The manual has been developed primarily for use by people managing projects and programmes either in a National Society or the secretariat of the International Federation of Red Cross and Red Crescent Societies (International Federation). Although it is mainly designed for use at the country level, the basic principles can be applied to project and programme planning at any level. The manual draws on two International Red Cross and Red Crescent Movement publications – the International Federation’s Project Planning Process (2002) and the ICRC Economic Security Unit’s Programme/ Project Management: The Results-Based Approach (2008) – reflecting the significant similarity of approach. Since its inception in 2002, the SABSSM series has emerged as one of the HSRC’s leading scientific contributions to the country’s HIV and AIDS response (1), providing essential data to monitor the HIV epidemic, the impact of the HIV program in South Africa, and to inform strategies for epidemic control in the National Strategic Plan for HIV, TB and STIs (NSP), now in its fifth edition. Using scientific evidence from SABSSM and other key sources, the NSP guides the country’s response, under the leadership of the South African AIDS Council (SANAC) and the National Department of Health (NDoH), with focus on equitable access to biomedical interventions, addressing the structural and social behavioural drivers of the epidemic, and targeting populations disproportionately affected by HIV; such as, black Africans, key populations and adolescent girls and young women (AGYW) aged 15–24 years (2).

We also know that other types of emergencies can impact schools, including medical emergencies, transportation accidents, sports injuries, peer victimization, public health emergencies, and the sudden death of a member of the school community. We now recognize the need for school emergency management plans that are up-to-date and take an “all-hazards” approach with clear communication channels and procedures that effectively reunite parents and caregivers with students. We have also learned that preparing school administrators, teachers, and school partnering agencies before a critical event is crucial for effective response, the value of ongoing training and emergency exercises, and that having intervention models that address the public health, mental health, and psychosocial needs of students and staff is essential to a safe school environment and the resumption of learning.
