UNDP jointly with UNAIDS, UNOD...C and OHCHR had applied to the Embassy of Sweden for funding of 10 388 894 SEK to carry out the project Joint Action to Strengthen Human Rights in the Transnistrian Region of the Republic of Moldova II during 2016 -2018. The intervention will support the de facto authorities to address the recommendations formulated by Thomas Hammarberg in the Report on Human Rights in the Transnistrian Region of the Republic of Moldova conducted in 2013. The contribution aims to strengthen human rights in the Transnistrian region of the Republic of Moldova and is based on 4 components: 1) non-discrimination and social inclusion of children and adults with disabilities 2) enhancing gender equality and combating violence against women 3) support to improve prevention, treatment and care services for PLHIV, PWIDs and people in prison and 4) consolidation of a coordination and monitoring platform for Human Rights in TN.

Across Asia, Myanmar is one of... the countries which restricts the rights of LGBT people. The country has laws and policies that directly or indirectly discriminate against or criminalize people based on their sexual orientation or gender identity. Legally, people cannot change the gender they are assigned at birth. People who have intercourse and are considered by law to be of the same sex can technically be charged under section 377 of the penal code, a piece of colonial-era legislation that criminalizes unnatural sex. Because of the existence of this law, LGBT people are seen as criminals. Practically LGBT are more often targeted using the darkness law – another archaic decree that allows police to arrest people for acting suspiciously or being in a suspicious place. Additionally, the complex social and culture norms are intensified by the criminalization of same-sex sexual relations and also customary law enforcement practices. This shows that the LGBT and intersex persons are not only rejected legally but also further vulnerable through social constructs where they are seen as criminals and or deviants. Because of the discrimination, LGBT people are cut off from their families and find it difficult to get jobs. Further some trans gender people, in particularly lesbian women, may have worked in the sex industry where they are highly vulnerable. Since they are marginalized through legal framework, it becomes much harder to insist that their clients use condoms. This situation is one of the factors that drives the lesbian community underground, thus preventing them from enjoying their sexual and reproductive health and rights. This repressive legal environment also increases the vulnerability of the gay and transgender population to HIV infection. It makes it harder for HIV prevention programs to reach men having sex with men (MSM) and transgender (TG) populations. Recent data indicates that in Yangon and Mandalay HIV prevalence among MSM is among the highest in Asia (source: UNAIDS). The newly elected democratic government offers a chance for legal change, but so far the government has not made a public pronouncement on LGBT rights. However, there are movements for change across Myanmar, the LGBT community is mobilizing and there is now an incipient movement to claim equal rights for all citizens in Myanmar. There are now new opportunities for discussions among the LGBT community with an increase of social events, and campaigns to address discrimination. As this movement moves forward, the LGBT issues alongside the women's movement are building bridges and show that violence against transgender women is part of the impact of unequal gender relations, and that transgender rights are equally part of the gender and human rights movement. The &PROUD, a non-profit consortium together with Colors Rainbow, will govern the proposed project. This programme is implemented ...during a five-year period (as framework organizations may now apply for grants for longer periods than in the past in order to increase aid effectiveness) and it is based on Diakonia's global strategy for 2015-2020. It includes 21 country programs in Africa, Asia, Latin America and the Middle East, and six regional programs and a new global program for innovation in the area of social and economic justice. Diakonia is working through local civil society organizations for the overall goal to change unfair structures that generate and uphold inequality, oppression and violence and to work for fulfilment of the right of all people to live a life in dignity. In total 216 partner organizations are included in this application. Operations are focused on the following six areas: human rights (HR), democracy, equality, social and economic justice, conflict and justice, as well as capacity development of partners. What is new compared to the previous contribution is primarily the inclusion of several new regional programs in various areas as well as the global innovation program.Expected results:General expected results are formulated for the six areas. These are linked to the expected results for each program (i.e. by country / regional / global program), which in many cases consist of a selection of results that are identical to the general results. The results at the program level are concretized through indicators.Examples of expected outcomes, one from each region, in some common thematic areas are: Mali: Women's political participation has been strengthened at the local and national levels (democracy) Bolivia: Gender-based violence has decreased (gender equality) Bangladesh: The conditions for decent work and fair income have improved (social and economic justice) Lebanon: The capacity of Diakonia's partners to integrate environment and conflict sensitivity in their work (where relevant) has been improved. (capacity development)Previous results:Reports often show results in terms of strengthened rights holders and increased capacity of partner organizations.The following examples show previous results in a few areas:Human rights: In Thailand five partner organizations assisted tens of thousands of stateless persons to obtain legal status. This means that they for example have the right to work and study, as well as to access rights-based services.Democracy: In Mali, partner organizations were trained in citizen budget monitoring and analysis of public policies. This has led to increased budgets for health and education in several municipalities. This programme is implemented ...during a five-year period (as framework organizations may now apply for grants for longer periods than in the past in order to increase aid effectiveness) and it is based on Diakonia's global strategy for 2015-2020. It includes 21 country programs in Africa, Asia, Latin America and the Middle East, and six regional programs and a new global program for innovation in the area of social and economic justice. Diakonia is working through local civil society organizations for the overall goal to change unfair structures that generate and uphold inequality, oppression and violence and to work for fulfilment of the right of all people to live a life in dignity. In total 216 partner organizations are included in this application. Operations are focused on the following six areas: human rights (HR), democracy, equality, social and economic justice, conflict and justice, as well as capacity development of partners. What is new compared to the previous contribution is primarily the inclusion of several new regional programs in various areas as well as the global innovation program.Expected results:General expected results are formulated for the six areas. These are linked to the expected results for each program (i.e. by country / regional / global program), which in many cases consist of a selection of results that are identical to the general results. The results at the program level are concretized through indicators.Examples of expected outcomes, one from each region, in some common thematic areas are: Mali: Women's political participation has been strengthened at the local and national levels (democracy) Bolivia: Gender-based violence has decreased (gender equality) Bangladesh: The conditions for decent work and fair income have improved (social and economic justice) Lebanon: The capacity of Diakonia's partners to integrate environment and conflict sensitivity in their work (where relevant) has been improved. (capacity development)Previous results:Reports often show results in terms of strengthened rights holders and increased capacity of partner organizations.The following examples show previous results in a few areas:Human rights: In Thailand five partner organizations assisted tens of thousands of stateless persons to obtain legal status. This means that they for example have the right to work and study, as well as to access rights-based services.Democracy: In Mali, partner organizations were trained in citizen budget monitoring and analysis of public policies. This has led to increased budgets for health and education in several municipalities. In one province all municipalities published their accounting in 2014, whereas in 2012 none of the municipalities did.Conflict and Justice: Seven partner organizations in Colombia, Honduras and Peru have increased their knowledge of the legal framework and have taken legal action, which in some cases resulted in the return to communities of pieces of land from extractive c

