The Prime Minister established... the UK Vaccine Network in June 2015 to ensure that the UK was at the forefront of the global fight against future disease outbreaks. The UK Vaccine Network has identified a range of human diseases with epidemic potential in low and middle income countries (LMICs) for which the development of Vaccine Products is a priority. The Department of Health and Social Care collaborated with the Biotechnology and Biological Sciences Research Council and the Medical Research Council, both arms' length bodies of the Department of Business, Energy and Industrial Strategy, in running the 2016 competition which aims to support vaccine research to tackle UKVN-identified priority pathogens. This competition was wholly funded by Official Development Assistance and therefore projects must be primarily for the benefit of LMICs. The successful projects are being managed by the National Institute for Health Research. The Department of Health and Social Care made around £12 million available to fund six successful projects.This funding supports six projects seeking to develop candidate vaccines and vaccine platform technologies at late preclinical and early clinical stages against pathogens with epidemic potential in low and middle income countries. The UK Vaccine Network has identified 12 pathogens as a priority: Chikungunya, Crimean-Congo Haemorrhagic Fever, Ebola, Hantavirus, Lassa, Marburg, Middle East Respiratory Syndrome, Nipah, Plague, Q Fever, Rift Valley Fever and Zika. The aim of this funding is to progress the development of vaccines for these priority diseases, ultimately to support an effective and rapid response during future outbreaks of disease.

Fleming Fund pilot project to ...build an antimicrobial resistance (AMR) reference laboratory and support an AMR surveillance network in Vietnam. The Vietnam pilot project aimed to: 1. Develop an AMR reference laboratory including setting up the required infrastructure and recruitment and training of a surveillance team and; 2. Develop a national AMR surveillance programme. As a result of this work, Vietnam has developed its first stage of laboratory infrastructure at the National Hospital of Tropical Diseases in Hanoi. Equipment has been installed, staff recruited and trained, and surveillance networks strengthened.

Through the Global AMR Innovat...ion Fund (GAMRIF), the UK Department of Health and Social Care (DHSC) has invested £20 million over three years in Boston University's Combating Antibiotic Resistant Bacteria Accelerator (CARB-X), which is a non-profit, multi-donor international partnership that supports innovative early product research and development focused on the most dangerous drug-resistant bacteria. This contribution invests in high-value, innovative research to accelerate the development of products to reduce the harm from drug-resistant infections. The aim of this project is to invest in high-value, innovative research to accelerate the development of products up to and including Phase I to reduce the harm to human health, welfare and economic growth from drug-resistant infections. In particular, the programme focuses on prevention (including vaccines) and alternatives to antibiotics for humans as primarily and directly relevant to people in low- and middle-income countries (LMICs).

Through the Global AMR Innovat...ion Fund (GAMRIF), the UK Department of Health and Social Care (DHSC) holds a bilateral partnership with Argentina to support research to tackle antimicrobial resistance (AMR) in agriculture and the impact on the environment. Successful projects are a partnership of UK research organisations with Argentinian research organisations. The competition and partnership will be delivered in the UK by the Biotechnology and Biological Sciences Research Council (BBSRC) in partnership with the Natural Environment Research Council (NERC), both part of UK Research and Innovation (UKRI). In Argentina, this programme is delivered and matched-funded on a resource basis by the National Scientific and Technical Research Council (CONICET).The aim of this partnership is to generate new knowledge and provide a deeper evidence base that can help to inform policy to reduce the impact of drivers of AMR in the environment from agricultural sources as applicable to Argentina and similar low- and middle- income countries (LMICs) such as emerging economies. This includes research towards the development of theoretical frameworks for surveillance and reporting on AMR and antibiotics, and research towards the development of strategies for manure, slurry and waste management. This research programme will produce outputs that translate research into policy, such as policy briefings or best practice position papers for LMICs.

InnoVet-AMR aims to develop new animal vaccines and other innovations to fight AMR in livestock (swine and poultry) and aquaculture production, for the benefit to low- and middle-income countries (LMICs). Through InnoVet-AMR, IDRC and DHSC aim to achieve two main objectives: (1) support research that will identify innovative veterinary solutions, including vaccines and alternative solutions, to reduce the use of antimicrobials in livestock and aquaculture operations in LMICs; (2) build effective partnerships to better coordinate discovery, development and sustainable delivery of affordable innovative veterinary solutions to reduce the use of antimicrobials in livestock and aquaculture operations in LMICs.

