This programme is implemented ...during a five-year period (as framework organizations may now apply for grants for longer periods than in the past in order to increase aid effectiveness) and it is based on Diakonia's global strategy for 2015-2020. It includes 21 country programs in Africa, Asia, Latin America and the Middle East, and six regional programs and a new global program for innovation in the area of 'social and economic justice.' Diakonia is working through local civil society organizations for the overall goal to change unfair structures that generate and uphold inequality, oppression and violence and to work for fulfilment of the right of all people to live a life in dignity. In total 216 partner organizations are included in this application. Operations are focused on the following six areas: human rights (HR), democracy, equality, social and economic justice, conflict and justice, as well as capacity development of partners. What is new compared to the previous contribution is primarily the inclusion of several new regional programs in various areas as well as the global innovation program.Expected results:General expected results are formulated for the six areas. These are linked to the expected results for each program (i.e. by country / regional / global program), which in many cases consist of a selection of results that are identical to the general results. The results at the program level are concretized through indicators.Examples of expected outcomes, one from each region, in some common thematic areas are:'Mali: Women's political participation has been strengthened at the local and national levels' (democracy)'Bolivia: Gender-based violence has decreased' (gender equality)'Bangladesh: The conditions for decent work and fair income have improved' (social and economic justice)'Lebanon: The capacity of Diakonia's partners to integrate environment and conflict sensitivity in their work (where relevant) has been improved.' (capacity development)Previous results:Reports often show results in terms of strengthened rights holders and increased capacity of partner organizations.The following examples show previous results in a few areas:Human rights: In Thailand five partner organizations assisted tens of thousands of stateless persons to obtain legal status. This means that they for example have the right to work and study, as well as to access rights-based services.Democracy: In Mali, partner organizations were trained in citizen budget monitoring and analysis of public policies. This has led to increased budgets for health and education in several municipalities. In one province all municipalities published their accounting in 2014, whereas in 2012 none of the municipalities did.Conflict and Justice: Seven partner organizations in Colombia, Honduras and Peru have increased their knowledge of the legal framework and have taken legal action, which in some cases resulted in the return to communities of pieces of land from extractive c

Forum Syd is seeking 75 millio...n SEK in funding from the Embassy of Sweden in Nairobi for a second phase of Wajibu Wetu, to be implemented between July 2018 and December 2021 (42 months). The second phase will allow the Programme to build on its current momentum to further strengthen democracy and human rights in Kenya, while seeking new innovative partnerships, particularly at the grassroots level and in marginalised areas. The overall objective is to Contribute to respect for and fulfilment of human rights, deepening democracy and realization of gender equality in Kenya. The second phase of Wajibu Wetu will seek to achieve results in five outcome areas: Human Rights, Democratic Culture, Gender Equality, Networking and Collaboration for Policy Advocacy, and Capacity Development. Using a sub-granting and seed-granting mechanism coupled with relevant and targeted capacity development for supported organisations, the Programme Phase 2 will engage with women, youth groups and marginalised groups like the LGBTQ community, persons with disability and those living with HIV/AIDS to strengthen their role in public participation in governance, accountability and transparency. In addition, the Programme will continue to support networking and collaboration between organisations at all levels, and showcase innovative advocacy mechanisms that include web-series on social media, films, docu-series and investigative pieces.

