Cambodia managed to reduce its... HIV prevalence from 2 percent in 1998 to 0.7 percent in 2010 which is mainly attributed to the '100 percent condom use' program among entertainment workers. Despite these results, Cambodia still faces challenges in addressing HIV, with more than 56,200 people living with HIV as of 2010, of which 46,000 are in need for antiretroviral treatment (ART). The program aims to maintain comprehensive care and treatment, including anti-retroviral drug provision, for all people living with HIV in need of treatment up to 2015 and to provide sole funding for ART. It seeks to maintain Cambodia's dedication to Universal Access by addressing challenges identified by the National Strategic Plan for HIV/AIDS III such as reducing financial cost of ART and continuing of integration of the Continuum of Care (CoC) framework into the wider health system to better reach Most-at-Risk Populations (MARPs). The grant activities strengthen coordination and monitoring capacity within and across national and provincial multi-sectoral initiatives and the scale up of illicit drug related HIV/AIDS programs as a key component to achieve Cambodia's Universal Access targets.

Targeted groups include pregnant women and their babies, people seeking treatment for sexually transmitted infections and patients co-infected with HIV and TB.

Ethiopia is one of the countri...es most affected by the HIV and AIDS pandemic, with an estimated 2.2 million citizens currently living with HIV. The program supported by this grant is designed to strengthen and expand the scale-up of social mobilization, care and support programs for people living with HIV and AIDS as well as orphans and children made vulnerable by HIV and AIDS. The program intends to increase coverage and adherence to antiretroviral therapy in 40 districts of four major regional states. The program also aims to enhance community ownership and response to HIV and AIDS with community conversation and other means, and mobilizing local communities to support orphans and vulnerable children. Mitigation of the social and economic impact of HIV and AIDS on people living with the disease and their families through job creation, income-generating activities and the provision of food and nutritional support to people living with HIV and AIDS and their families is another important component of the program.

The Indian government estimate...s that approximately 2.4 million people in India were living with HIV as of 2007. The epidemic is highly varied across states and regions but the states identified as being most affected in 2006 are the four southern states of Andhra Pradesh, Karnataka, Tamil Nadu and Maharashtra, and the northeastern state of Manipur. The program supported by this grant is a partnership between the public and private sectors on HIV and AIDS prevention, treatment, care and support in high prevalence states. Grant funds are used to train counselors, social workers, health care providers and field staff; select and train peer counselors; advocate with the corporate sector to get health facilities to provide quality antiretroviral therapy services; and to select and build capacities of 100 nongovernmental organizations and community-based organizations to provide home- and community-based care. In view of strong program performance and demonstrated potential for impact, the grant activities are to be scaled up throughout the country under recently approved additional funding. The grant is being consolidated with IDA-607-G10-H.

The HIV epidemic in Lao PDR is... classified as low prevalence (with an estimated HIV prevalence of 0.29% in 2013 among adults aged 15?49) but with the potential of a concentrated epidemic in key populations of sex workers (SW), Men who have Sex with Men (MSM) and people who inject drugs (PWID). For example, the 2011 IBBS indicated HIV prevalence among sex workers as 1.0%, while prevalence among MSM was 3.1%, although differing between locations. This grant therefore will focus on these groups, as well as the clients of SWs and people co-infected with TB/HIV. The overall goal of this program is to cover identified gaps in coverage by expanding the interventions, address weaknesses in implementation capacity, and strengthen civil society organizations. The grant also aims to improve the regulatory process, including amending applicable laws and regulations to better enable enforcement and gain efficiencies in the registration process. Furthermore, quality assurance of medicines using a combination of laboratory testing and/or compliance inspections. The current funding to the national HIV program is a Single Stream Funding (SSF) grant, consolidating Rounds 4, 6 and 8 HIV grants.

Regarding child nutrition: The UPPR nutrition component distributes surplus IFA tablets and MNP sachets among the beneficiaries. This included daily one IFA tablet for pregnant women (during 4 - 9 month pregnancy) and lactating mothers (up to the first six months); two IFA tablets per week for all adolescent girls and women of child bearing age (15 - 49 years); and 60 MNP sachets for 60 days for children age between 7-24 months. The National HIV Sentinel Surv...ey (NHSS) of 2008 revealed a national HIV prevalence rate of 4.6 percent in Nigeria. This Program will build on the program supported through the 5th Round of Global Fund financing, which supported the provision of comprehensive adult Anti Retroviral Therapy (ART) services.Through the Program the gap in access and coverage of HIV services to rural communties will be bridged by the further decentralization of HIV and AIDS prevention, care and support services to the Primary Health Centre (PHC) and community levels, while expanding ART services through establishing 194 new ART sites in secondary health facilities. The goal of this Program is to scale up gender-sensitive HIV/AIDS prevention, treatment, and care and support interventions for adults and children in Nigeria. The Program is a stand-alone single stream of funding (SSF) Round 9 HIV grant and is implemented by 5 Principal Recipients under dual-track financing.

