To support civil society organ...izations (CSOs) of women to work together as agents of change in favor of inclusive public policies and good governance with regard to gender equali-ty. The low number of women CSOs and the even smaller number of CSOs that specifically address gender issues is a picture of the persistent inequality between men and wom-en in the Angolan context. As gender inequality reaches women disproportionately, this project proposes a specific empowerment work with a focus on young women. In order to achieve the general objective, the purpose of the project is to improve the technical capacities of young women and strengthen cooperation to work together for the dissemina-tion of gender equality and coping with gender violen

Governance for Growth (GfG) - ...Phase II
more
|
The Governance for Growth (GfG...) program was established in 2006 as a partnership between the Government of Australia (GoA) and Government of Vanuatu (GoV), with the goal of supporting the GoV to achieve its objectives under the Priorities and Action Agenda 2006-2015, namely to create an educated, healthy and wealthy Vanuatu. It's purpose is to generate economic growth and improve service delivery through good governance. the program is a ten year program divided into two implementation phases. The first phase ended in July 2012. The GfG is highly regarded by GoA and GoV. Funding of this initiative is for Phase 2 and the focus of Phase 2 will primarily remain unchanged from phase 1 by supporting the GoV to establish and mature economic and governance reforms in telecommunications, energy, transport, public financial management, tourism and urban development. The total value of this initiative is $22.6 million over 5 years, starting 2011-12.

International Finance Facility... for Immunisation
more
|
Funding under this initiative ...provides support to GAVI Alliance's International Finance Facility for Immunisation (IFFIm) to help low-income countries strengthen their health systems to deliver better immunisation services to their people. IFFIm is an innovative finance mechanism that generates additional resources for immunisation by selling bonds on capital markets underwritten by long-term (15 to 20 year) donor commitments. Funds raised by IFFIm will help countries train health workers, buy essential drugs, and provide basic maternal and child health services. Australia's contribution is valued at $32.4 million over 5 years, starting 2010-11.

million; Actual: US$ 8.5 million): This component aimed to build capacity of the various national and local level
government units in developing and implementing HIV /AIDS interventions. For the Ministry of Public Health, support
was planned for information and education communications, voluntary counseling and testing, and surveillance
systems. For the key ministries (identified as Communication, Justice, National Defense and Reinsertion, Interior,
Education, and Social Action/Family), this component would support implementation of ministry -specific action plans
targeting priority vulnerable groups .
2. Strengthening the Social Fund for Grants and Micro -credits (Appraisal: US$ 8.87 million; AF: US$ 7.5 million;
Actual: US$ 16.4 million): This component aimed to support the activities of the Social Fund (FOSAP), which

condom distribution; targeted information and education campaigns; income generation; psycho -medical and social support for people living with HIV/AIDS; care for HIV/AIDS orphans; voluntary counseling and testing; prevention of
mother-to-child transmission of HIV; and promotion of modern contraceptives .
3. Support to Social Marketing (Appraisal: US$ 4.04 million; AF: US$ 5.0 million; Actual: US$ 7.7 million): This
component aimed to support an established NGO (MASOCOT) in marketing condoms and rehydration salts, as well
as to expand the program to new products such as insecticide -treated bed nets and oral contraceptives .

provided support for coordinating and managing the project through the project coordination unit .
Additional Financing for the original project was approved in May 2010, with the following revisions to the above
components:
1. Strengthening the Capacities of the Key Ministries : Support was increased to the health sector, in recognition of
its critical role in combatting HIV/AIDS, while other sector-specific support was reduced to three key ministries
(Education, National Defense, and Public Security ). In particular, support was increased in the health sector for
deployment of mobile teams to reach remote areas with maternal and child health services .
2. Strengthening the Social Fund for Grants and Micro -credits: Micro-credit activities were dropped due to lack of
results.
3. Support to Social Marketing: The social marketing activities were dropped as the activities were now being
supported by the Global Fund and KfW . A new results-based financing pilot was introduced in two regions to
improve maternal and child health outcomes . A performance purchase agency (Project Paper for the Additional
Financing, page 8) was contracted to implement a results -based payment program with local health centers, based
on delivery of a defined set of maternal and child health services . Upon verification of results (including through
random household checks), the health center would receive bonus payments .
4. Support to the Declaration of Population Policy : The geographic scope of this component was expanded to cover

