Do no harm, equality, transparency, humanity: values should guide the criminal justice sector’s response to coronavirus
At the time of publishing there were more than 164,000* confirmed cases of COVID- 19, the novel form of Coronavirus, affecting 110 countries wit...h more than 6,470 deaths. In this briefing we assess the current situation of COVID-19 outbreaks and prevention measures in prisons** and wider impacts of responses to governments on people in criminal justice systems. This briefing note argues for action to be taken now and immediately, given the risk people in prison are exposed to, including prison staff.

The coronavirus outbreak that began in late 2019 (COVID-19) has evolved rapidly and globally. On 30 January 2020, the World Health Organization (WHO) declared the outbreak of COVID-19 a Public Health Emergency of International Concern and a pandemic on 11 March 2020 indicating global spread of a new... disease.
Addressing COVID-19 requires critical preparedness and a prepared response, particularly within places of detention (prisons). Prison staff play a crucial role in contributing to the effort of preventing the spread of the disease, promoting safer prison environments, and responding to outbreaks in a timely and effective manner.

The dam’s reservoir will ultimately displace an estimated 16,000 people from 101 villages and hamlets. The Guinean government had moved 51 villages by the end of 2019 and said it planned to conduct the remaining resettlements within a year. Forced off their ancestral homes and farmlands, and with much of their land already, or soon to be flooded, displaced communities are struggling to feed their families, restore their livelihoods, and live with dignity.

An initial proportional allocation of doses to countries until all countries reach enough quantities to cover 20% of their population

A follow-up phase to expand coverage to other populations. If severe supply constraints persist, a weighted allocation approach would be adopted, taking account of a country’s COVID threat and vulnerability.
The document is a final working document and may be adjusted in the future as new information about the vaccines and the epidemiology of COVID-19 becomes available.
