Component 1: Strengthen SADC B...eneficiary Countries and Sao Tome and Principe capacity to respond to COVID-19 Pandemic. 4.2.2 This assistance will support the procurement and distribution of medical supplies and equipment (laboratory equipment and supplies including testing kits, personal protective equipment and case management equipment (including non-invasive ventilators). The intervention will finance the procurement of COVID-19 related medical commodities, including personal protective equipment (PPE), for frontline health care workers, laboratory technicians, cleaning staff, burial personnel and others that may come in contact with infected persons or contaminated materials. The support under component 1 will also include training in the use of the equipment and supplies procured for relevant front-line workers. Capacity will be built to cover areas of surveillance, case management, infection prevention and control. It is expected that the main outcome of these interventions will be strengthening national public health systems for emergency preparedness and response.
Component 2: Reinforce Regional Coordination of SADC Member States’ mitigation measures against the regional spread of COVID-19.
4.2.3 The intervention will entail coordination of all interventions supported under this project by the SADC Secretariat. These include ensuring continued screening of all persons after re-opening of international airports, seaports and major land crossings, for potential illness consistent with COVID-19 infection, as well as collating and sharing data on the pandemic among regional member countries. Activities under this component, which will include dialogue among member countries entails: (i) coordinating the testing of COVID-19 at the border posts once the countries start reopening the border posts; (ii) coordinating dialogue meetings between RMCs on gradual reopening of the border posts; (iii) preparing surveillance information materials, guidelines and information needs based on WHO protocols including preparation and dissemination of guidelines and standard operating procedures (SOP) for quarantine and testing facilities; (iv) collating and sharing data on the pandemic among regional member countries, and (v) production of reports, which will be submitted to the Bank. The SADC Secretariat will work in collaboration with the Africa CDC in the delivery of capacity building among Beneficiary Countries.