Across Asia, Myanmar is one of... the countries which restricts the rights of LGBT people. The country has laws and policies that directly or indirectly discriminate against or criminalize people based on their sexual orientation or gender identity. Legally, people cannot change the gender they are assigned at birth. People who have intercourse and are considered by law to be of the same sex can technically be charged under section 377 of the penal code, a piece of colonial-era legislation that criminalizes unnatural sex. Because of the existence of this law, LGBT people are seen as criminals. Practically LGBT are more often targeted using the darkness law – another archaic decree that allows police to arrest people for acting suspiciously or being in a suspicious place. Additionally, the complex social and culture norms are intensified by the criminalization of same-sex sexual relations and also customary law enforcement practices. This shows that the LGBT and intersex persons are not only rejected legally but also further vulnerable through social constructs where they are seen as criminals and or deviants. Because of the discrimination, LGBT people are cut off from their families and find it difficult to get jobs. Further some trans gender people, in particularly lesbian women, may have worked in the sex industry where they are highly vulnerable. Since they are marginalized through legal framework, it becomes much harder to insist that their clients use condoms. This situation is one of the factors that drives the lesbian community underground, thus preventing them from enjoying their sexual and reproductive health and rights. This repressive legal environment also increases the vulnerability of the gay and transgender population to HIV infection. It makes it harder for HIV prevention programs to reach men having sex with men (MSM) and transgender (TG) populations. Recent data indicates that in Yangon and Mandalay HIV prevalence among MSM is among the highest in Asia (source: UNAIDS). The newly elected democratic government offers a chance for legal change, but so far the government has not made a public pronouncement on LGBT rights. However, there are movements for change across Myanmar, the LGBT community is mobilizing and there is now an incipient movement to claim equal rights for all citizens in Myanmar. There are now new opportunities for discussions among the LGBT community with an increase of social events, and campaigns to address discrimination. As this movement moves forward, the LGBT issues alongside the women's movement are building bridges and show that violence against transgender women is part of the impact of unequal gender relations, and that transgender rights are equally part of the gender and human rights movement. The &PROUD, a non-profit consortium together with Colors Rainbow, will govern the proposed project. UNDP work with the development... objective to strengthen Sexual and Reproductive Health and Rights in Sub-Saharan Africa and through this intervention, its overall intention will be to strengthen national and regional legal environments relating to HIV & SRHR to support the enjoyment of human rights of LGBT people, women and girls in Sub-Saharan Africa.The intervention has four specific objectives; 1) Strengthening the understanding of appropriate indicators and monitoring and evaluationprocesses that help promote accountability for implementation of human rights enablingactivities that arise from legal assessments,2) Strengthening the capacity of national governments to put in place legal environments that respect the rights of LGBT people and women and girls,3) Strengthening the capacity of regional and national civil society organizations includingcommunity-based groups to claim rights and advocate for strengthened national legalenvironments and4) Strengthening the capacity and leadership of regional economic communities to facilitate Member States to put in place legal environments that respect the rights of LGBT people and women and girls.Phase II is a follow up from the achievements of Phase I and will be implemented in 12 countries; Angola, Burkina Faso, Cameroon, Chad, DRC, Gabon, Ghana, Namibia, Lesotho, Mozambique, South Africa and Swaziland. In order to achieve the objective of Phase II the following main activities will be carried out; -Legal environment assessments will be carried out to inform legislative reform,-Legal Reviews of prevailing laws,-National dialogue which will incorporate input from Regional Economic Communities (REC's) and Civil Society Organization (CSO's) and support to national action planning processes on HIV & SRHR and the Law.The intervention will also supports judicial and Parliamentarian sensitization in order to promote access to justice through law enforcement. Legal services and legal/human rights literacy programs as well as Knowledge management will also be implemented through this intervention. The total cost of this intervention is 45 MSEK of which Sida is requested to fund 35 MSEK (80%) of its planned budget over a period of 3 years. UNDP will fund the remaining 10 MSEK (20%) the total Project budget.

This programme is implemented ...during a five-year period (as framework organizations may now apply for grants for longer periods than in the past in order to increase aid effectiveness) and it is based on Diakonia's global strategy for 2015-2020. It includes 21 country programs in Africa, Asia, Latin America and the Middle East, and six regional programs and a new global program for innovation in the area of social and economic justice. Diakonia is working through local civil society organizations for the overall goal to change unfair structures that generate and uphold inequality, oppression and violence and to work for fulfilment of the right of all people to live a life in dignity. In total 216 partner organizations are included in this application. Operations are focused on the following six areas: human rights (HR), democracy, equality, social and economic justice, conflict and justice, as well as capacity development of partners. What is new compared to the previous contribution is primarily the inclusion of several new regional programs in various areas as well as the global innovation program.Expected results:General expected results are formulated for the six areas. These are linked to the expected results for each program (i.e. by country / regional / global program), which in many cases consist of a selection of results that are identical to the general results. The results at the program level are concretized through indicators.Examples of expected outcomes, one from each region, in some common thematic areas are:Mali: Women's political participation has been strengthened at the local and national levels (democracy)Bolivia: Gender-based violence has decreased (gender equality)Bangladesh: The conditions for decent work and fair income have improved (social and economic justice)Lebanon: The capacity of Diakonia's partners to integrate environment and conflict sensitivity in their work (where relevant) has been improved. This means that they for example have the right to work and study, as well as to access rights-based services.Democracy: In Mali, partner organizations were trained in citizen budget monitoring and analysis of public policies. This has led to increased budgets for health and education in several municipalities. In one province all municipalities published their accounting in 2014, whereas in 2012 none of the municipalities did.Conflict and Justice: Seven partner organizations in Colombia, Honduras and Peru have increased their knowledge of the legal framework and have taken legal action, which in some cases resulted in the return to communities of pieces of land from extractive companies.T