Many commitments and progress ...have been made in the area of HIV and AIDS and SRHR in recent years. Despite this progress, however, some areas, and some key populations are still lagging behind and many individuals are still contracting HIV. Some examples of these areas are access to maternal health services, comprehensive sexuality education, reproductive health for young people, as well as access to SRHR for men who have sex with men, prostitutes and prisoners.Since 2002, Sweden and Norway have collaborated to provide support to regional efforts against HIV/AIDS, and, later, sexual and reproductive health and rights (SRHR), and the health of women, children and young people more generally. The majority of our partner organizations have identified advocacy as important to ensure accountability and to influence policies and attitudes. Our partner organizations use a variety of methods to influence decisions, but also to communicate and disseminate their experiences.Advocacy, based on evidence and experience, is an important tool to hold governments and others in power accountable for their commitments. It is also important to bring out the knowledge acquired through solid work by local and regional organizations and institutions.Based on these experiences, a need has been identified for stronger and more concerted efforts within advocacy. This is particularly important because the new development goals (Sustainable Development Goal) will be approved by the UN General Assembly later this year. In addition, a new global strategy for women, children and young people will be launched.To support the coordinated efforts in advocacy at local, national and regional levels in Africa, the Embassy is planning to hire a consultant. The consultant will continuously assist the regional HIV/AIDS Team for a period of 12 months.

