L2477The Project has three pri...ncipal thrusts to support research and data collection, institutional development, and infrastructure investment. It comprises three components: Component 1 covers the rehabilitation, expansion, and development of water and sanitation infrastructure for major towns in the northwestern dry zone (Chilaw, Mannar, Puttalam, and Vavuniya), including urban and periurban water supply, and septage management and sanitation. Component 2 provides the foundations to (i) support decentralization of service delivery functions to regional offices; (ii) improve water resource management, coordination, and planning ability; and (iii) increase public awareness. Component 3 is designed to strengthen institutional capacity for project management and implementation activities.L2977The proposed project (the Project) to be funded through additional financing of $40 million from ADB s special fund resources will not change the scope of the original project. The Project will supplement funding of the original project to meet cost overruns to ensure that safe drinking water and sanitation services are provided to the four urban areas of Chilaw, Mannar, Puttalam, and Vavuniya and to achieve the full impact envisaged under the original project. The reasons for the cost overruns are (i) original estimates were based on feasibility studies in 2007 and not on detailed designs, (ii) increase in cost 2008 estimates caused by price escalations between 2009 and 2011 , (iii) increase in distribution pipe diameters to cater for future population growth, and (iv) enhanced water treatment improvements for rehabilitation works at the Chilaw and Puttalam water treatment plants. There will be no changes to the sanitation infrastructure and existing arrangements under the original loan will be followed. The closing date of the Project is December 2016, which will be synchronized with the original project after extension of closing date of the original loan .

Support to the adolescent sexu...al and reproductive health and rights including HIV and AIDS, hand over of previous support from UNFPA to Govt of Mozambique. This is a national programme carried out in all the provinces. Review of previous support carried out Aug/Sept 2007. Gender equality is essential to the success of the programme, which focuses on men in relation to women's SRHR. Increased number of condoms and other contraceptives will have increased focus in the programme.New review will be carried out during first half of 2010. Coopertiton between Ministries of Educaiton- , Healt- , Youth&Sport, on both national, provincial and district level. The program also cooperate closely with NGO's (MONASO, Pathfinder, FDC). Funding is being canneld through UFNPA. Bilateral donors contributing are Denmark, Norway and Sweden. Reducción de la mortalidad materno-infantil a través de la mejora de las condiciones socio-sanitarias de las mujeres y de los/as niños/as de la zona rural de Bingerville y apoyo nutritivo a los recién nacidos de madres VIH+ en Yamoussoukro, Bélier (Costa de Marfil). :: El objetivo de este proyecto es reducir la mortalidad materno-infantil de la zona rural objeto de actuación, mejorando la salud de mujeres y niños, a través de la prevención y atención socio sanitaria de proximidad. También se manifestará mediante la reducción de la tasa de transmisión de lactantes nacidos de mujeres infectadas por el VIH. Para ello, se harán campañas de sensibilización a la población sobre la prevención de enfermedades transmisibles, hábitos de higiene y malnutrición infantil, se hacen entrega de mosquiteras a la población, se impartirá atención sanitaria a lactantes, menores y mujeres embarazadas, se hará entrega de suplementos nutricionales, y se capacitará al personal sanitario sobre el cuidado de mujeres embarazadas portadoras de VIH y lactantes de madres VIH+. Además, se hará entrega de leche de sustitución para el destete prematuro de recién nacidos de madres portadoras de VIH.