Following the end of the Swedi...sh funded Project 'Sexual Reproductive Health and Rights, HIV/AIDS and Governance (2014-2019)', SADC Parliamentary Forum (SADC PF) has applied to Sweden's Regional Sexual Reproductive Health and Rights Team new funding request to support a project proposal for the implementation of a Project in 14 Member Parliaments over a 3-year period. The proposed Project 'Sexual Reproductive Health and Rights, HIV/AIDS and Governance (2019-2022) draws lessons from previous project to improve Sexual Reproductive Health and Rights (SRHR) in the SADC region. The Project recognises that the need to improve the basic health of the citizenry and uphold and respect human rights to ensure that all SRHR are enjoyed by all in the SADC region, focusing on five thematic areas: Gender equality and Sexual Gender Based Violence (SGBV), Early and Unintended Pregnancy (EUP) and Safe abortion, Commodity Security and Access to SRHR and HIV/AIDS related services with a view to reinforcing health systems and contributing to Universal Health Coverage, Comprehensive Sexuality Education (CSE), and Non-Discrimination and Key Populations (KPs). This Project will be led by the SADC PF in collaboration with identified technical partners, and target parliamentarians primarily, and secondly strategic Civil Society Organisations (CSOs), staff of Parliament, Line Ministries and targeted institutions involved in the national SRHR and HIV response. National Parliaments will also be assisted with evidence-based and empirical knowledge on SRHR disseminated by research partners to the Project. The Project's overall goal is to work towards the achievement of universal access to integrated SRHR and HIV/AIDS services and related rights through parliamentary action via the legislative, oversight, budgetary and representative roles of MPs.The project will seek to meet the following objectives:1) The SADC-PF successfully leads national SADC Parliaments in promoting SRHR through parliamentary initiatives that are evidence-based and informed through empirical data, 2) Parliaments promote SRHR by reinforcing the legislative framework of Member States through enactment of targeted SRHR legislation on SGBV, safe abortion, EUP, SRH commodity security, non-discrimination and rights of Key Populations, amongst others, in view of promoting Universal Health Coverage,3) Parliaments progressively increase budget allocations for universal SRHR and HIV/AIDS related services and commodities which are provided by the Government, and promote sustainable financing for health and SRHR,4) Parliaments augment oversight initiatives on SRHR and HIV/AIDS Governance implemented by the Government through Committee oversight mechanisms, including in relation to SGBV programmes that are inclusive of both men and women, on mainstreaming of SRHR into Government policies and programmes, the implementation of the Gender Responsive Oversight Model, consistent CSE programmes, and ensuring that Governme

The 2020-22 core funding suppo...rt from Sida, in the total of SEK 90 million, aims to enable Frontline AIDS (former International HIV/AIDS Alliance), to deliver on the Global Plan of Action 2020-2025 for a future free from AIDS for everyone, everywhere. HIV/AIDS remains one of the main causes of mortality and morbidity for LMICS in the group of communicable diseases. In 2018, 1.7 million people were newly infected with HIV and 770,000 died of AIDS-related illnesses. More than half of these new infections were among gay men and other men who have sex with men, people who inject drugs and their sexual partners, sex workers and their clients, and transgender people. HIV is the leading cause of death among women of reproductive age and the deadliest STI. This has a disproportionate burden in Subsaharan Africa. Combating HIV/AIDS and focusing on key populations remains a priority for global health. In this context, Frontline Aids work is crucial.Frontline AIDS is a partnership of civil society organisations working together to end AIDS. The partnership includes current partners (formerly Linking Organisations), and new partners in 36 countries. With the new Global Plan of Action, Frontline AIDS is refocusing it's work in key target and most marginalized Groups, with a mission to break down the social, political and legal barriers that marginalised people face and stand in the way of the end of AIDS. To achieve this, ten critical actions will be prioritized under four partnership promises: I. Speak truth, II. Unlock barriers, III. Invest in solutions, IV. Build a sustainable future. If the actions in this plan are successful, they will make a significant contribution towards global efforts to reduce new HIV infections (goal 1 in the Global Plan of Action) and AIDS-related deaths (goal 2).Frontline AIDS has been on the frontline of the world's response to HIV and AIDS for 25 years, working with marginalised people who are denied HIV prevention and treatment simply because of who they are and where they live. A partner to Sida since 1993, the organization is an important and unique global civil society action that has helped fewer people become infected with HIV and for more people to have access to anti-retroviral medication, especially the most vulnerable and marginalized groups. Core funding support from Sida will enable Frontline AIDS to continue working with marginalised people in countries most affected by HIV and in countries with emerging epidemics in Africa, Asia, Eastern Europe, Latin America and the Caribbean.

