The devastating impacts of the 2015–16 El Niño will be felt well into 2017. This crisis was predicted, yet overall, the response has been too little too late. The looming La Niña event may further hit communities that are already deeply vulnerable. To end this cycle of failure, there is an urgen...t need for humanitarian action where the situation is already dire, to prepare for La Niña later this year, to commit to comprehensive new measures to build communities’ resilience, and to mobilize global action to address climate change which is creating a ‘new normal’ of higher temperatures, drought and unpredictable growing seasons.

Le Plan Stratégique Multisectoriel d’Élimination du Choléra en République Démocratique du Congo (2013-2017) vise à réduire l’incidence du choléra à moins d’un cas pour 100 000 habitants. Ce plan repose sur une approche multisectorielle, combinant santé, eau, hygiène et assainissemen...t pour enrayer la transmission du choléra.
Il identifie trois types de zones : zones sources (A), zones épidémiques (B) et zones de diffusion (C), chacune nécessitant des interventions adaptées. Les stratégies incluent l’amélioration des infrastructures d’eau potable et d’assainissement, la surveillance épidémiologique, la prévention, la prise en charge médicale et la coordination des actions.
Malgré des progrès dans certaines régions, la mise en œuvre du plan a rencontré des défis, notamment en raison du manque de financements et de la persistance de foyers endémiques dans l'Est du pays. Une coordination nationale et internationale est essentielle pour mobiliser les ressources et atteindre l'objectif d'élimination du choléra en RDC.

In early October, Ukrainian forces continued recapturing areas of southern and eastern oblasts, notably Lyman (Donetsk oblast). The liberation of thousands of square kilometres resulted in the grim discovery of two new mass graves in Lyman and Sviatohirsk (containing of 120 civilian bodi...es). Shelling and missile strikes continue to cause the majority of casualties with 1,043 civilian casualties registered by OHCHR in October. Five waves of missile attacks on urban centres were recorder in October alone, leading to widespread disruption of energy supply with millions of citizens being deprived from electricity and water at times during the month.

Global food insecurity has markedly increased over the last two-years due to conflict, economic and political instability, displacement, environmental degradation and disasters, and major disruptions to global food systems because of the Covid-19 pandemic. In 2021, levels of hunger surpassed all pre...vious records with close to 193 million people acutely food insecure and in need of urgent assistance across 53 countries and territories. This represents an increase of nearly 40 million people compared to what was previously considered a record level high in 2020.

As part of a wider organisational undertaking to better capture and communicate the effectiveness of its work, Oxfam developed an evaluative method to assess the quality of targeted humanitarian responses. This method uses a global humanitarian indicator tool which is intended to enable Oxfam GB to ...estimate how many disaster-affected men and women globally have received humanitarian aid that meets establishes standards for excellence. This method was used after the independence of South Sudan, which was followed by political tensions with its neighbour on issues unresolved from the Comprehensive Peace Agreement (CPA) which include border demarcation, wealth-sharing and the fate of the disputed territory of Abyei.

In April and May 2015, Nepal was hit by two major earthquakes killing around 9,000 people and leaving many thousands more injured and homeless.
To optimize the speed and volume of critical humanitarian assistance, the HCT has developed this Plan to:
1. Reach a common understanding of earth...quake risk to ensure early action is taken when required.
2. Establish a minimum level of earthquake preparedness across clusters.
3. Build the basis for a joint HCT response strategy to meet the needs of affected people in the first 6 weeks to 3 months of a response.
4. Define considerations for detailed contingency planning on the basis of the worst-case scenario, especially around access and logistics.

Operational guidance for managing programme quality.
These guidelines are about implementing the programme-quality standards of the Core Humanitarian Standard in limited access humanitarian response. They have been developed using approaches and tools tested by Oxfam, other INGOs and the UN in Afgh...anistan, DRC, Iraq, Somalia, Syria and Yemen. The guidelines are an operational resource to help programme designers and decision makers deliver ‘good enough’ programme quality in limited access humanitarian response.
