Ausgehend von allgemeinen Informationen zum Land über Hintergrundinformationen zum Konflikt (Wirtschaftskrise und politische Krise) werden auch die Menschenrechtsverletzungen durch die Regierung beschrieben. Der Bericht geht in diesem Zusammenhang auf die Aktivitäten der zahlreichen bewaffneten Gruppen (Armee, Sicherheitsdienste und "Colectivos") sowie die Rolle des staatlichen Öl- und Gaskonzerns Konzerns "PDVSA" ein. Schließlich behandelt er die Situation der Bevölkerung unter dem Blickwinkel des Zugangs zu sozialen Sicherungssystemen.

The Mobility of Displaced Syrians. An Economic and Social Analysis

The new report, The Mobility of Displaced Syrians: An Economic and Social Analysis, draws on the large amounts of data on Syrian refugees collected by the United Nations High Commissioner for Refugees (UNHCR), in addition to its own surveys. The results were compared with other refugee situations around the globe, ranging from Iraqi refugees in pre-war Syria to Somali refugees in Kenya. This analytical approach allowed for a better understanding of the complex set of factors that refugees must navigate as they consider a return home.

Human Rights Watch found violent abuse by guards in four official detention centers in western Libya, including beatings and whippings. Human Rights Watch witnessed large numbers of children, including newborns, detained in grossly unsuitable conditions in three out of the four detention centers. Almost 20 percent of those who reached Europe by sea from Libya in 2018 were children.

14.6 mio people in 2018 were in need of access to safe water, partly due to heavy infrastructure damage. Despite investments in water treatment systems and provision of water disinfectants, the main challenge countrywide remained on the water quality side, particularly at point of use. This resulted from deteriorating secondary infrastructures such as water networks and sewage systems, as well as limitations in regular operational and maintenance of water treatment stations. WASH situation in IDP camps also continued to be critical, requiring the provision of full WASH service packages while promoting the transition towards more sustainable solutions.
