Он предназначен для оказания помощи странам в проведении критической оценки их законодательств на предмет наличия ключевых компонентов, относящихся к охране психического здоровья, и гарантирует, что многочисленные рекомендации, содержащиеся в Справочнике, будут тщательно изучены и приняты во внимание.