care during pregnancy through ...provision of quality care (4 antenatal visits) has increased since 2011 from 26.6% to 31.2% in 2014; likewise skilled attendance at birth increased from 32% to 42% and postnatal care from 27.7% to 34% over the same period in district hospitals and upazila health centers. Addressing the high neonatal mortality is a priority for the remaining programme period and training of doctors and paramedics was expanded this year. Establishing the Special Care Newborn Units (SCANU) is going on gradually though ensuring necessary trained nurses remains a challenge. To strengthen immunisation services, Reach Every Community strategy has been adopted and routine provision strengthened in 32 low performing districts and 3 City Corporations. The MoHFW has intiated a ‘regional service package’ to increase the uptake of Family Planning methods in the persistently low performing areas. Besides 395 nutriiton corners and 200 Nutrition units have been established in the upazila and district hospitals respectively to address severe and moderate acute Malnutrition. Considerable progress has also been achieved in reducing major communicable diseases like malaria, TB, leprosy and kalazar. The expansion of primary health care services through operationalising the community clinics (CC) continued with involvement of the local government representatives in the management of the facilities. The second of Ukraine's Round ...6 HIV grants aims to provide universal access to treatment, care and support services to people living with HIV and those affected by the disease. Implemented by the All Ukrainian Network of People Living with HIV/AIDS and over 50 subrecipients from both government and civil society, the program financed by this grant supports expanded antiretroviral treatment, social support, palliative care and associated programs for marginalized populations; diagnosis and management of TB/HIV co-infections; expansion of drug adherence counseling; and psychosocial support and care for people living with HIV; and expansion of coverage to reach more people living with HIV with a focus on injecting drug users. Ukraine's two active HIV grants will be linked to Ukraine's Round 9 TB grant, to be signed in 2010.

The program is entirely funded... by government resources and has the largest coverage of
all the INAS social protection schemes. In 2008, the program reached 143,455 households,
with a total of 287,454 beneficiaries (International Poverty Centre for Inclusive Growth
2010; Government of Mozambique 2010). The Government of Mozambique estimates that
in 2009, 172,000 households benefited from the scheme. The targeted beneficiaries
included the following:
1) The elderly (aged 55 and over for women or 60 and over for men) who are
recognized as being permanently unable to work and who live alone or are heads of
destitute households. This group accounts for 93% of direct beneficiaries in 2008.
2) The disabled who are recognized as permanently unable to work and who live alone
or are heads of destitute households; 6 percent of direct beneficiaries in 2008.
3) The chronically ill who suffer from a chronic disease recognized by the medical
services (with the exception of HIV/AIDS and tuberculosis), who are unable to work
and live alone, or are heads of destitute households. This group comprises 1 percent
of direct beneficiaries in 2008.
4) Malnourished pregnant women.
In addition, monthly transfers are provided to indirect beneficiaries, based on the number
of dependents in the household, up to a maximum of four dependents. UNICEF and Save the
Children (2009) estimate the number of indirect beneficiaries
(i.e. non-targeted individuals who live in the same household as targeted individuals)
to be around 200,000. According to a recent study carried out by INAS, more than half of the direct beneficiaries (60 per cent)
are caring for at least one orphaned child, or an estimated 73,000 vulnerable children
(UNDP, UNFPA, UNICEF and WFP 2009)

KOMPAK Governance for Growth (...Kolaborasi Masyarakat dan Pelayanan untuk Kesejahteraan) supports economic growth and poverty reduction in Indonesia by tackling governance constraints (e.g. planning, budgeting and accountability) to the delivery of essential services such as infrastructure, health and education. It commenced on 2 January 2015 with initial funding of $80 million and includes an option to extend for four years after the current end date of 30 June 2018. For over a decade, Australia has worked with the Government of Indonesia (GOI) to improve the quality and efficiency of essential services and to strengthen local communities. KOMPAK will build on and consolidate our work in this area, including by integrating Australia's existing assistance to the Government of Indonesia's National Program for Community Empowerment (PNPM). With the GOI's recent decision to replace PNPM with the Village Law, which substantially increases funding to villages for local economic and human development, KOMPAK will focus on supporting the effective implementation of this Law. Subject to DFAT design and budget approvals, KOMPAK would establish the next phase of decentralisation assistance to Indonesia after the Australia Indonesia Partnership for Decentralisation ends on 30 June 2015. KOMPAK may also include a dedicated focus on strengthening the role of civil society in holding all levels of Indonesian government to account for the quality of essential services they deliver.