UNESCO has applied for funds t...o support an extention of the 'Strengthening HIV prevention amongst young people through promoting comprehensive sexuality education in Eastern and Southern Africa Project' , to increase the implementation period to 12 months from 1 January 2016 to 31 December, 2016. The purpose of the project is to increase children and young people's knowledge on sexual and reproductive health and rights through access to high quality comprehensive sexuality education that is gender transformative, evidence informed and age and culturally appropriate. UNESCO has requested for a total amount of MSEK15. The proposal is to support the expansion and strengthening of activities that have been undertaken from 2012 to 2015. The activities are expected to bring an important information and knowledge gap that is essential for young people to address the sexual and reproductive health needs as well as make important decisions regarding their sexuality. The project which has been implemented since 2012 was designed to offer support to 10 countries in total to carry out specific activities according to each country's needs. Two countries were added to the project during 2015. The conceptual framework of the project is such that it operates on five (5) key dimensions of project implementation, which are expected to lead to the achievement of the overall project objective which is 'increasing children and young people's knowledge on sexual and reproductive health and rights through access to high quality CSE that is gender transformative, evidence informed and age appropriate'. The project has thus far been working towards securing high level political support for the provision of CSE in the education sector and mostly through activities of the ESA commitment; to strengthen policies and systems for the delivery of CSE at school level by building the capacity of the stakeholders in the education sector to plan, manage and monitor CSE programmes adequately; mainstreaming CSE in curricula; increasing capacity of the teachers within the education sector to deliver CSE programmes confidently; and engaging communities through community engagement programmes. During the extension period, UNESCO has proposed focusing only on four of the five objectives of the project, thereby leaving out objective three which was focusing on curricula development which most countries have been able to progress well with. UNESCO will during this extension period also carry out a project evaluation which had not been planned for in the earlier project period. This will provide an opportunity to make an assessment of the achievements of the project and to position this work in other regional interventions on SRHR. SAT has applied to Sida for fu...nding of 53 million SEK to implement their regional strategy Comprehensive, Equitable and Inclusive: Girls, Adolescents and Young women in Systems for Health, a SAT Strategy 2016-2021 during 2016-2018. In this decision it is suggested that the Embassy supports the programme with 46 million SEK over the period, with a distribution of 23 MSEK per year. The overall goal of the intervention is to improve health and well being of girls, adolescents and young women in more equitable and inclusive systems for health. This aims to be achieved through the following outcomes:1) Strengthened models of health interventions that improve the SRHR and well-being of girls, adolescents and young women2) Increased participation of communities, young people and women in systems for health3) A supportive environment where girls and women can realise their rights and wellbeing4) Partnerships of government and civil society that use data on gender and health for improved health and health systemsThe expected outcomes and the objectives of the intervention are fully in line with the Swedish strategy for sexual and reproductive health and rights (SRHR) in sub-SaharanThe intervention's total budget is around 80 MSEK (10 MUSD) over the period of 2016-2018 out of which Sweden intends to fund 46 MSEK (5,5 MUSD). The Swiss Development Cooperation contributes 2 MUSD in core support per year 2016/17 and 2017/18 as well.

Sexual and Reproductive Health... and Rights (SRHR) are an integral and important part of Sweden's development policy and the feminist foreign policy, and essential to achieving equitable and sustainable development. Sweden's long tradition of support to SRHR is strongly reflected in both the Swedish Government's Aid Policy Framework and the Results Strategy for Sweden's international development cooperation with Uganda, 2014-2018. SRH is a prioritized area for the Government of Uganda, but the sector remains underfunded hampering progress on SRHR indicators. In addition, progress is challenged by the fact that sexual rights continue to be a controversial and sensitive topic in the country. The International HIV/AIDS Alliance (IHAA) have applied to the Embassy of Sweden in Kampala for funding of MSEK 110 to manage and implement the Uganda Sexual Reproductive Health and Rights Umbrella (hereafter referred to as the SRHR Umbrella) during the 5-year period 2016-2021.Sweden will sign an Agreement with the International HIV/AIDS Alliance (IHAA) who will have the overall programmatic and financial responsibility for the SRHR Umbrella. IHAA's Linking Organization - Community Health Alliance Uganda (CHAU), will be the lead implementing partner in Uganda.The