El Plan tiene sus fundamentos en la estrategia de escalamiento que se inició en octubre de 2018 por Naciones Unidas para responder a las necesidades humanitarias y de otras iniciativas de respuestas implementadas por otros actores humanitarios. Este Plan permitirá fortalecer las capacidades operacionales de los actores humanitarios y poner las bases para alcanzar una población meta más amplia en 2020.
