, locate and protect orphans and vulnerable children (OVC). Under the AIDSTAR indefinite quantity contract (IQC) mechanism, Management Sciences for Health (MSH), is joined by Africare in collaboration with the Federal Ministry of Women Affairs and Social Development and the State Ministries of Women Affairs to address these focus areas under a five-year contract. Through the CUBS project, PEPFAR strengthens the capacity of federal and state government agencies to plan and implement OVC programs. The project will support the implementation of Nigerias National Plan of Action on OVC by developing and strengthening community based service delivery for orphans and vulnerable children.

NACCW will support the Departm...ent of Social Development (DSD) to create safe and caring families that meet children needs through the delivery of high quality community based services provided by trained child and youth care workers (CYCW). NACCW will provide technical support to DSD to roll out and scale up the Isibindi model in a standardized way to meet the needs of OVC. In collaboration with the DSD in all nine provinces, NACCW will train and mentor new CYC workers in providing prevention, early intervention and child protection services to OVC. The Isibindi model is a comprehensive OVC response to provide essential community based services to OVC. Aligned to Government policy the model responds holistically to childrens needs while at the same time developing and strengthening the social service workforce serving children. The model trains and employs community based CYCW to supervise child and youth headed households while also providing tailored developmental and therapeutic support to children living in other vulnerable households.

The purpose of this contract i...s to enhance the South African Government (GoSA), specifically the Department of Social Development (DSD), in supporting Orphans and Vulnerable Children (OVC) by strengthening the DSDs response in addressing the social and structural barriers that increase the vulnerability of OVC to Human Immunodeficiency Virus (HIV), Sexually Transmitted Infections (STI) and Tuberculosis (TB) and address specific constraints hampering the health and social welfare system to achieve better outcomes for OVC and other vulnerable children (e.g. those affected by child abuse, neglect and exploitation). Specifically, the GCDS will support to the DSD to achieve the following three objectives: (1) Improve timely availability of reliable data on program performance monitoring and evaluation (M&E) and information on the social effects of HIV and AIDS and other vulnerabilities faced by children (such as child abuse, neglect and exploitation); (2) Strengthen coordination, management and oversight of community care service structures that protect and care for the most vulnerable children and the families that care for them; and (3 )Strengthen inter-sector integration and coordination between DSD and other GoSA Departments such as Health and Education and build a supportive multi-sector environment led by DSD for vulnerable children through system strengthening at the national and provincial level.