The UK will provide £16 milli...on over a 5 year period (2016 – 2021) to strengthen international efforts to improve global health security, through increased compliance with the International Health Regulations (IHR). UK funding will contribute to action at national, regional and global, levels and lead to measurable strengthening of public health systems in up to 5 countries.The project will enable scientific and technical capability to be mobilised for increased international engagement, significantly scaling up UK capacity to respond to WHO and country demand for support on IHR. The project will also aim to develop sustainable institutional linkages, through development of long term partnerships and professional relationships at country and regional level. This will enhance global, and country level health security and strengthen UK preparedness and capacity to respond to future threats. It will provide technical expertise to support and enhance WHO's IHR strengthening efforts globally, particularly with Joint External Evaluation and National Action Planning activities. It will also provide targeted support to 5 countries (Ethiopia, Nigeria, Sierra Leone, Pakistan and Myanmar). Through regional support to WHO, technical expertise will extend global health security capacity building across Africa, working with WHO to reach countries that may otherwise be neglected in terms of donor support. This will strengthen regional resilience networks for prevention, detection and response to future outbreaks.Over the course of this project the UK will work closely with the World Health Organization (WHO) to help it fulfil its leadership role in implementing the IHR and in responding to global public health emergencies. The project will work intimately with national governments, development partners and with regional and sub-regional agencies to deliver its support. This support will be coordinated with support from other donors, ensuring it adds value and is sustainable, identifies and responds to gaps, complements support from others and aligns behind nationally identified priorities. Implementation of UK support will be led by Public Health England, but may include contracting and working through UN agencies where appropriate and where this will maximise value for money.

The International Health Regul...ations (IHR) are an international legal instrument that is binding on 196 countries across the globe, including all the Member States of WHO. Their aim is to help the international community prevent and respond to acute public health risks that have the potential to cross borders and threaten people worldwide.
The IHR, which entered into force on 15 June 2007, require countries to report certain disease outbreaks and public health events to WHO. Building on the unique experience of WHO in global disease surveillance, alert and response, the IHR define the rights and obligations of countries to report public health events, and establish a number of procedures that WHO must follow in its work to uphold global public health security.

Through the Global AMR Innovat...ion Fund (GAMRIF), the UK Department of Health and Social Care's (DHSC) UK-China research competition supports new innovations to address antimicrobial resistance (AMR) in both humans and animals, which together constitute a significant threat to human health. Successful projects are a partnership of UK companies and research organisations with Chinese companies and research organisations. £10 million of UK aid funding was awarded to UK researchers through DHSC's delivery partner Innovate UK, with the Chinese Ministry of Science and Technology (MoST) providing funding for the Chinese partners who will receive up to a total of 60 million RMB. The research outputs of these partnerships are intended to benefit people in low- and middle-income countries (LMICs) around the world.The aim of this partnership is to support novel research projects that will develop the use of cutting-edge solutions to tackle critical issues of AMR in humans and animals and other LMICs. This includes solutions that will: - explore opportunities from Traditional Chinese Medicine for the treatment and/or prevention of infectious diseases in humans and animals - advance the discovery of new agents, including small molecule drugs, vaccines, antibodies and other biological products - identify new agents that increase feed energy conversion in livestock without using antibiotics or hormones - use modelling and clinical studies to maximise the clinical utility of current antibiotics - improve diagnostic capabilities for the diagnosis, treatment selection and surveillance of bacterial infections and antibacterial resistance

The UK Public Health Rapid Sup...port Team has been established with the purpose to research and investigate possible or known disease outbreaks in Official Development Assistance (ODA) eligible countries and to help control such threats before they might become a national or international health emergency. The project has the primary purpose of ensuring that the United Kingdom has a standing capacity of multidisciplinary public health professionals and researchers that can be ready to deploy within 48 hours to a possible or known disease outbreak in a country that is eligible for ODA, as defined by the Organisation for Economic Cooperation and Development (OECD).The UK Public Health Rapid Support Team (UK-PHRST) has the following main objectives: 1) Within ODA eligible countries to support the rapid investigation and response to disease outbreaks at source, with the aim of stopping a public health threat becoming a health emergency. 2) Conduct rigorous research to aid epidemic preparedness and response and improve future response. 3) Generate an evidence base for best practice in disease outbreak interventions within ODA eligible countries. 4) Train a cadre of public health reservists for the UK-PHRST who can be rapidly deployed to respond to disease outbreaks. 5) Build capacity in-country for an improved and rapid national response to disease outbreaks and contribute to supporting implementation of the International Health Regulations (IHR).