1. Strengthening the Capacitie...s of the Key Ministries (Appraisal: US$ 6.57 million; Additional Financing (AF): US$ 1.4
million; Actual: US$ 8.5 million): This component aimed to build capacity of the various national and local level
government units in developing and implementing HIV /AIDS interventions.
2. Strengthening the Social Fund for Grants and Micro -credits (Appraisal: US$ 8.87 million; AF: US$ 7.5 million;
Actual: US$ 16.4 million): This component aimed to support the activities of the Social Fund (FOSAP), which
provided grants to local NGOs for HIV/AIDS and population activities, as well as micro -credits to women and
women's associations for income-generation activities. Activities to be financed by the Social Fund included :
condom distribution; targeted information and education campaigns; income generation; psycho -medical and social support for people living with HIV/AIDS; care for HIV/AIDS orphans; voluntary counseling and testing; prevention of
mother-to-child transmission of HIV; and promotion of modern contraceptives .
4. Support to the Declaration of Population Policy (Appraisal: US$ 3.45 million; AF: US$ 0.1 million; Actual: US$ 3.13
million): This component aimed to support the Division of Population in implementing the National Population Policy .
Support would focus on prioritizing interventions with greatest impact on reproductive health and population growth
outcomes; building capacity of the Division of Population; conducting information and education campaigns; and
operational research.
5. Project Management (Appraisal: US$ 1.64 million; AF: US$ 6.0 million; Actual: US$ 7.18 million): This component
provided support for coordinating and managing the project through the project coordination unit .
4. Support to the Declaration of Population Policy : The geographic scope of this component was expanded to cover
a greater number of districts. (TCD P072226.IDAH5980.crs3 Second Population and AIDS Project p.1-2)

HEALTH SYSTEM REFORM PROJECT
|
Health System Reform Project
|
The Health System Reform Proje...ct aims to extend, and improve health care coverage, and quality, through implementation of the country's health reform strategy. The project components will: 1) develop strategies, programs, and systems needed to achieve regulatory, and institutional development, resource allocation objectives, financial sustainability, and health service delivery. Local and foreign technical assistance will be financed, as will information systems, equipment, and training. Monitoring and evaluation should support innovative health delivery models for the government to build on, and fine tune results, and, will assess as well the impact of project activities on indigenous populations. In addition, assistance to strengthen HIV/AIDS/STI surveillance systems, and improvements in blood banks will also be provided; 2) establish the linkage between policy objectives identified in the Policy Activity Schedule (PAS), and implementation of investments and innovative management changes. To this end, subprojects will extend coverage for the Honduran Social Security Institute and the Ministry of Health, focusing support on the expansion of integrated care models. Evaluation of the PAS will be carried out through three policy program reviews, to monitor progress, and assess compliance with policy changes; and, 3) finance project management and administration costs, namely technical assistance and consultants, office equipment and computerization, supervision and advisory services.

Technical Education Vocational... & Entrepreneurship Training (TEVET) Development Program Support Project
more
|
The Technical Education Vocati...onal and Entrepreneurship Training (TEVET) Development Program Support Project aims to develop a system that has the potential to improve skills for both the formal and informal sectors of the economy through creating a high-quality, sustainable, demand-driven, and equitable training system. The project consists of nine components. 1) It will establish an overall Program Steering Committee to approve annual work programs and budgets and receive reports on implementation. 2) This component will establish a Training Fund, which will test the demand for, and the effectiveness and efficiency of, both pre-employment training as well as employer-based training. 3) This component will develop managerial capacity to coordinate the operation and financing of the TEVET system, and provide support to trainers. 4) This component will support curriculum development by the training institutions. 5) This component will finance public and private training institutions in developing and implementing approaches to training services aimed at enhancing the dynamism and economic viability of the informal sector. 6) This component will assist each level of institution in developing decentralized, human resources development plans as a part of a business plan. 7) An information system will be set up. 8) This component will support rehabilitation of facilities and equipment. 9) The impact of HIV/AIDS on supply and demand will be studied.