intervention aims to contribute to improved SRHR and HIV outcomes in Uganda through four outcomes; 1) Expanded access and increased use of quality, inclusive and integrated SRHR and HIV services among vulnerable and key populations 2) Increased adoption of safer sexual practices among vulnerable and key populations, 3) An enabling SRHR and HIV environment for vulnerable and key populations, and 4) Strengthened institutional capacity of implementing organisations to deliver quality and inclusive SRHR and HIV programmes in Uganda. The SRHR Umbrella's goal and outcomes will be achieved by increasing access to and use of quality, inclusive and integrated SRHR and HIV services and by promoting positive healthy sexual relationships that improve SRHR indicators by reducing STI/HIV transmissions, maternal mortality and the unmet need for family planning.The umbrella will give high priority to promoting the full sexual and reproductive rights of individuals, and to addressing stigma and discrimination in all its complexity as an imperative for removing barriers to accessing health services.Sweden and IHAA have a long-standing relationship. IHAA have received global support from Sweden since 1993 and is currently also receiving regional funding. IHAA's linking organization in Uganda, Community Health Alliance Uganda (CHAU), recently (February 2016) received full accreditation as a linking organization. The SRHR Umbrella will identify 19 implementing partners through competitive calls for proposals and through rigorous capacity assessments. UNESCO has applied for funds t...o support an extention of the 'Strengthening HIV prevention amongst young people through promoting comprehensive sexuality education in Eastern and Southern Africa Project' , to increase the implementation period to 12 months from 1 January 2016 to 31 December, 2016. The purpose of the project is to increase children and young people's knowledge on sexual and reproductive health and rights through access to high quality comprehensive sexuality education that is gender transformative, evidence informed and age and culturally appropriate. UNESCO has requested for a total amount of MSEK15. The proposal is to support the expansion and strengthening of activities that have been undertaken from 2012 to 2015. The activities are expected to bring an important information and knowledge gap that is essential for young people to address the sexual and reproductive health needs as well as make important decisions regarding their sexuality. The project which has been implemented since 2012 was designed to offer support to 10 countries in total to carry out specific activities according to each country's needs. Two countries were added to the project during 2015. The conceptual framework of the project is such that it operates on five (5) key dimensions of project implementation, which are expected to lead to the achievement of the overall project objective which is 'increasing children and young people's knowledge on sexual and reproductive health and rights through access to high quality CSE that is gender transformative, evidence informed and age appropriate'. The project has thus far been working towards securing high level political support for the provision of CSE in the education sector and mostly through activities of the ESA commitment; to strengthen policies and systems for the delivery of CSE at school level by building the capacity of the stakeholders in the education sector to plan, manage and monitor CSE programmes adequately; mainstreaming CSE in curricula; increasing capacity of the teachers within the education sector to deliver CSE programmes confidently; and engaging communities through community engagement programmes. During the extension period, UNESCO has proposed focusing only on four of the five objectives of the project, thereby leaving out objective three which was focusing on curricula development which most countries have been able to progress well with. UNESCO will during this extension period also carry out a project evaluation which had not been planned for in the earlier project period. This will provide an opportunity to make an assessment of the achievements of the project and to position this work in other regional interventions on SRHR. A cornerstone in the umbrella is to develop and strengthen the capacity of the implementing partners in order to increase sustainability and local ownership. The 19 implementing partners will carry out different activities, including peer led interventions, youth friendly sexuality education and service provision, behavior change communication, community sensitization and outreach, policy briefs and dialogue, and social mobilization. The SRHR Umbrella will target 14 districts, primarily covering the central and western regions of Uganda (Buyende, Hoima, Jinja, Kabarole, Kamwenge, Kyenjojo, Luwero, Mbarara, Mubende, Ntungamo, Kampala, Mukono, Iganga and Nakaseke). The districts have been selected basing on the following criteria: High HIV prevalence, high population of young people, low to medium ART/HCT coverage, high teenage pregnancies, low uptake of modern contraceptives, high maternal mortality rate, high incidence rates of GBV and early marriages, and presence of other programmes and donors. The geographical focus will complement other contributions in the Embassy's health portfolio, which mainly focus on the Northern and Karamoja regions.
