These Blended Learning Modules cover the full range of health promotion, disease prevention, basic management and essential treatment protocols to improve and protect the health of rural communities in Ethiopia. A strong focus is on enabling Ethiopia to meet the Millennium Development Goals to reduc...e maternal mortality by three-quarters and under-5 child mortality by two-thirds by the year 2015. The Modules cover antenatal care, labour and delivery, postnatal care, the integrated management of newborn and childhood illness, communicable diseases (including HIV/AIDS, malaria, TB, leprosy and other common infectious diseases), family planning, adolescent and youth reproductive health, nutrition and food safety, hygiene and environmental health, non-communicable diseases, health education and community mobilisation, and health planning and professional ethics.

Achieving Health for All, and in particular universal health coverage (UHC), will not happen without fully functioning basic water, sanitation and hygiene (WASH) services in all health care facilities. Such services are needed to provide quality care, ensure ad...herence to infection prevention and control (IPC) norms and standards and guarantee that facilities are able to provide environments that respect the dignity and human rights of all care seekers, especially mothers, newborns and children. WHO undertook a series of national situational analyses in three countries (Ghana, Ethiopia and Rwanda) to understand current barriers to change, accountability structures and measures to strengthen WASH in health care facilities and more broadly, the quality of health service delivery.

                                                                Cognizant of the need for standardization of the response for COVID-19, the Federal Ministry of Health prepared this national guideline in an effort to contain the epidemic before it overwhelms the  health  care  facilities.  This  national  guideline  is  expected  to  guide  policy  makers  and  h...ealth professionals  at  all  level.  A  standardized  approaches  to  will  assist  effective  and  efficient utilization  of  the  limited  resource  of  the  country,  minimizes  dilemma  and  confusion  on  case management. To this effect, the FMOH has established National COVID-19 advisory committee. The  committee  members  are  from  different  specialties  with  very  good  experiences  in  disaster management  and  prevention  and  treatment  of  infectious  disease  epidemics.  The  input  from  the committee  is used to make decisions at the national  level about theepidemics  in the weeks and months  to  come.  The  FMOH  would  like  to  acknowledge  the  members  of  the  national  advisory committee  for  their  commitment  and  unreserved  effort  in  finalizing  the  task  in  a  very  short period of time and advising the Ministry on various issues related to the epidemics at this critical time.

                                                                A two-week mission was conducted by WASH and quality UHC technical experts from WHO headquarters and supported by the WHO Ethiopia Country Office (WASH and health systems teams) in July 2016, to understand how change in WASH services and quality improvements have been implemented in Ethiopia at nati...onal, sub-national and facility levels; to document existing activities; and through the “joint lens” of quality UHC and WASH, to identify and seek to address key bottlenecks in specific areas including leadership, policy/financing, monitoring and evaluation, evidence application and facility improvements. Ethiopia has implemented a number of innovative and successful interventions.

This approach is promoted at global level by the Tripartite of the World Health Organisation, the World A...nimal Health Organisation, the Food and Agriculture Organisation of the United Nations, recently joint by the United National Environment Program to form the Quadripartite. The German government through its Ministry of Economic Cooperation and Development supports this approach with its One Health strategy and investment in several technical cooperation projects.
