The conditionality of this recommendation is largely driven by the current higher unit cost of pyrethroid-PBO ITNs compared
to pyrethroid-only LLINs and therefore the uncertainty of their cost-effectiveness. Furthermore, as PBO is less wash-resistant
than pyrethroids, its bioavailability declines ...faster over the three-year estimated life of an ITN; therefore, the added impact of
pyrethroid-PBO ITNs over that of pyrethroid-only LLINs may decline over time. The evidence comes from two sites in
eastern Africa with pyrethroid resistance and not from other geographies where transmission levels and vector characteristics
may vary. PBO acts by inhibiting certain metabolic enzymes, primarily oxidases, and so are likely to provide greater protection
than pyrethroid-only LLINs where mosquitoes display mono-oxygenase-based insecticide resistance mechanisms.

The Councils share a common mandate of ensuring persons practising health related professions in Namibia are suitably qualified. Registration with the Councils is, thus, a pre-requisite for professional practice – and it is also a legal requirement too update personal details of all registered hea...lthcare practitioners. The target of the Councils as per the five-year strategic plan (2020/2025) is to register and enrol twenty-four thousand six hundred and fourteen (24 614) healthcare practitioners by the 2021/2022 financial year. The Councils have significantly delivered on this mandate by registering and enrolling a total of twenty-six thousand six hundred and eighty-one (26 681) healthcare practitioners.

The World Health Organization (WHO) projects a global shortfall of 18 million health workers by 2030, mostly in low- and lower-middle-income countries. Contributing to the global deficit are chronic under-investment in education and training of health workers; workforce migration; an aging health wo...rkforce; rapid increases in chronic diseases; and inability to track existing human resources using health information systems. Health care worker shortages are compounded by the increased portability and virulence of infections. Rapid population growth, climate change, deforestation, international travel, migration, poverty, and social inequality have dramatically increased the risk of pandemics and highlighted the need for skilled health workforce to effectively respond to emerging health threats. This is evident now more than ever as COVID-19 exacerbates health inequity and barriers to access, and further strains the already fragile health systems in many countries.

Preferred product characteristics and clinical development considerations
Offering additional pre-exposure prophylaxis (PrEP) choices has the potential to increase uptake and effective use of PrEP, and of HIV prevention overall, as it allows people to choose a method that they prefer.
In this guideline, WHO recommends an offering long-acting injectable lenacapavir (LEN...) as an additional HIV prevention choice, as part of combination HIV prevention approaches. LEN, administered twice a year as PrEP, has been shown to be highly effective at reducing the risk of HIV acquisition. In this guideline, WHO also recommends using HIV rapid diagnostic tests (RDTs) for individuals initiating or continuing long-acting injectable PrEP, such as LEN and long acting injectable cabotegravir (CAB-LA). Flexible HIV testing approaches are essential for ensuring that testing does not become a barrier to accessing or continuing PrEP, including long-acting injectable options.
