The purpose of this program is... to: provide care and support services to HIV positive individuals not yet eligible for ART; maximize the quality of life for the patients and their families; reduce the risk of onward HIV transmission to others; and implement comprehensive management of palliative care (PC) and other chronic conditions in line with the Primary Health Care re-engineering/revitalization. The new award will address key goals for PC scale up, including: 1) Continued TA for the scale up of the Integrated Access to Care and Treatment program; 2) Identification and implementation of gaps in PC; 3) Incorporation of PC into the public health care system with a specific focus on PHC; 4) Support for NDOH initiatives addressing PC-related policy and legislation, especially with regards to access to essential PC medicines; 5) Strengthening of PC-related educational and training initiatives, including curriculum development and implementation for health care professionals focusing at the PHC level; and 6) Support for existing collaborations, with a specific focus on community level, to sustain programs that complement facility-based PC service delivery.

Ugandas National Tuberculosis ...and Leprosy Control Program TRACK Tuberculosis Activity (TRACK TB) is a five-year cooperative agreement begin implemented by Management Sciences for Health alongside three partners: the Makerere University School of Public Health in Uganda; the AIDS Information Centre/Uganda; and the Curry International Tuberculosis Center (CITC) at the University of California in San Francisco. The projects goal is to increase TB case detection and treatment success rates to meet national targets for reducing the burden of tuberculosis, multidrug resistant TB (MDR-TB) and TB/HIV co-infection.

The NGO Health Service Deliver...y Project (NHSDP) supports the provision of primary and curative care to a catchment population of 22 million through a nationwide network of 350 non-government organization (NGO) clinics. Specifically, using FY2014 funds, NHSDP will provide performance based grants to network NGOs to enable them to expand coverage, increase equity, and improve management practices and the quality of services delivered. Further, NHSDP will strengthen the capacity of a subset of clinics to enable them to provide higher level, specialized care, such as emergency obstetric and neonatal care. Finally, NHSDP will provide institutional strengthening to two large NGOs that were recently awarded direct USAID grants.

The Clinical and Community HIV.../AIDS Services Strengthening (CHASS) project is designed to improve the quality, coverage and effectiveness of high-impact, evidence-based HIV/AIDS interventions in four provinces in Mozambique: Manica, Niassa, Sofala and Tete. The project, which is funded by the U.S. Agency for International Development (USAID), works to ensure that the right HIV/AIDS interventions are implemented at the right time and in the right places, to contribute to the goal of controlling the country’s HIV epidemic.
CHASS will pursue these objectives across all four provinces:
Increase coverage of antiretroviral treatment (ART) to 90 percent
Increase retention of patients on ART to 80 percent at 12 months and 70 percent at 36 months
Increase the average CD4 count at initiation of ART from 350 to 500 cells per cubic millimeter
Complete tuberculosis treatment for 90 percent of patients with HIV who are diagnosed with tuberculosis
Operationalize viral load testing
In partnership with local organizations, district health teams, provincial health teams and the Ministry of Health, CHASS combines innovation, technical capacity strengthening of health facilities and community-based organizations, direct support for quality and integrated HIV/AIDS service delivery, and health systems strengthening at provincial and district levels. In line with USAID Forward principles, CHASS places more emphasis on technical assistance to the host government and local organizations to enhance local ownership of the national response. Additionally, the project supports the expansion of HIV prevention and treatment services in high-prevalence areas and among high-risk population groups. This approach aims to close existing coverage gaps and increase access by saturating services in districts and communities where HIV prevalence and unmet need are high.
FHI 360 is the prime partner of the initiative, which includes partnerships with Howard University, departments and agencies within the Mozambique Ministry of Health, and several regional and national nongovernmental organizations.

PEPFAR: HIV/AIDS - Basic healt...h care and support, which includes: all clinic-based and home/community-based activities for HIV-infected adults, children, and their families that are aimed at optimizing the quality of life for HIV-infected clients and their families throughout the continuum of illness by the means of symptom diagnosis and relief, psychological and spiritual support, clinical monitoring, related laboratory services and management of opportunistic infections (excluding TB) and other HIV/AIDS-related complications (including pharmaceuticals), and culturally-appropriate end-of-life care. The USAID Community Care Progr...am (CCP), formerly the Community Care HIV/AIDS Services Strengthening Project (ComCHASS), is funded by the U.S. Presidents Emergency Plan for AIDS Relief through the U.S. Agency for International Development. The program is implemented using a family- and community-based approach to strengthen the Mozambican response to the HIV/AIDS epidemic in seven provinces. FHI 360 provides technical assistance in grant making and administration in support of nongovernmental organizations, civil society organizations and other stakeholders working to strengthen community-based care and support for people living with HIV, orphans and vulnerable children and pre- or postpartum women. FHI 360s activities include training, technical assistance, monitoring and evaluation, procurement, extensive and intensive mentoring, capacity building, supportive supervision, and financial and program monitoring.
