According to the United Nations, Yemen has been the "Worst humanitarian crisis in the world," for the past two years. Despite the Hudaydah Agreement signed in December 2018, the fighting continued in many areas of the country, such as Hajjah in the north, Al Dhale' e in the south and Hudaydah along ...the west coast. Within a year, another 400,000 Yemenis were forced to flee their homes, eventually adding up to one-eighth of the entire Yemeni population who had become displaced at least once, over the last five years.
In 2019, unprecedented heavy rain and flooding from May onwards caused catastrophic damage to homes and the families’ livelihoods, adding to their misery. Thousands of families who had already lost their home due to the fighting had yet again, their temporary shelters, beddings and essential kitchen supplies, destroyed.

After eight years of armed conflict in the east of the country, the Russian Federation started a military offensive in Ukraine on 24 February 2022. The impact of this war has been devastating. It has so far caused 16,200 civilian casualties and destroyed key infrastructure, such as hospitals, school...s, homes, and water installations.
Since the beginning of the conflict, nearly 14 million people - a third of all Ukrainians - have been forced to leave their homes, 90% of them women, children, and elderly people. An estimated 6.2 million people are displaced within Ukraine, while more than 7 million sought safety in Poland, Romania and Moldova or passed through to other destinations in Europe. Some have returned to Ukraine. Another 13 million people are estimated to be stranded in or unable to leave affected areas within the country.

Theme one states that use does not happen by accident. Impact evaluations are more likely to be used when uses have been anticipated and planned from the earliest stages of the evaluation and, even better, from the planning stages of the work that is being evaluated. Theme two concerns the operations and systems required in an organization to use impact evaluations well. Theme three builds from the premise that the first two themes are necessary but insufficient conditions for the effective and widespread use of impact evaluations.