UK-PHRST consists of public he...alth experts, scientists, academics and clinicians ready to respond to urgent requests from countries around the world within 48 hours to support them in preventing local disease outbreaks from becoming global epidemics.
Informed by surveillance data, the UK-PHRST deploys on behalf of UK Government in response to requests from low- and middle-income countries, as well as with the WHO (World Health Organization) and the Global Outbreak and Response Network (GOARN).
The UK-PHRST has previously deployed members to Ethiopia (outbreak of Acute Watery Diarrhoea) and Nigeria (Meningitis outbreak). These deployments were under the World Health Organization’s Global Outbreak and Response Network (WHO GOARN).
The core team consists of:
• epidemiologists (experts in tracking the progress of an outbreak)
• clinical researcher (developing the best clinical response measures)
• social scientist (community responses to outbreaks)
• microbiologist (diagnosing the cause of an outbreak)
• data manager, analyst, systems expert
• infection prevention and control expert (advising on outbreak control measures)
• logistician
The consortium of research institutions includes the University of Oxford and King’s College London as academic partners.

The former Prime Minister esta...blished the UK Vaccine Network in June 2015 to ensure that the UK was at the forefront of the global fight against future disease outbreaks. The UK Vaccine Network has identified that alongside the need for Vaccine Products, there is also a need for the development of epidemiological models, and for tools and technologies to assist with the deployment and clinical trialling of vaccines in outbreak situations in low and middle income countries. The Department of Health and Social Care worked alongside the National Institute for Health Research to run a research competition to fund such research. The call was open to all eligible researchers that could demonstrate that their work was within the scope of the call and would positively support the welfare and economic development of countries on the OECD DAC list. The Department of Health and Social Care made up to £5 million available to run the competition and fund successful projects, under the provisions of the International Development Act 2002. Five successful projects have been awarded a research contract.This funding supports projects seeking to develop epidemiological models, tools and technologies to assist with the deployment and clinical trialling of vaccines in outbreak situations in low and middle income countries (LMICs) on the Development Assistance Committee (DAC) list. The call was split into two parts: (1) Optimal Deployment of Vaccines in Outbreak Situations, in which one project has been awarded a £1.5m research contract to develop rigorous models for how priority diseases could spread in an outbreak setting. Desired outcomes for this project are trial designs, methodologies and optimal approaches for how both unlicensed and licensed vaccines could be deployed to support response to an outbreak pathogen; and (2) Development of other tools, technologies and methodologies to assist epidemiological work in outbreak settings. Under this section four projects have been awarded a total of £2.7m. Desired outcomes for this work include the development of technologies that would assist with the epidemiological assessment and response to disease outbreaks. Publication of scientifically robust research results from all projects will also be encouraged.

The Fleming Fund helps low- an...d middle-income countries to fight antimicrobial resistance. A management agent has been appointed to deliver: country grants in up to 24 low- and middle-income countries, regional grants in West Africa, East and Southern Africa, South Asia and South East Asia, and a global fellowships programme. These initiatives aim to improve laboratory capacity and diagnosis as well as data and surveillance of antimicrobial resistance (AMR).Through the country and regional grants and the fellowships programme the Fleming Fund will: build laboratory capacity for diagnosis; collect data on drug resistance, drug quality, drug use and the burden of disease associated with AMR; enable the sharing of data relevant to AMR locally, regionally, and internationally; encourage the application of data to promote the rational use of antimicrobials; shape a sustainable system for AMR surveillance and data sharing; and increase national leadership in addressing AMR.

Applicants that are successful at RIGHT Stage 1 and invited to submit a Stage 2 application are eligible for a PPDA, subject to satisfactory submission of a PPDA application. Not all Stage 2 applicants awarded a PPDA go on to secure RIGHT programme funding. The Department of Health and Social Care is collaborating with Innovate UK (an arms' length body of the Department of Business, Energy and Industrial Strategy) in running this competition. Innovate UK has considerable expertise in running competitions of this nature. The competition was open to all organisations that were able to demonstrate that their product or work has a realistic route to market, whether in the short or long term, and is primarily for the benefit of low and middle income countries. Successful projects were awarded a research contract wholly funded by the Department of Health and Social Care and administered by Innovate UK. The Department of Health and Social Care made up to £11,323,617 available to run the competition and fund the successful projects.This competition supports projects seeking to develop vaccines, vaccine platform technologies and manufacturing technologies that will enable an effective, rapid response during future outbreaks of diseases of epidemic potential in low and middle income countries. The UK Vaccine Network has identified 12 pathogens, which are of particular concern in LMICs, as a priority. The pathogens are: Chikungunya, Crimean-Congo Haemorrhagic Fever, Dengue Virus, Ebola, Hantavirus, Lassa, Marburg, Middle East Respiratory Syndrome, Nipah, Plague, Q Fever, Rift Valley Fever and Zika. Following the initial stage of funding, successful projects were invited to apply for follow on funding. Four projects received this to undertake later stage, including early stage clinical, work.
