On the Margins. Education for Children with Disabilities in Kazakhstan

The government of Kazakhstan has committed to ensuring that children with disabilities have access to inclusive education and it has taken the important step of ratifying international human rights treaties enshrining the rights of people with disabilities, including the right of children with disabilities to inclusive, quality education. The government has also introduced legal and policy changes toward an inclusive education system for children with disabilities. It has committed to ensuring that 70 percent of mainstream schools are inclusive by 2019. However, this report finds that progress towards genuine inclusive education is slow. In order for the government to succeed in ensuring that all children can access an inclusive, quality, and free primary and secondary education on an equal basis with others in the communities in which they live, it will need to fundamentally transform its policies and approach to education and address negative attitudes more broadly towards people with disabilities in Kazakhstan.

Специальный доклад- Уполномоченного по правам человека в Томской области К Уполномоченному по правам человека в Томской области жители региона обращаются по самым разным вопросам, но чаще всего содействие правозащитника бывает нужно при решении трудовых и жилищных проблем, также беспокойство у людей вызывают качество и доступность медицинской помощи, недостаточная безопасность среды обитания, трудности с получением бесплатной юридической помощи. О своих проблемах омбудсмену пишут пенсионеры, одинокие матери, лица из числа детей-сирот, люди с ограниченными возможностями здоровья. Регулярно корреспонденция поступает от отбывающих наказание в виде лишения свободы. В общей массе обращений писем от граждан, страдающих психическими расстройствами, немного. Но они есть, и информация о нарушенных правах таких лиц неоднократно находила свое подтверждение.

22.9% of surveyed Syrian refugees aged 2 years and above had disabilities (1,374 persons out of 6,003 persons): 13.8% in Azraq camp, 23.5% in Irbid and 30.5% in Zaatari camp. Understanding disability as the level of difficulties a person is facing when performing basic activities that could put him/her at risk of not participating in society, the prevalence of disability found by the study was markedly higher than the existing disability statistics at around 2-3% to less than 10%, many of which used questions focusing on a person’s medical conditions or impairments.

Child labour report 2017 - The Neglected Link: effects of climate change and environmental degradation on child labour

Over half a billion children are living in areas with extremely high levels of floods and nearly 160 million children live in areas of high or extremely high droughts. The World Health Organisation (WHO) estimates that 26% of the annual 6.6 million deaths of children under five are linked to environment-related causes and conditions. Children are also disproportionately affected by pollution, not only in terms of death rates, but also in terms of cognitive and physical development. This report illustrates that environmental causes also have an impact on whether children are pushed to work and on the kind of work they engage in, the conditions of work, exposure to dangerous toxicants and the risk of exploitation. However, the report raises more questions than it answers as it is one of the first reports addressing the question, how environmental degradation and climate change affect the vulnerability of children towards exploitation.
