C-Change is working in Abuja a...nd Cross River and Kogi States to coordinate social and behavior change communication (SBCC) efforts and align SBCC programming with national prevention priorities, as outlined in the National HIV and AIDS Prevention Plan and the National Behavior Change Communication (BCC) Strategy. It is improving the technical capacity of U.S. Government partners, nongovernmental and community- based organizations, and health workers to design and implement evidence-based, community-informed SBCC; expand the use of mass media channels by implementing agencies; and improve mass media support of HIV prevention priorities.

In fiscal year 2013, DHAPP trained over 7,000 health care workers to provide HIV clinical services; reached over 740,000 military and family members with comprehensive prevention messages; 630,000 military and family members were counseled and tested for HIV; 55,000 pregnant women knew their HIV status based on testing and counseling services; and 200 new laboratories were equipped and supported for HIV testing and diagnostics.

In Rwanda, the limited availab...ility of public health information remains a significant barrier to individual well-being and the promotion of public health goals. The Rwanda Social Marketing Program (RSMP) seeks to contribute to filling this gap by implementing health communication activities that increase access to health information and health products, and promote healthy behaviors among Rwandans on issues related to HIV and AIDS, malaria, family planning, and child survival. Target beneficiaries include vulnerable groups such as female sex workers (FSW), men who have sex with men (MSM), motorcycle taxi drivers, truck drivers, people living with HIV and AIDS (PLHIV), and caregivers of children under five.

The Migrants and Mobile Popula...tions HIV Prevention Program aims to reduce new HIV infections, vulnerability and risk amongst migrants and mobile populations and the communities they interact with by facilitating, promoting, and providing access to HIV and TB services, strengthening capacity, and advocating for migration policies. IOMs goals, objectives, and activities are fully aligned with the Partnership Framework and the NSP. The NSP includes migration issues as an HIV risk factor and migrants as a key population at risk. IOM implements evidence-based HIV prevention interventions targeting migrants and mobile population in Mpumalanga and Limpopo, and will extend support to Gauteng and KwaZulu-Natal, targeting migrants in hostels, migration centers, and high population density informal settlements.

• Designated as the Executiv...e Agent for Department of Defense (DoD) HIV support for foreign militaries in 2001, DHAPP also is the DoD implementing agency for the President's Emergency Plan for AIDS Relief (PEPFAR), established in 2003. In coordination with the Department of State, US Agency for International Development, Centers for Disease Control and Prevention, and the Peace Corps, the PEPFAR team works together to mitigate the HIV pandemic and stop the spread of the AIDS virus.
The DHAPP Management Office at NHRC provides day-to-day direction along with operational and functional oversight of the DoD effort. DHAPP coordinates activities with the Department of State Office of the Global AIDS Coordinator and implements the DoD programs in the PEPFAR initiative. DHAPP also prepares and delivers periodic reports and assessments to the Assistance Secretary of Defense for Health Affairs and/or designated Deputy Assistant of Secretary Defense (DASD).
In fiscal year 2013, DHAPP trained over 7,000 health care workers to provide HIV clinical services; reached over 740,000 military and family members with comprehensive prevention messages; 630,000 military and family members were counseled and tested for HIV; 55,000 pregnant women knew their HIV status based on testing and counseling services; and 200 new laboratories were equipped and supported for HIV testing and diagnostics.

In coordination with the Department of State, US Agency for International Development, Centers for Disease Control and Prevention, and the Peace Corps, the PEPFAR team works together to mitigate the HIV pandemic and stop the spread of the AIDS virus.
The DHAPP Management Office at NHRC provides day-to-day direction along with operational and functional oversight of the DoD effort. DHAPP coordinates activities with the Department of State Office of the Global AIDS Coordinator and implements the DoD programs in the PEPFAR initiative. DHAPP also prepares and delivers periodic reports and assessments to the Assistance Secretary of Defense for Health Affairs and/or designated Deputy Assistant of Secretary Defense (DASD).
In fiscal year 2013, DHAPP trained over 7,000 health care workers to provide HIV clinical services; reached over 740,000 military and family members with comprehensive prevention messages; 630,000 military and family members were counseled and tested for HIV; 55,000 pregnant women knew their HIV status based on testing and counseling services; and 200 new laboratories were equipped and supported for HIV testing and diagnostics.

The Corridors of Hope (COH III...) project, implemented through the ROADS II/Nairobi program, aims to reduce the spread of HIV in border and transportation corridor communities by targeting traditional high-risk groups; populations at higher risk of HIV exposure whose members may have unprotected sexual relations with individuals who are otherwise at low risk of HIV exposure; and the general population residing in these communities. In Burundi, the Roads to a Hea...lthy Future (ROADS II) project is designed to increase access to high-quality facility- and community-based HIV and broader health services for mobile populations and local residents living in Karusi, Kayanza, Kirundo and Muyinga provinces and the capital city, Bujumbura. The project, which is funded by the U.S. Agency for International Development, works with pregnant women; populations at risk of contracting HIV, including long-distance drivers, female sex workers and other groups; people living with HIV; and orphans and other vulnerable children. ROADS II also works to strengthen the integration of HIV, family planning and reproductive health services. The project has a strong gender-based violence component to address structural barriers that prevent women from accessing services.