UNDP work with the development... objective to strengthen Sexual and Reproductive Health and Rights in Sub-Saharan Africa and through this intervention, its overall intention will be to strengthen national and regional legal environments relating to HIV & SRHR to support the enjoyment of human rights of LGBT people, women and girls in Sub-Saharan Africa.The intervention has four specific objectives; 1) Strengthening the understanding of appropriate indicators and monitoring and evaluationprocesses that help promote accountability for implementation of human rights enablingactivities that arise from legal assessments,2) Strengthening the capacity of national governments to put in place legal environments that respect the rights of LGBT people and women and girls,3) Strengthening the capacity of regional and national civil society organizations includingcommunity-based groups to claim rights and advocate for strengthened national legalenvironments and4) Strengthening the capacity and leadership of regional economic communities to facilitate Member States to put in place legal environments that respect the rights of LGBT people and women and girls.Phase II is a follow up from the achievements of Phase I and will be implemented in 12 countries; Angola, Burkina Faso, Cameroon, Chad, DRC, Gabon, Ghana, Namibia, Lesotho, Mozambique, South Africa and Swaziland. In order to achieve the objective of Phase II the following main activities will be carried out; - Legal environment assessments will be carried out to inform legislative reform,- Legal Reviews of prevailing laws,- National dialogue which will incorporate input from Regional Economic Communities (REC's) and Civil Society Organization (CSO's) and support to national action planning processes on HIV & SRHR and the Law.The intervention will also supports judicial and Parliamentarian sensitization in order to promote access to justice through law enforcement. Legal services and legal/human rights literacy programs as well as Knowledge management will also be implemented through this intervention. The total cost of this intervention is 45 MSEK of which Sida is requested to fund 35 MSEK (80%) of its planned budget over a period of 3 years. UNDP will fund the remaining 10 MSEK (20%) the total Project budget.

Under the operations, three main programs are implemented, the Grantmaking Programme, the Capacity Support Programme, and the Pan-African Engagement Programme, under which UHAI is providing financial support to local and grassroots LGBT- and sex worker organisations. These financial contributions are accompanied by UHAI's capacity strengthening and technical support through different capacity building programs. UHAI also provides different space and convenings for their partner organisations and individual LGBTI and sex worker activists to meet, network and share experiences, in order to together strategise in advocacy work on national, regional and international level.

Diakonia frame 2016-2020
|
This programme is implemented ...during a five-year period (as framework organizations may now apply for grants for longer periods than in the past in order to increase aid effectiveness) and it is based on Diakonia's global strategy for 2015-2020. It includes 21 country programs in Africa, Asia, Latin America and the Middle East, and six regional programs and a new global program for innovation in the area of social and economic justice. Diakonia is working through local civil society organizations for the overall goal to change unfair structures that generate and uphold inequality, oppression and violence and to work for fulfilment of the right of all people to live a life in dignity. In total 216 partner organizations are included in this application. Operations are focused on the following six areas: human rights (HR), democracy, equality, social and economic justice, conflict and justice, as well as capacity development of partners. What is new compared to the previous contribution is primarily the inclusion of several new regional programs in various areas as well as the global innovation program.Expected results:General expected results are formulated for the six areas. These are linked to the expected results for each program (i.e. by country / regional / global program), which in many cases consist of a selection of results that are identical to the general results. The results at the program level are concretized through indicators.Examples of expected outcomes, one from each region, in some common thematic areas are: Mali: Women's political participation has been strengthened at the local and national levels (democracy) Bolivia: Gender-based violence has decreased (gender equality) Bangladesh: The conditions for decent work and fair income have improved (social and economic justice) Lebanon: The capacity of Diakonia's partners to integrate environment and conflict sensitivity in their work (where relevant) has been improved. (capacity development)Previous results:Reports often show results in terms of strengthened rights holders and increased capacity of partner organizations.The following examples show previous results in a few areas:Human rights: In Thailand five partner organizations assisted tens of thousands of stateless persons to obtain legal status. This means that they for example have the right to work and study, as well as to access rights-based services.Democracy: In Mali, partner organizations were trained in citizen budget monitoring and analysis of public policies. This has led to increased budgets for health and education in several municipalities. In one province all municipalities published their accounting in 2014, whereas in 2012 none of the municipalities did.Conflict and Justice: Seven partner organizations in Colombia, Honduras and Peru have increased their knowledge of the legal framework and have taken legal action, which in some cases resulted in the return to communities of pieces of land from extractive c