UNDP, UNODC, UNAIDS, OHCHR, UN...ICEF and IOM have applied to Sida for funding of 29 089 484 SEK to carry out the One UN joint action to strengthen human rights in the Transnistrian region of the Republic of Moldova during the period 2019-2022. The Programme's integrated approach, based on Thomas Hammarberg's findings from 2013 and 2018, intends to work at the individual, institutional and societal levels by increasing the capacities of rights holders to exercise their rights (Output 1), increasing the capacities of duty bearers to fulfil their human rights obligations (Output 2) and enhancing the human rights culture in the Transnistrian region (Output 3). This will lead to a favorable environment for an effective exercise of human rights of the following vulnerable groups in the Transnistrian region: people leaving with HIV, Roma communities, people who use drugs, domestic violence victims, children in contact with the law, inmates and former inmates. The UN Agencies partnering within the One UN Fund will implement the intervention jointely with local CSOs from both banks of Nistru river to increase confidence and trust between people and relevant stakeholders.

The results at the program level are concretized through indicators.Examples of expected outcomes, one from each region, in some common thematic areas are:Mali: Women's political participation has been strengthened at the local and national levels (democracy)Bolivia: Gender-based violence has decreased (gender equality)Bangladesh: The conditions for decent work and fair income have improved (social and economic justice)Lebanon: The capacity of Diakonia's partners to integrate environment and conflict sensitivity in their work (where relevant) has been improved. (capacity development)Previous results:Reports often show results in terms of strengthened rights holders and increased capacity of partner organizations.The following examples show previous results in a few areas:Human rights: In Thailand five partner organizations assisted tens of thousands of stateless persons to obtain legal status. This means that they for example have the right to work and study, as well as to access rights-based services.Democracy: In Mali, partner organizations were trained in citizen budget monitoring and analysis of public policies. This has led to increased budgets for health and education in several municipalities. In one province all municipalities published their accounting in 2014, whereas in 2012 none of the municipalities did.Conflict and Justice: Seven partner organizations in Colombia, Honduras and Peru have increased their knowledge of the legal framework and have taken legal action, which in some cases resulted in the return to communities of pieces of land from extractive companies.T

The Olof Palme International C...enter (OPC) is the umbrella organisation for the Swedish Labour movement's international development cooperation and advocacy activities. With OPC's 27 member organisations (MOs) it co-operates with people and organisations throughout the World, with the purpose to achieve progressive development for democracy, equality and sustainability. Sida has a longstanding cooperation with OPC.In October 2019 OPC submitted a proposal to Sida under the Strategy for Support via Swedish Civil Society organisations for the period 2020-2024, and the Strategy for Sweden's for development cooperation with Myanmar 2018-2022. The overall objective of OPC's proposal is to achieve progressive development for democracy, equality and sustainability. The proposal includes nine programmes. The number of local partners organisations is approximately 120. The grand total budget for the five-year period is 613 MSEK (including own contribution), of which 486 MSEK is applied from the CSO Strategy, and 82 MSEK is applied from the Myanmar Strategy.By the following five political priorities the OPC and its partners contribute to poverty reduction,- Countering the threats to democracy and human rights - Advancing equality and worker's rights – building new alliances and pushing progressive politics - Sustainability through a just transition – countering climate change - Promoting peace and dialogue – mitigating armed conflict and social tensions - Opposing the backlash – increasing gender equalityThe applied budget from the CSO-strategy is an increase by 21%, compared to the last funding period 2016-2019. The reasons for the increase are: expanded operations in most regions, increased local presence in several regions, shift from project-based focus to supporting organisations, including core support, much more labour intense application of RBM due to the shift to adaptive management.Sida assess the proposal to be relevant to the CSO-strategy and the Myanmar Strategy. The proposed changes in the operations are assessed to be positive by Sida. Sida proposes that the OPC is granted to 458 000 000 SEK for the implementation of the programme for the period of 2020-2024. Of these funds, a total of 60 000 000 SEK is allocated for operations in Myanmar for the period 2020-2024.

This project aims to contribut...e to the equitable, effective and accountable allocation and use of public resources for health and agriculture in SADC countries by addressing social accountability in a systemic approach in strengthening the roles of relevant parliamentary committees, civil society organizations, smallholder farmer organisations and the media. The first phase of the project will focus on Malawi, Mozambique, Tanzania and Zambia.
